EXPORTAÇÕES BRASILEIRAS BRAZILIAN EXPORTS BALANÇA COMERCIAL BRASILEIRA Nos primeiros cinco meses de 2014, o Brasil exportou US$ 90,0 bilhões (redução de 3%, em comparação a igual período de 2013) e importou US$ 94,9 bilhões (redução de 3,8%). Esse desempenho gerou uma corrente de comércio de US$ 184,9 bilhões (redução de 3,6%) e um déficit na balança comercial de US$ 4,8 bilhões. Essa performance, nada mais é do que o reflexo da caracterização do Brasil como fornecedor de produtos básicos (petróleo em bruto, carne suína, farelo de soja, café em grão, soja em grão e carne bovina), cujas exportações crescem sistematicamente, em detrimento de manufaturados (automóveis, laminados planos, autopeças, açúcar refinado, calçados e pneumáticos) que decrescem também sistematicamente. BRAZILIAN TRADE BALANCE In the first five months of 2014, Brazil exported US$ 90.0 billion (decrease of 3% compared to the same period of 2013) and imported US$ 94.9 billion (decrease of 3.8%). This performance generated a trade flow of US$ 184.9 billion (decrease of 3.6%), and a trade deficit of US$ 4.8 billion. This performance is nothing more than a reflection of the characterization of Brazil as a supplier of basic products (crude oil, pork, soybean meal, coffee beans, soybean in grains and beef). Exports of those products are systematically growing over manufactured goods (cars, flat rolled products, auto parts, sugar, footwear and tires) which are also systematically decreasing. EXPORTAÇÕES DE COURO DO BRASIL Até maio de 2014, o setor curtidor continua batendo seus recordes de exportação, tendo alcançado a invejável marca de US$ 1,2 bilhão, correspondendo a 1,35% das exportações brasileiras do período. A cadeia produtiva do couro, seguindo a tendência geral das exportações brasileiras, mostra bons resultados nos produtos básicos e queda nos produtos industrializados. De 2009 para cá, houve crescimento nas exportações de boi vivo em 59% de couro em 205%, de gelatina em 62%, enquanto artefato (bolsas, cintos, etc.) caiu 42% e calçado teve queda de 15%. O setor curtidor registra o mais eficiente resultado nas exportações da cadeia, enquanto artefatos e calçados continuam em queda livre. Registre-se o expressivo crescimento nas exportações de boi vivo e de gelatina. EXPORTS OF BRAZILIAN LEATHER Until May 2014, the tanning sector continues beating its export records, reaching the enviable mark of US$ 1.2 billion, accounting for 1.35% of Brazilian exports during the period. The leather productive chain, following the general trend of Brazilian exports, is showing good results for basic products and a decrease for manufactured products. Since 2009, there was an increase of 59% in exports of live cattle, an increase of 205% in exports of leather and 62% in exports of gelatin; on the other hand, artifacts (bags, belts etc..) decreased by 42% and footwear fell by 15%. The tanning sector registers the most efficient result in exports of the chain, while artifacts and footwear continue to decrease. A pífia performance internacional dos manufaturados (artefatos e calçados) brasileiros reflete bem a característica geral do comércio exterior brasileiro. Há um visível fortalecimento da exportação de produtos básicos, como consequência da recente descompetitividade do produto industrializado nacional, deterioração que não se limita a artefatos e a calçados e se espalha por vários outros setores da economia. Já o couro brasileiro tem sido comprado basicamente por países da Ásia, da União Europeia e do Nafta, nessa ordem de importância. Esses três destinos representam 95% dos negócios da indústria curtidora brasileira, sendo a Ásia de longe o destino mais importante, pois representa 53%, União Europeia 29% e Nafta 13%. The uninspiring international performance of Brazilian manufacturing (artifacts and footwear) reflects the general characteristic of Brazilian foreign trade. There is a visible strengthening of exports of basic products, as a result of the recent uncompetitiveness of the national industrial product, a decay that is not limited to artifacts and footwear and that spreads for several other sectors of the economy. The Brazilian leather has basically been bought by countries in Asia, European Union and NAFTA, in that order of importance. These three destinations account for 95% of the Brazilian tanning industry business, with Asia being by far the most important destination, because it represents 53%, the European Union represents 29% and NAFTA represents 13%. No geral, o couro brasileiro tem sido objeto de crescente demanda internacional, tendo suas exportações crescido 29% nos últimos três anos, crescimento puxado pelo aumento de 44% na comercialização de matéria- -prima (couro salgado e couro wet blue), que representa hoje 50% nas exportações totais de couro. Os preços dos diversos tipos de couro apresentaram evolução positiva, exceto couros crust que apresentou queda, atingindo valores compatíveis com couro wet blue. Nos seis últimos anos, China, Itália e EUA aumentaram suas demandas por couro brasileiro em 227%, 121% e 274%, respectivamente. Quase 40% das divisas geradas pelas exportações de couro do Brasil vêm da China, confirmando dependência perigosa. No âmbito estadual, Rio Grande do Sul liderou as exportações brasileiras de couro no período com 20% do total, seguido de São Paulo com 19%, Goiás com 14% e Ceará com 12%. In the last six years, China, Italy and USA increased their demand for Brazilian leather by 227%, 121% and 274%, respectively. Almost 40% of the foreign exchange generated by exports of Brazilian leather come from China, which confirms a dangerous dependence. At the state level, Rio Grande do Sul led the Brazilian leather exports in the period with 20% of the total, followed by Sao Paulo with 19%, Goias with 14% and Ceara with 12%. COMENTÁRIOS FINAIS A redução nas exportações brasileiras é consequência da perda de competitividade da indústria brasileira. Pelo ranking de competitividade elaborado pelo International Institute for Management Development (IMD), o Brasil perdeu 16 posições, sendo um dos dez países menos competitivo do mundo, superando Eslováquia, Bulgária, Grécia, Argentina, Croácia e Venezuela. O Brasil vem oferecendo um dos piores ambientes de negócio do mundo, pela inigualável carga tributária e pela elevada taxa de juros, desestimulando investimentos produtivos. Resultado: o Brasil se transformou em um exímio exportador de commodities. Em ano eleitoral, é natural que ocorra uma dicotomia entre as necessidades do governo e do setor privado fazendo com que o governo atue no curto prazo, enquanto a indústria precisa de previsibilidade, o que exige planejamento e longo prazo. Todavia, as decisões de governo, mesmo de curto prazo e provavelmente temporárias, resultam em apoio à indústria que, por falta de alternativa e pela descompetitividade reinante, pleiteia e até festeja as medidas de baixa eficácia ofertadas pelo governo. Com esse sentido e como consequência de reiterados pleitos da indústria, da baixa confiança do empresariado (47,5 pontos segundo CNI), das quedas nas exportações e de outros fatores, o governo lançou um pacote de apoio à indústria, numa clara demonstração de reconhecimento da baixa competitividade do setor produtivo. Uma das medidas anunciadas para 2015, o Reintegra - Regime Especial de Reintegração de Valores Tributários para Empresas Exportadoras é um puxadinho tributário que permite a recuperação de até 3% da receita de exportação e se tornou necessário porque o sistema tributário brasileiro é caótico e penaliza as empresas exportadoras que não conseguem se creditar dos impostos pagos na aquisição dos insumos. Renascido agora de forma permanente, após veto anterior da presidente e apesar da sensação de déjà vu, o Reintegra vem em socorro dos exportadores mas, ao ser definido com uma irrelevante alíquota de 0,3%, expõe a atual dificuldade do governo para oferecer qualquer renúncia fiscal. Resta saber se essa baixíssima alíquota será suficiente para atender a inof Brazilian workers (increase of 3% only). In an election year, it is natural that a dichotomy between the needs of government and the private sector occurs, causing the government to act in the short term, while the industry needs predictability, which requires planning and long term. However, government decisions, even short-term and probably temporaries, result in support for industry, which, because of lack of alternatives and of the reigning uncompetitiveness, is pleading and even celebrating the low efficiency measures offered by the government. In this sense and as a consequence of repeated claims of industry, of low confidence from business (47.5 points according to CNI), of falls in exports and other factors, the government launched a package of support to the industry, as a clear demonstration of recognition of low competitiveness of the productive sector. One of the measures announced for 2015, the Reintegra program Reintegration of Taxes for Exporting Companies is a tributary help which allows recovery of up to 3% of export revenues and has become necessary because the Brazilian tax system is chaotic and penalizes exporters who cannot get credit for taxes paid on the purchase of inputs. Now permanently reborn, after a previous veto of the President and despite the feeling of déjà vu, the Reintegra comes to the rescue exporters but, as it was set with a negligible rate of 0.3%, it exposes the current difficulties of the government to offer any tax breaks. The question is whether this very low rate will be sufficient to meet the industry and whether it can contribute to the increase of competitiveness. Na China, maior importador de couro brasileiro, no maior escândalo de contrabando de couro já realizado e que atingiu a cifra de US$ 1 bilhão, 89 pessoas de 11 gangues foram presas. Lá, como cá, a Polícia Federal está ativa, cumprindo seu papel e tirando a bandidagem de circulação.
