Em termos anuais, a inflação do país aumentou.pp-pontos percentuais para.95% a/a (ano a ano) em Julho, com a média a descer.14pp para 3.39%, mantendo-se historicamente baixa. Na cidade de Maputo, barómetro da inflação do país, o IPC anual e médio caíram.9pp e.1pp, respectivamente, para níveis de.37% a/a e uma média de 3.3%. A estabilidade dos preços administrados e da moeda, a par de preços deprimidos dos comodities no mercado internacional têm permitido manter a inflação a níveis abaixo do objectivo do Governo de médio prazo de 5.6%. As nossas projecções indicam uma tendência de aumento da inflação típica do último trimestre do ano, mas insuficiente para coloca-la acima do objectivo do Governo, prevendo-se que essa tendência ascendente se mantenha em 15. A necessidade de ajustar alguns dos preços administrados a par da possibilidade de ocorrência do fenómeno natural El Nino com provável impacto negativo sobre a agricultura, constituem os principais riscos para a inflação em 15. Este ambiente de inflação relativamente estável tem permitido ao Banco Central, manter uma política monetária neutra, com a sua taxa de juro de referência de empréstimos overnight aos bancos comerciais, FPC, inalterada no actual mínimo histórico de 8.5% desde Outubro de 13, após cortes no total de 85pb (pontos base) desde Agosto de 11. A taxa de juro prime média de financiamento praticada pelos bancos comerciais manteve-se inalterada em 14.94% desde o início do ano, após ter caído 4pb desde 11, com as taxas de juro médias de depósito a prazo e de financiamento estáveis em torno dos 1% e 1%, respectivamente, níveis considerados elevados. Em alguns países, as autoridades monetárias procuraram baixar o custo de financiamento por meio de regulamentação, que fixa um limite para as margens que os bancos comerciais podem praticar, noutros casos fixou-se um limite para a taxa de juro dos depósitos ou para a taxa de juro do financiamento. Moçambique tem privilegiado um ajustamento das taxas de juro por via das condições de mercado, o que em nossa opinião reduz o risco de se introduzirem distorções aos preços de mercado. Após uma correcção para cima para reflectir condições de mercado ao longo do ano 13, após ter atingido um nível induzido historicamente baixo de.51% em Novembro de 1, as taxas de juro dos Bilhetes do Tesouro (BT s) mantiveram-se estáveis em 14, fechando o mês de Julho a níveis de 5.35% a 91 dias, 6.63% a 18 dias e 7.6% a 364 dias, reflectindo a estabilidade das restantes taxas de juro do mercado monetário. O mercado de capitais também apresenta uma estabilidade de taxas de juro de longo prazo, com a mais recente colocação de Obrigações do Tesouro (OT s14), com a maturidade de 3 anos, a apresentar um yield inicial de 9.88%, igual ao da última colocação de OT s em 13. Contrastando com a instabilidade política vivida desde o reinício em Março de 13 de confrontos armados entre a Renamo e o exército Governamental, que felizmente parecem ter chegado ao fim, com a assinatura a 4 de Agosto do acordo de paz, o Metical manteve-se estável face às principais moedas de troca internacional, com apreciações mensais de.4% m/m,.5% m/m e 1% m/m face ao Dólar, o Euro e Rand, respectivamente, fechando o mês de Julho a níveis de MZM/USD 3.5, MZM/EUR 4.89 e MZM/ZAR.85, o que representa, perdas anuais de.% a/a e 3.6% a/a contra o USD e EUR e
ganhos de 5.6% a/a face ao ZAR. Esta estabilidade cambial resulta em grande medida da continuidade dos fortes influxos de investimento estrangeiro, sobretudo no sector dos recursos naturais, que tem permitido ao Banco Central, fornecer regularmente divisas ao mercado, e manter um nível de Reservas Internacionais Líquidas (RIL s) crescente, de U$3.3 mil milhões em Julho, que representa uma expansão anual de 34.7% a/a e um rácio de cobertura de importações de 4.5 meses. As perspectivas de estabilidade política e de desenvolvimento dos projectos de gás natural da Bacia do Rovuma permitem manter expectativas de continuidade do investimento directo estrangeiro e de estabilidade cambial, essencial para o que o país cumpra com os principais indicadores de estabilidade macroeconómica. O país caminha a passos largos para as eleições presidenciais e parlamentares agendadas para o dia 15 de Outubro, com o mês de Agosto, que antecede o início da campanha eleitoral, caracterizado por uma forte actividade legislativa, onde se destacam a aprovação pelo Parlamento da Lei da Amnistia para facilitar a reconciliação nacional e o fim do conflito armado, a revisão do Orçamento Geral do Estado (OGE), com aumento da despesa em 3.4% (cerca de U$6 milhões) para dentre outros, permitir o aumento dos gastos eleitorais, a Lei de Petróleos, a Lei do Regime Fiscal da Actividade Mineira, e a Lei do Regime Fiscal dos Petróleos, esta última para permitir ao Governo, negociar com os operadores da Area1 (representados pela Anadarko) e Area4 (representados pela ENI), as condições que marcarão o quadro regulamentar necessário para o desenvolvimento dos projectos de gás natural liquefeito (LNG) da bacia do Rovuma. Para além de um quadro regulamentar que seja favorável ao desenvolvimento desses projectos de LNG, o país deverá ser capaz de mobilizar recursos financeiros iniciais superiores a U$3biliões, representando um dos maiores projectos de investimento em África, num mercado mundial de LNG com uma oferta em forte expansão e uma procura limitada, o que poderá tornar difícil o estabelecimento de contratos de fornecimento de longo prazo que permitam a realização do investimento necessário. Estes desenvolvimentos permitem perspectivar que a economia moçambicana acelere o forte ritmo de crescimento do PIB dos últimos anos, sendo a estabilidade política uma condição indispensável. Executive Summary: Following a seasonal behavior that typically occurs between May and July/August, Mozambique CPI (Consumer Price Index) recorded for the third consecutive a monthly deflation of -.4% m/m (month on month) in July, mainly attributed to an ease in food prices in Maputo. At an annual basis, Mozambique s inflation increased.pp-percentage to.95% y/y (year on year), with an average of 3.39%, down.14pp on previous month, remaining historically low. In Maputo city, the country s inflation barometer, CPI eased.9pp and.1pp, respectively, to an annual figure of.37% and an average of 3.3%. The stability of local administered prices and currency, together with depressed international commodity prices, helped to keep local inflation below Government s medium term target of 5.6%. Our projection indicates that inflation is likely to keep an increasing during the last quarter of 14 but remaining below Government target, an upward trend that is likely to prevail during 15. The need to adjust some of the administered prices, together with the possibility of occurrence of El Nino climate effect, the later with expected negative impact on agriculture s output remains the main risks for inflation during 15. This low inflation environment allowed Central Bank maintain a neutral monetary policy stance, with its overnight reference lending interest rate (FPC) being kept unchanged at an historic low level of 8.5% since October 13, following cuts totaling 85 bp (basis points) since August 11. Commercial banks average prime lending rates remained unchanged at an average of 14.94% since the beginning of the year, after falling 4bps since 11, with deposit interest rates averaging near 1% and lending interest rates around 1%, being considered high. Some countries tried to reduce borrowing costs by limiting their net interest margins, others by fixing maximum limits for deposit interest rates or lending interest rates. Mozambique s adjustment of interest rates has been driven by market conditions, which in our
opinion reduces the risk of price distortions in the market. Following induced low levels reaching an historic low of.51% in November 1 and an upward correction towards market conditions during most of 13, Treasury Bills (TB s) interest rates remained stable this year, closing July at 5.35% for the 91 day tenor, 6.63% at 18 days and 7.6% at 364 days, reflecting the stability of most of the interest rates in the money market. Capital markets also showed stable long-term interest rates, with latest Government Bonds (OT14) with a tenor of 3 years being placed at an initial interest rate of 9.88%, the same as the one of last year s Government Bond issue. Contrasting with the political instability characterized by the restart in March 13 of an armed confrontation between Renamo forces and the Government army which fortunately seems to have ended, with the signature of peace agreement on 4 th August, the Metical remained stable during most of this period, closing July with monthly appreciations of.4% m/m,.5% m/m and 1% m/m to the US Dollar, the Euro and Rand, closing, respectively at MZM/USD 3.5, MZM/EUR 4.89 and MZM/ZAR.85, which represents annual losses of.% y/y and 3.6% y/y to the USD and EUR and gains of 5.6% y/y to the ZAR. This currency stability reflects the strong foreign direct investment inflows into the country, mainly into the natural resources sector, allowing Central Bank to supply regularly the market with foreign exchange and maintain a growing level of Net International Reserves (NIR) which closed July at $3.3 billion, representing an annual growth of 34.7% and 4.5 import cover months. The prospects of political stability, together with expected development of natural gas projects in the Rovuma basin increases the prospects of continuation of strong foreign direct inflows and currency stability, which is critical for the country to continue to maintain macroeconomic stability. As we get closer to the start of the political campaign for presidential and parliamentary elections scheduled for the 15 th October, we have noticed in August an increased parliamentary activity, with the approval of the Amnesty Law to facilitate the end of the armed conflict, the approval of General Government Budget increase by 3.4% (nearly U$6million) to enable among others, an increase in elections expenditure, the approval of Oil Law, the approval of Mining Fiscal Regime and the approval of Oil Fiscal Regime, the last being the one that setup the boundaries for the Government to negotiate with the concessionaires of Rovuma Basin Area 1 (leaded by Anadarko) and Area 4 (leaded by ENI) conditions needed for the development of their LNG (Liquefied Natural Gas) projects. Apart from being able to establish the legal framework that enables the LNG exploration, the country needs to mobilize initial minimum investment amounts in excess of U$3billion, which represents one of the largest single investment projects in Africa, with an LNG market characterized by an increasing supply and limited demand, which might make difficult the signing-off of long-term off-take agreements needed for the investment to proceed. These developments increase the prospects of an acceleration of Mozambique s GDP strong growth rates, with political stability remaining a key component. 3

Dados referentes ao mês de Julho indicam um abrandamento da expansão anual da massa monetária (M3), em linha com as metas da política monetária, para 17.6% a/a, contra 3.4% a/a em igual período de 13 devido essencialmente à contracção dos depósitos em moeda externa de -1.4% a/a, com os depósitos em moeda nacional e as notas e moedas em circulação a manterem um crescimento robusto de 5% cada um. O crédito à economia também abrandou ao registar uma expansão de 4.7% a/a, contra 3.1% a/a em igual período de 13. A desaceleração do crédito deveu-se essencialmente a uma menor expansão do financiamento em moeda externa, de 5.1% a/a, com o crédito em moeda nacional a manter um forte crescimento de 3.7% a/a. O mercado monetário continua a apresentar um elevado rácio de transformação de depósitos em financiamento de 91.7% em moeda nacional, o que explica em parte a forte pressão sobre a liquidez e a manutenção das taxas de juro a níveis elevados. Private sector credit extension also grew at a slower pace of 4.7% y/y, from 3.1% y/y during the same period of 13. This deceleration was mainly due to lower growth in foreign currency lending of 5.1% y/y, with local currency lending maintaining the momentum with an expansion of 3.7%, y/y. The money market continued to show a high conversion ratio from deposits into lending of 91.7% in local currency, which partially explains the strong pressure on commercial banks liquidity and the maintenance of high interest rates. Actividade Económica O país caminha a passos largos para as eleições presidenciais e parlamentares agendadas para o dia 15 de Outubro, com o mês de Agosto, que antecede o início da campanha eleitoral, caracterizado por uma forte actividade legislativa, onde se destacam a aprovação pelo Parlamento da Lei da Amnistia para facilitar a reconciliação nacional e o fim do conflito armado, a revisão do Orçamento Geral do Estado (OGE), com aumento da despesa em 3.4% (cerca de U$6 milhões) para dentre outros, permitir o aumento dos gastos eleitorais, a Lei de Petróleos, a Lei do Regime Fiscal da Actividade Mineira, e a Lei do Regime Fiscal dos Petróleos, esta última para permitir ao Governo, negociar com os operadores da Area1 (representados pela Anadarko) e Area4 (representados pela ENI), as condições que marcarão o quadro regulamentar necessário para o desenvolvimento dos projectos de gás natural liquefeito (LNG) da bacia do Rovuma. Para além de um quadro regulamentar que seja favorável ao desenvolvimento desses projectos de LNG, o país deverá ser capaz de mobilizar recursos financeiros iniciais superiores a U$3biliões, representando um dos maiores projectos de investimento em África, num mercado mundial de LNG com uma oferta em forte expansão e uma procura limitada, o que poderá tornar difícil o estabelecimento de contratos de fornecimento de longo prazo que permitam a realização do investimento necessário. Economic Activity As we get closer to the start of the political campaign for presidential and parliamentary elections scheduled for the 15 th October, we have noticed in August an increased parliamentary activity, with the approval of the Amnesty Law to facilitate the end of the armed conflict, the approval of General Government Budget increase by 3.4% (nearly U$6million) to enable among others, an increase in elections expenditure, the approval of Oil Law, the approval of Mining Fiscal Regime and the approval of Oil Fiscal Regime, the last being the one that setup the boundaries for the Government to negotiate with the concessionaires of Rovuma Basin Area 1 (leaded by Anadarko) and Area 4 (leaded by ENI) conditions needed for the development of their LNG (Liquefied Natural Gas) projects. Apart from being able to establish the legal framework that enables the LNG exploration, the country needs to mobilize initial minimum investment amounts in excess of U$3billion, which represents one of the largest single investment projects in Africa, with an LNG market characterized by an increasing supply and limited demand, which might make difficult the signing-off of long-term off-take agreements needed for the investment to proceed. These developments increase the prospects of an acceleration of Mozambique s GDP strong growth rates, with political stability remaining a key component.
