3 Preface The following Professional Bull Riders, Inc. & American Bucking Bull, Inc. ( PBR/ABBI ) Rules are designed to enhance the orderly conduct of PBR/ABBI events and to reduce the risk to both contestants and spectators. All PBR & ABBI Members, by virtue of their membership and participation in PBR & or ABBI sanctioned, approved or affiliated bull riding or bull competition events, agree to comply with and abide by these Rules. PBR & ABBI are a stable and growing organization with solid membership, a growing fan base, a multiyear television contract and strong multi-year financial commitments from prominent sponsors. The PBR & ABBI were created to gain professionalism in and improve the sport of bull riding, and unlike all other rodeo organizations, the primary economic benefits of the business are channeled directly back to the Bull Riders & Bull Owners themselves, who risk their lives and or livelihoods to assure the popularity of the sport. 3

5 1. Definitions For purposes of these Rules, the following definitions shall apply: 1.1. BFTS Eligible Contestant: A PBR Member who is ranked in the top 40 of the most recent BFTS Rankings or who is otherwise eligible to compete in a BFTS Event as provided in these Rules. See Rules for an explanation of how the top 40 is determined BFTS Events: The bull riding events that are part of PBR's Built Ford Tough Series and a "BFTS Event" is any one of such events BFTS Points: The points earned at BFTS Events in accordance with BFTS Points section of the rules BFTS Rankings: The current rankings of PBR Members during a PBR Season Ground Money: Occurs when a paid position is not filled by a Member. For example, there are ten paid positions in a round or in the average and only eight (8) Members obtain a qualifying score. This leaves the ninth and tenth position not filled. The earnings for those two positions are split equally by the eight (8) Members who received a score in the round or average. If no Member earns a qualifying score in a round, then the prize money from that round is split equally between all Members placing in the average. If members fail to obtain a qualifying score in the entire event, the prize money will be split equally among the competing members of that event Ineligible List: Consists of those Members, stock contractors, and promoters who owe money to the PBR and are delinquent on making payment to the PBR Initial BFTS Rankings: Determined before the first BFTS Event of the PBR Season. The Initial BFTS Rankings section of the rulebook explains the procedure followed to determine which Members are included in the Initial BFTS Rankings.. 5

6 1.8. Money Won List: A list of Members in descending order of all PBR prize money won at PBR Events during the current PBR Season Open Entry: Someone who is not a PBR Member who is entered into a PBR Event to fill an open position. The individual must be at least 18 years of age and must pay insurance and entry fees. Money won by an Open Entry applies toward the $2,500 Card requirement but does not count toward World Finals qualification. Any Open rider who wins $320 dollars or more at the event will have the $320 (current PBR Member Dues) held out of his winnings. An application will be provided at the event. It can be sent to the office with the secretary s additional paperwork PBR Event: A sanctioned, approved or affiliated event for any PBR series PBR Finals Exemption: Allows a Card Holder to retain his Card status for the remainder of his career at the PBR, regardless of earning the required $2,500 each season PBR Member or Member: A bull rider who has joined (paid dues to) PBR for the current PBR Season and who has been accepted for membership by the PBR Board of Directors. A Member may be referred to as a permit or card holder. See the Card/Permit Holders section of the rules for the conditions to be met to obtain a permit or card PBR Season: The period that begins with the first PBR sanctioned, approved or affiliated bull riding event and ends at the conclusion of the PBR World Championship Finals. Each PBR Season shall be identified by reference to the calendar year during which the majority of BFTS Events for that PBR Season are held. PBR will establish the PBR Season cut-off date for purposes of World Championship Finals qualification PBR Touring Pro Division Events: The PBR approved or sanctioned bull riding event(s) that are part of the PBR Touring Pro Division, and a PBR Touring Pro Division Events is any one of such events PBR Touring Pro Division Standings: The ranking of all PBR Members in descending order according to total prize money won in PBR Events (excluding BFTS Events). 6

PBR: Professional Bull Riders, Inc. and its successors by merger or acquisition Periodic BFTS Rankings: The BFTS Rankings determined after the first five (5) BFTS Events and every fifth BFTS Event thereafter Revised BFTS Rankings: The BFTS Rankings determined at the conclusion of each BFTS event BFTS Exemption: A Member who has received a BFTS Injury Exemption, BFTS Excused Absence or a BFTS World Championship Exemption. Must be approved by PBR Management Special Injury Exemption: Used to enter PBR Touring Pro Division Events. See PBR Touring Pro Division and Excess Entry Qualification for details about this exemption. Must be approved by PBR Management Contestant: Any permit holder, card holder or Open Entry who is entered & or competing in a PBR sectioned event. 7

8 2. PBR Membership 2.1. Headquarters The headquarters of the PBR is located at 101 West Riverwalk, Pueblo, Colorado, ( Headquarters ) Card/Permit Holders Two (2) membership categories exist as outlined below: Card - Cost: $320 per season Must be at least eighteen (18) years of age at the time of competition Card Members must: Win $2,500 in PBR event prize money during the preceding PBR Season; Submit proof of Injury Exemption in writing to Headquarters with Membership application. See Injury Exemption and Excused Absences; Achieve PBR World Champion Provisional status; Achieve PBR World Championships Qualifier or NFR Qualifier exemption status; or Achieve top thirty (30) ranking in the Pro Rodeo Cowboys Association ( PRCA ) bull riding standings at the conclusion of the previous year s PRCA competition season; and Must not be on the ineligibility list Card Members not meeting these criteria will be dropped to permit status upon renewal Permit - Cost: $320 per season Must be at least eighteen (18) years of age at the time of competition Must not be on the ineligibility list Once completing $2,500 in PBR prize money earnings, a Permit holder gains Card Member status Permit holders must pay entry fees by cash or money order at each event entered, plus insurance charges set by the PBR Headquarters Cooperation with the PBR All Members shall become familiar with these Rules and shall comply with and be bound by the same. 8

9 All Members agree to cooperate with and assist any PBR official in the enforcement of the PBR Rules at any PBR Venue or in matters of official business Any Member who violates these Rules may be subject to reprimand, fine, ineligibility, suspension, suspension of PBR privileges, or expulsion as set forth in these Rules and/or as determined by the Board of Directors Consent to Use Name and Likeness Any Member and any Stock Contractor, contract personnel, official or staff of the Venue, or other person admitted to a PBR Event venue shall, as a condition of entry, employment, admission or other involvement, consent to PBR ownership of all rights in and to his or her appearance, including but not limited to rights of publicity The PBR has the right, and may permit others as PBR sees fit, to display, publish, perform, reproduce, copy, distribute, transmit, license, exploit and otherwise use any such person s name, voice, image, likeness, persona, biography, photograph and other publicity rights, in connection with PBR s advertising, marketing and promotion of PBR, PBR Events, PBR Event venues, and the sport of professional bull riding, but not in conjunction with any statement constituting an endorsement by such person of any product or service not directly related to PBR, PBR Events and/or venues, unless that person s consent thereto is first obtained A Member who participates in a PBR Event authorizes PBR to act in the Member s behalf, as well as in behalf of PBR in engaging in promotional activities relating to the conduct of the sport of bull riding Nothing herein shall require PBR to review, approve or police the advertisements, marketing or promotions of any third parties No Power of Endorsement No Member shall have any right, power or authority to grant an endorsement to any third party on behalf of the PBR. 9

10 2.6. Assumption of Risk and Release of Liability Any Member, contestant, stock contractor or other participant in a PBR Event must sign and agree to the following Contestant/Participant Waiver; provided, however, in the event that any Member, contestant, stock contractor or other participant fails to sign such Contestant/Participant Waiver, such individual acknowledges and agrees that, by his/her attendance at, and/or participation in, a PBR Event, he/she is thereby agreeing to the terms and provisions of the Contestant/Participant Waiver: I, (Contestant or Participant Name) acknowledge that bull riding is a dangerous activity, and that participation in and presence at a bull riding venue or event exposes me to serious and substantial hazards or property damage and physical injury or death. I realize that this risk is not restricted to only competing but also includes being in the arena, behind the chutes, in the livestock holding area, pens and any other area from which the general public is restricted. Being fully aware that participation in and attendance at bull riding events will result in my exposure to substantial and serious hazards and risks of property damage and physical injury or death and in consideration of being able to attend and/or participate in each such bull riding event, I agree to assume all such hazards and risks and do hereby unconditionally and forever discharge, waive, release, indemnify, save and hold harmless, and agree to defend Professional Bull Riders, Inc., its parents, subsidiaries, affiliates, officers, directors, shareholders, members, employees, representatives, escorts, contractors, volunteers and agents, and those in privity with them ( PBR ), together with the event and venue producers, the event and venue sponsors, the PBR sponsors, the event and venue production entities and their personnel, the bull fighters, the judges, the stock contractors, the PBR Members, and all other parties involved in the sanctioning, approval, production, promotion, organization, conduct, sponsoring and performance of the subject event(s) and venue(s) (and such persons or entities, affiliates and their respective officers, directors, employees and agents) from all claims, demands and liabilities for any and all property damage, personal injury and/or death or responsibility arising from my participation in or attendance at any such bull riding event and/or venue, including claims, demands, liabilities and other responsibilities that are known or unknown, seen or unforeseen, future or contingent, and whether or not such claims, demands, liabilities, and other responsibilities are occasioned by the negligence of the parties I hereby release, by the hazards and risks I hereby assume, or otherwise. I shall not now or at any time in the future, directly or indirectly, commence or prosecute any action, suit or other proceeding against the parties released arising out of, or related to, the claims, demands, liabilities and other responsibilities I am by this document discharging, waiving and releasing. The undertakings and covenants of the foregoing provisions shall be binding upon my spouse, heirs, legal representatives, successors and assigns Legal Age Requirement No person under the legal age of eighteen (18) years may compete in a PBR Event Membership Renewals Membership renewals in any membership category will not be processed if the applicant is on the Ineligible List Membership renewals must be received in PBR Headquarters not later than one business day prior to entry opening. 10

11 2.9. Participation in a PBR Event No Member or Open Entry may participate in a PBR Event if the individual s name is on the Ineligible List at the beginning of that event unless prior written approval is obtained from PBR management An individual will not be removed from the Ineligible List until all outstanding obligations to the PBR have been satisfied Any Member or Open Entry on the ineligibility list at the time of entry will be notified and drawn out at entry closing time if the fine is left unpaid or unexcused Late Application Membership applications received after October 1 will count toward the following PBR Season Membership Oath All Members must sign a membership oath acknowledging their understanding that PBR membership is by invitation only and may be withdrawn or denied at any time, with or without cause, in the sole discretion of the PBR Board of Directors. 11

12 3. ABBI Registration Rules and Guidelines The following is the list of requirements that will need to be met in order to register cattle with American Bucking Bull, Inc. (ABBI). Please pay close attention to each requirement, if one or more steps are omitted the registration process cannot continue and may be returned to the breeder for completion. No clones, nor their offspring, will be knowingly entered into the ABBI registry Breeders All breeders (including business entities) of livestock competing in ABBI events must be in good standing. Every breeder is issued a breeder card with an ID#. This number must be used in all official communication with ABBI. Renewals and new breeders applications can be processed online at or by calling the office at It is the responsibility of the breeders to be aware of and abide by all the rules and regulations set forth in this Handbook. Any person or entity in violation of ABBI rules may be subject to, but not limited to, fines, forfeitures, probation and/or disciplinary procedures Breeder s Accounts : Includes The American Bucking Bull Magazine, one (1) per address Youth breeder dues (9-18)...$30.00 Standard breeder dues...$ Premium breeder dues...$ Lifetime Breeder...$ Breeder s Accounts benefits including the American Bucking Bull Magazine commence when the application is processed. Accounts are retroactive. The American Bucking Bull Magazine is sent out bi-monthly. The first issue of the American Bucking Bull Magazine will be received in 4-6 weeks after the membership is received by ABBI Definitions of Breeder Categories: Junior Breeder any person between the ages of 9 to 18 years and has access to personal inventory Standard Breeder - has online access to personal inventory Premium Breeder- has online access to the entire ABBI Inventory Lifetime Breeder- has online access to the entire ABBI Inventory and does not have to pay yearly dues New Breeder- is defined as a person that has not applied for an ABBI breeder s account nor has had a breeder s account with ABBI. Anyone identified as abusing this account may be assessed a fine and reprimanded A Breeder Application can be obtained at or by calling the office at

These forms are available at or by calling the office at Paperwork that is submitted on any previous years forms may be returned. Any information or instructions submitted on documents other than official office forms will not be considered official requests. American Bucking Bull, Inc. assumes no responsibility or obligation to any instructions or information on any non official forms or documents. Furthermore, by submitting an official form, the member or prospective member agrees not to hold American Bucking Bull, Inc. liable for any clerical mistakes or oversights that may occur during the registration process Registration Registration Categories: (Fees are online at or call ) Birth year registration before December 31 st Birth year registration online before December 31 st Yearling age cattle and older registration & older cattle. New Breeder Discount (includes DNA testing): A new breeder can register any amount of cattle of any age for a one time set fee during his / her first 12 months of their ABBI Breeder s account. Registration Requirements All paper work, application for Registering, Work Order, DNA Cards, and Applicable Fees, must be received in the office by December 31st of current year. 1 Important Note Regarding the use of Semen for DNA Testing: In order to submit a straw of semen for DNA testing, an affidavit must accompany the straw, stating that you are the owner of the bull or you must have an affidavit from the owner of the bull allowing you to register the animal. 13

14 Application for Registration The following information must be filled in to the appropriate sections of the registration application in order to process registration: Breeder Information Name, ABBI Number, Address, Phone Number DOB Date of Birth Sire Information Sire Name and ABBI Registration Number Dam Information Dam Name and ABBI Registration Number Animal (calf) Information 2 Animal Name, Herd ID Number, Color, Horn Type (P Polled, H- Horned and D Dehorned), Sex (B Bull, C- Cow) and how the animal was conceived (N Natural, AI Artificial Insemination and ET Embryo Transfer) Original Breeder ABBI Number Work Order outlines the fees associated with each service and product DNA Cards DNA Kits (includes blood card 4, needle and instructions) can be ordered by calling the office or mailing an ABBI work order in with payment or ordering online DNA Cards should be labeled with the following: Breeder s Name, Animal ID #, Sex, Date of Birth Applicable fees refer to work order for current prices 2 Beginning in 2010: The Dam must be in your inventory to register an offspring or you will need to present a signed Authorization to Register Offspring form, with the registration application, from whomever has the Dam listed in their inventory, for the Dam to be listed on the offspring s pedigree. 3 Important Note Regarding the use of Semen for DNA Testing: In order to submit a straw of semen for DNA testing, an affidavit must accompany the straw, stating that you are the owner of the bull or you must have an affidavit from the owner of the bull allowing you to register the animal. 4 Important information regarding blood cards. When collecting blood from ear or under tail only a quarter size of blood is necessary. Let air dry and do not store in plastic bags or plastic containers. Online Registration 5 available at Application for Registration Form has all the information required to complete online registration A credit card is required to pay for the online registrations. Once the online registrations are paid for the following needs to be submitted to the office within the two (2) weeks of the online submittal date: Blood Cards- see DNA Kits for proper labeling instructions Registration Receipt Provided when a credit card is used to pay for registrations Cataloging (does not include DNA testing) Cataloging will be defined as submitting animals, before December 31st of their birth year, for future registration. A Catalog fee reserves a position for active registration providing breeders an alternative to registering young calves. This Catalog position guarantees a total of two (2) years (Birth year, 1st year, 2 years of age) to identify the performance and/or breeding potential at a reduced rate. All submissions must be received in the office by December 31st of the birth year accompanied by and including a DNA card, ABBI Work Order, and Application for Cataloging with applicable fees. This applies to bulls and heifers. This information will be cataloged and filed with the member / breeders file Example of Cataloging Fees : Birth year animals Cataloged before Dec 31 st : $25.00 Registering Birth year Cataloge Animal in current year (additional) $ Example of Registration Fees for Cataloged Animals: Registering 2011 Cataloged Animals in 2012(additional) $ Duplicating DNA: Effective January 1st, 2007 any duplication of existing DNA will result in a $500 fine. The duplication fine is defined as but not limited to, knowingly re-bleeding and submitting an animal that is already registered. Please contact the office if you are unsure if an animal you are about to submit for registration has already been registered. 5 Important Note regarding Online Registration: Failure to submit ALL INFORMATION to complete registration within two (2) weeks may result in the online registration becoming NULL and VOID. Re-submittal will be required to register any animals in question. ABBI reserves the right to review any registration application 15

17 4. PBR Competitions 4.1. Built Ford Tough Series (BFTS) Members eligible to participate in BFTS Events shall be determined in accordance with the following Rules: INITIAL BFTS RANKINGS. Members included in the Initial BFTS Rankings will compete in the first five (5) BFTS Events of the current PBR Season. Before the first BFTS Event of each PBR Season, all PBR Members will be ranked according to the following criteria: First, the thirty five (35) PBR Members that qualified for the World Finals of the most recently ended PBR Season are guaranteed the first five (5) BFTS Events Second, all Members with approved Injury Exemptions that were obtained during or immediately after the most recently concluded PBR Season Third, the Event winners at the TPD events (The TPD events held on Friday, Saturday or Sunday $10,000 minimum added) the previous weekend before the current BFTS event, riders will be taken in order of total money won for the weekend Last, and if necessary, all PBR Members not ranked pursuant to (a) or (b) above, in order of the previous season s PBR Touring Pro Division Standings plus current season s PBR Touring Pro Division Standings, for the first five (5) events only. After the first five (5) events, riders will be taken in order of current PBR Touring Pro Division Standings BFTS Injury Exemptions and Excused Absences Injury Exemptions must be obtained by submitting proof of injury, illness, or inability to compete from a physician to the PBR Headquarters An excused absence must be obtained by notifying PBR administration of the reason for the absence before the start of the BFTS Event that is missed. An excused absence will be considered for one of the following: Death in the family, Other family emergency, or Other legitimate excuse. Except with the PBR Rules and Regulations Committee s approval, no exemption under either (a) or (b) above will last for greater than one (1) year. If an exemption under (a) or (b) in excess of one (1) year is desired, the PBR Member must, by letter to the PBR Rules and Regulations Committee, request such additional exemption and provide appropriate documentation in support of such request (i.e. letter from physician explaining the need for the extension). The decision to permit an 17

18 extension to the exemption in excess of one (1) year shall be made by the Committee, in its sole discretion REVISION OF BFTS RANKINGS. The BFTS Rankings shall be revised after each BFTS Event, and the revised rankings shall be determined as follows: Members shall be ranked in order according to the BFTS Points earned in BFTS Events during the current PBR Season in descending order beginning with the PBR Member who has the most BFTS Points The BFTS Rankings after the initial five (5) BFTS Events of each PBR Season and thereafter every five (5) BFTS Events, as determined in accordance with this rule, shall be referred to as the Periodic BFTS Rankings ELIGIBILITY FOR BFTS EVENTS (Not including the first five (5) events of the current season). Thirty five (35) PBR Members (including any World Champion Exemptions) will compete in each BFTS Event. The thirty five (35) Members to compete will be determined as follows: First, the twenty five (25) highest ranked Members according to the most recent Periodic BFTS Rankings Second, the five (5) highest ranked Members in the PBR Touring Pro Division Standings who are not included in (a) above. If one or more of the five (5) highest ranked Members in the PBR Touring Pro Division Standings are selected under (a) above, they will be replaced with those next in the standings until five (5) Members in the PBR Touring Pro Division Standings have been included Third, those with approved BFTS Injury Exemptions, World Champion Exemptions or excused absences Fourth, the Event winners at the TPD events (The TPD events held on Friday, Saturday or Sunday $10,000 minimum added) the previous weekend before the current BFTS event, riders will be taken in order of total money won for the weekend Last, alternates from the PBR Touring Pro Division Standing ALTERNATE ENTRY PROCEDURE. Alternates will compete in BFTS Events when forty Members are not selected through the procedures in Eligibility for BFTS Events (a) through (c) above. Alternates will be picked as follows: the highest ranked Member on the PBR Touring Pro Division Standings not already selected in Eligibility for BFTS Events (a) through (d) above and then the next highest until the forty Members have been selected A Member will remain on the PBR Touring Pro Division Standings if he declines to participate in a PBR Event as an alternate and will be eligible to be selected as an alternate at the next scheduled PBR Event. 18

19 RETURN OF INJURED OR EXCUSED PBR MEMBERS. Each BFTS Eligible Member (as determined under Eligibility for BFTS Events) or Member on the Initial BFTS Rankings who has missed one or more BFTS Events during the current PBR Season because of an Injury Exemption or excused absence pursuant to Injury Exemptions and Excused Absences and/or Doctor s Intervention Authority will have the right to enter and compete as many BFTS Events (not including the PBR World Finals) that the member missed (with the maximum of five (5)events) at any time during the current PBR Season. The returning member will replace the last member(s) otherwise selected under Eligibility for BFTS Events, except that the member(s) replaced cannot be another returning member or a Member selected to compete under Eligibility for BFTS events Members returning with injury exemption or excused absence events who attain top twenty five (25)highest ranked Members status within the maximum of their five (5) Injury Exemption and Excused Absence events will be eligible for the next five BFTS events Qualification through PBR Touring Pro Division Standings. PBR Members may qualify to compete in BFTS Events by competing in non-bfts PBR Events. Eligibility for BFTS Events (b) establishes the procedure for qualifying Members for BFTS Events. If an eligible Member under Eligibility for BFTS Events (b) declines his position to be seeded in the next five (5) BFTS events he will remain an alternate for the rest of the season BFTS Points. The BFTS Points of each PBR Member shall be determined by adding together: All points earned by the PBR Member on bull rides in BFTS Events for which he was awarded a score All points awarded for placing in go rounds at BFTS Events All points awarded for the PBR Member s average placing at BFTS Events in accordance with the following point schedule: 19

For example, if a PBR Member scores 83 points and wins 2nd place in the first go round, scores 74 points and wins 8th place in the second go round, scores 85 points and wins third place in the short go-round, and wins 3rd place in the average, his score for that BFTS Event will be 83 (first ride) + 74 (second ride) + 85 (third ride) + 90 (second place in first go-round) + 30 (eighth place in second go-round) + 80 (third place in short go-round) (third place in average) = 682. No ground points will be awarded to PBR Members OBLIGATION TO PARTICIPATE; EXEMPTIONS; SUSPENSION. Every PBR Member must compete in and complete each BFTS Event in which he is eligible to compete. A Member will be excused from competing only if: He has obtained an Injury Exemption under Injury Exemptions and Excused Absences or in the case of injury during a BFTS Event, the onsite medical personnel recommend that he not compete further during that BFTS Event; or He has received an excused absence under Injury Exemptions and Excused Absences; or He has World Champion Provisional Status, as set forth in Miscellaneous Administrative Rules below. If an eligible Member does not compete in a BFTS Event and is not excused as provided above, he shall be automatically suspended from the BFTS events for one (1) full calendar year from the day after completion of the BFTS Event that was missed and resulted in his suspension. A suspended PBR Member shall not be allowed to compete in any BFTS Events, including the PBR World Championship Finals, during his suspension. However, a PBR Member will be allowed to compete at any non BFTS events sanctioned by the PBR, unless such Member receives notification from PBR, that said Member will NOT be so allowed to compete at non BFTS events. 20
