URBEL Intervention Areas *1 ZEIS-1: regions disorderly occupied by low income population, where there is public interest in promoting housing programs involving upgrading and land, urbanistic and legal regularization, aiming at the improvement of life quality of the inhabitants and their integration to the urban tissue. *2 Comprises: -Areas previously approved as SE-4 (vilas and favelas) not adopted as ZEIS-1 by the LPOUS. -Vilas and existing housing states, not previously recognized as SE-4, or as ZEIS by the present legislation. - Areas defined by the 91/96 IBGECensus as vilas and favelas. *3 ZEIS-3: regions where social interest housing estates were builtbefore 1993 by the municipal government, and URBEL is responsible for them. *4 Housing estates built after 1993, in construction or planned to be built.
