49 Esperar a superação das desigualdades é excessivamente otimista, mas é plausível esperar que políticas públicas adequadas conduzam ao aumento da diversidade socioespacial, das condições de circulação intrametropolitana e intrarurbana, a ampliação do acesso às oportunidades de trabalho e consumo e ao controle efetivo da deterioração do patrimônio histórico e ambiental. Estas condições que podem significar uma melhor qualidade de vida para a população de Salvador poderiam reposicionar a metrópole no contexto regional e nacional e tornar o Núcleo Metropolitano num pólo que volte a atrair serviços e atividades intensivas em conhecimento, tendo como suporte a qualificação dos bairros populares, da Baia de Todos os Santos, do patrimônio arquitetônico histórico e com crescimento ancorado em cultura, turismo, serviços e logística.!
