Qualitative analytical methods Process tracing (Beach and Pederson, 2013) Within-case inferences on the presence or absence of causal mechanisms Theory-testing: Identify if the theorized causal mechanisms are present and if they function as anticipated Theory-building: Investigate the empirical material to identify causal mechanisms between defined explanatory and outcome variables Resource flow map A component of PETSs (Reinikka and Svensson 2006, Koziol and Tolmie 2010), which seek to identify public expenditure inefficiencies. We will not conduct a full PETS in this study, but will develop a RFM to track budgeting and spending processes Identification of emerging themes Apply the Grounded Theory method (Glaser and Strauss, 2012) to analyse data across sites within Mozambique, and identify themes that further develop theoretical framework

Resultados Preliminares: processo de orçamentação Não há no orçamento uma rúbrica destinada à nutrição. Por isso, as alocações orçamentais para a nutrição são feitas dentro dos sectores; Somente no Ministério da Saúde existe um Departamento totalmente focado na implementação de projectos de Nutrição (contudo, outros ministérios tem Departamentos com alguma relevância para a nutrição); As prioridades dos Doadores exercem um grande impacto nas dotações orçamentais (em parte, através da sua comparticipação no total de investimentos para a nutrição); As linhas orçamentárias dos Doadores incluem : Canalização de Fundos através do Governo geralmente dentro de um único sector; Canalização de Fundos através de NGO s devido a facilidade na implementação abordagem multissectorial
Resultados Preliminares: Características dos Investimentos Projectos com alta visibilidade ajudam a atrair Fundos: Exemplo, visibilidade das crianças gravemente desnutridas versus micronutrientes para crianças desnutridas; Projectos que precisam de pouco tempo de investimento para atingirem resultados satisfátórios atraem investimentos. Exemplo, resultados rápidos obtidos na suplementação de vitamina A durante a semana Nacional de Saúde, versus educação das mães de modo a mudarem de comportamento em relação a hábitos alimentares
Resultados Preliminares: Actores e seus incentivos Os actores (exemplo, Ministros) são fortemente impulsionados pelas (a) suas actividades obrigatórias, (b) pelos resultados (intermediários e finais) fortemente associados aos seus sectores; Pelas tentativas de cobertura geográfica no processo de alocação de Fundos. Isto é justificado no seio dos doadores pela existência de um organismo de coordenação forte no sector de nutrição Pela existência de lacunas na coordeação inter-agencias: os diferentes stakeholders apontam para a falta de conhecimento; e de coordenação (i) entre os programas governamentais e iniciativas das ONG s; e (ii) entre as diferentes ONG s
