2 Prlgue The MDG Achievement Fund was established in 2007 thrugh a landmark agreement signed between the Gvernment f Spain and the UN system. With a ttal cntributin f apprximately USD 900 millin, the MDG-Fund has financed 130 jint prgrammes in eight Thematic Windws, in 50 cuntries arund the wrld. The jint prgramme final narrative reprt is prepared by the jint prgramme team. It reflects the final prgramme review cnducted by the Prgramme Management Cmmittee and Natinal Steering Cmmittee t assess results against expected utcmes and utputs. The reprt is divided int five (5) sectins. Sectin I prvides a brief intrductin n the sci ecnmic cntext and the develpment prblems addressed by the jint prgramme, and lists the jint prgramme utcmes and assciated utputs. Sectin II is an assessment f the jint prgramme results. Sectin III cllects gd practices and lessns learned. Sectin IV cvers the financial status f the jint prgramme; and Sectin V is fr ther cmments and/r additinal infrmatin. 5 I. PURPOSE a. Prvide a brief intrductin n the sci ecnmical cntext and the develpment prblems addressed by the prgramme. Over the last decade, Brazil has emerged as ne f the majr ecnmic players in the wrld. It is the fastest grwing ecnmy in Suth America basting a GDP grwth f 7.5% in Hwever, despite the strength f the ecnmy, Brazil ranks a disprprtinately lw 84 th ut f 187 cuntries n the UN s Human Develpment Index (HDI) with apprximately 16.2 millin peple living in extreme pverty (earning less than R$70 (35 USD) per mnth). The mst recent census (2010) revealed that the richest 10% f Brazilians earn thirty-nine times mre than the prest 10%. Rapid ecnmic grwth has undubtedly been advantageus t many Brazilians and increased access t credit has stimulated the grwth f the middle class. Furthermre, Brazil s inequality rate has drpped t the lwest pint since PNAD (Brazil s Natinal Husehld Survey) recrds began in Nnetheless, with lw scial mbility and high scial inequality, millins remain significantly disadvantaged. The 2010 census revealed that, per mnth, a quarter f the ppulatin were living n an average incme f R$188 (89 USD) and half the ppulatin earned under R$375 (178 USD), cnstituting 37% and 74% f the minimum wage f R$678 (323 USD) respectively. Pverty in Brazil is as diverse as the cuntry s cultural and demgraphic landscape. A fundamental distinctin exists between rural and urban pverty. Rural pverty has been characterized by the features f s-called ld pverty hunger and lack f access t drinkable water, sanitatin and basic healthcare. The majrity f peple living in urban pverty, by cntrast, may have access t these basic necessities but are subject t cmplex scial, legal, ecnmic and envirnmental challenges. Hwever, urban pverty cannt be defined simply as a cmbinatin f these characteristics. It is better understd as a dynamic cnditin f vulnerability and expsure t scial, ecnmic, institutinal and persnal exclusin, hazard and risk. Brazil s natinal pverty reductin strategy has had cnsiderable success. Its Fme Zer prgramme has helped t reduce hunger in the cuntry by mre than a third. The mre recent Blsa Familia, nw being extended t the Brasil Sem Miseria prgramme, is a scial assistance prgramme which prvides payment t families n the cnditin that their children attend schl and medical check-ups regularly and receive vaccinatins. The welfare scheme has benefited 12.4 millin husehlds and becme adpted as a develpment mdel in ther cuntries. Whilst state-led prgrammes have accmplished a great deal, the Gvernment is by n means the nly stakehlder engaged in tackling exclusin and inequality. Vluntary

6 rganizatins, fundatins and enterprises play a fundamental rle in the scial ecnmy addressing these issues thrugh the effective generatin f scial capital aspects f scial rganizatin which prmte mutual benefit, scial inclusin and equality f pprtunity. One arena where this cntributin is critical is yuth unemplyment. Ge-referenced reprts shw that vilence in Brazilian cities is cncentrated in specific areas, traditinally inhabited by a pr ppulatin with precarius urban develpment, with high schl drp-ut rates. These areas are precisely the same as thse used as established pints fr retail drug dealing, which, mrever, reflect the alarming presence f firearms amng the cmmunity and the lack f will t cmply with scial rules and accept cultural agreements f peaceful cexistence. UNESCO research has shwn that in Brazil, 35.1% f yuth mrtality is due t hmicide and ther types f vilence. In majr capital cities, this prprtin is as high as 41.8% and, in metrplitan regins, 47.7%. In additin, the research shws that the great majrity f these vilent deaths take place n weekends, due t the lack f sprts and leisure activities and t scial exclusin amng yuths. This generates learning difficulties which in turn leads these yuths t drp ut f schl and makes teachers uninterested. Acts f indiscipline and aggressin between students and teachers, lack f human resurces and material and n dialgue lead t inadequate interactin between family, cmmunity and schl members. The Map f Vilence IV (Waiselfisz, 2004) reveals clear evidence that mrtality rates amng yuths are alarming and indicates that at natinal level "if the hmicide rate amng yuths in 1993 (34.5 in 100,000 inhabitants) was already much higher than that f the ttal ppulatin (20.3 in 100,000 inhabitants), ten years later the differences are even higher. As the general ppulatin rate increased t 39.4% in the decade, the rate amng yuths increased even mre: t 58.2%. Therefre, amng yuths, in 2002, the rate increased t 54.7 hmicides in 100,000 inhabitants. Accrding t UNICEF, hmicide rates in which victims were afr-descendant adlescents (15-19) are twice as high as hmicides with white adlescent victims. It is als imperative t cnsider the alarming data related t vilence against wmen. The Perseu Abram Fundatin 2001 research n the situatin revealed that: 43% f respndents admitted t having suffered sme type f vilence inflicted by men, while ne third stated that they had been physically abused; 27% admitted t having been psychlgically abused and 11% t having been sexually harassed. The data revealed that, in Brazil, a wman is beaten every 15 secnds. Mrever, hmicide rates registered in sme regins f Brazil are cmparable r even higher than thse registered in cuntries facing war r in pst-cnflict situatins. Fr example, in Recife, the average hmicide rate f yuths is per 100,000

7 inhabitants; in Vitria, and in Ri de Janeir, This situatin is a serius threat t the cuntry s develpment, as the increasing crime rates can hinder the achievement f human develpment gals and even revert sme f the targets already achieved. Based n the analysis f the dynamics f crime rates in the cuntry, children, adlescents and yuths - yung men and wmen aged were selected as the main beneficiaries f this Jint Prgramme. This is due t the increasing vulnerability f male yuths (14-24) t hmicide and crime and, as it is a lng term prcess, it is als imprtant t invlve the children in the age grup immediately yunger (10-14) t increase the effectiveness f this prtectin strategy (children in this age grup already have an increasing ptential f being drafted int rganized crime netwrks). The Jint Prgramme will fcus its interventins n vulnerable children, adlescents and yuths, i.e, thse wh are ut f schl, wh use arms, wh cnsume alchl and drugs, r wh are r have been victims r agents f different types f manifestatins f vilence (e.g. dmestic vilence). b. The prgramme wrked mainly with fur strategic areas: (i) capacity building; (ii) institutinal strengthening; (iii) knwledge and evidence generatin; and (iv) advcacy and scial mbilizatin. The cverage f the prgram is natinal, but mst activities are carried ut within the three municipalities: Cntagem/MG, Vitória/ES and Laur de Freitas/BA. The main direct beneficiaries f the Prgramme are the three gvernmental cunterparts in lcal administratins, as well as public servants, plice departments and members f the three municipalities cmmunities.

Describe and assess hw the prgramme develpment partners have jintly cntributed t achieve develpment results The creatin f the Lcal Cmmittees within the cmmunities and the Prgramme Management were crucial prcedures t chse relevant actins t be implemented in the municipalities, as well as an imprtant tl t help mnitring the activities perfrmed. The UN agencies invlved clearly understd the Prgramme as an imprtant inter-agency space what is evidenced by their cmmitment t the meetings and in the develping f jint activities. Unfrtunately, the Federal Gvernment represented by the Ministry f Justice, did nt participate with the same interest and mtivatin as the State Gvernments did. Nevertheless, the Ministry f Justice has ften emphasized the imprtance f the Jint Prgramme. Municipal gvernments were key partners f the six UN entities invlved in implementatin f the Jint Prgramme. All cperatin requests frm UN entities were prmptly attended, especially the nes cncerned with training sessins invlving scial capacity building. Selected Municipalities tgether with the UN agencies managed t grup tgether and mbilize public managers, plice frces, cmmunity members and the civil sciety in all meeting and training sessins. II. ASSESSMENT OF JOINT PROGRAMME RESULTS a. Reprt n the key utcmes achieved and explain any variance in achieved versus planned results. The narrative shuld be results riented t present results and illustrate impacts f the pilt at plicy level) The Jint Prgramme fcused its actins and initiatives n the fllwing six thematic cmpnents belw that are a part f the Mnitring, Assessment and Results Matrix f the Prgramme: 1. Lcal capacity t prevent and reduce vilence and prmte civic culture and cexistence strengthened, with a fcus n children, adlescents and yuths in vulnerable cnditins The first utcme emphasized the strengthening f the lcal capacities t prmte citizen security by guiding its management and articulating all the actrs invlved twards the achievement f sustainable results. This utput included carrying ut f a sund situatinal lcal and institutinal diagnsis that identified the main prblems f the city r its selected territry in terms f vilence and citizen perceptin. Lcal plans was frmulated and validated by authrities and civil sciety; and a selected

12 Prject frm the Plan implemented, mnitred and evaluated in rder t respnd t these prblems. 2. Sustainable behaviural changes, increased cmpliance with rules and citizenship building achieved Fllwing the general strategy f prmting sustainable behaviural changes and increased cmpliance with rules, self-awareness and self-regulatin, the Prgram made use f sprts, culture and arts within the cmmunities. 3. Urban spaces generated and prmted The Prgram adapted t the lcal cnditins f the selected territries the successful experiences develped in Latin American cities and cmmunities cnfirming the relatinship between urban spaces and the security situatin, as well as the perceptin f citizen security amng beneficiaries f the Prgram. It prmted safe urban spaces and develped situatinal crime preventin strategies and renewal initiatives in the selected cmmunities. Given the schl-centered apprach imprvement f spaces like schls r their related urban equipment was cnsidered a pririty. 4. Peaceful cnflict reslutin practices disseminated and implemented in cmmunities Mst f the cnflicts d nt require the participatin f frmal justice and, furthermre, they can be prevented in cmmunities. The Prgram implemented cnflict reslutin practices at schls and cmmunities and persnal empwerment t prevent dmestic and scial vilence amng yung wmen, adlescents and girls, and a peer-based methdlgy t reduce cnflicts between adlescents. The Ppular Wmen Prsecutrs Prgram in cmmunities t reduce vilence against yung wmen was implemented in selected cmmunities. 5. Factrs causing vulnerability t vilence amng yuths, children and adlescents reduced The Prgram fstered capacities f yuths in vulnerable situatins t develp a life prject, and the skills and abilities fr scial inclusin. It develped strategies and advcacy t prevent child labur. Finally, as a very relevant utput, it applied the methdlgy f resilience t reduce vulnerabilities and imprve an enabling envirnment jintly with the yuths and their families, as internatinally knwn as Internatinal Award Prgram r Mérit Juvenil. 6. Efficient and effective prgram management achieved As an internal utcme and given the challenge f six UN agencies wrking tgether and articulating actins with gvernmental and nn-gvernmental institutins, the Prgram als prmted efficient and effective prgram management initiatives. In rder t ensure this utcme, agencies established a knwledge management and experimental crdinatin methdlgy including mnitring exercises, dcumentatin f lessns learned, and dcumentatin and systematizatin f methdlgies int knwledge tls. In its first stage f implementatin, the Prgramme faced a number f difficulties cncerning the selectin f three natinal territries, the selectin f the first natinal crdinatr, the selectin f lcal cnsultants wh wuld wrk in the selected cunties and cnsulting NGOs which wuld prvide supprt t lcal initiative

13 executing agencies. During this first stage, Lcal Cmmittees were cnstituted and started t perate in the three selected cmmunities, initially with little supprt frm mbilizatin and cmmunicatin prcesses. b. In what way d yu feel that the capacities develped during the implementatin f the jint prgramme have cntributed t the achievement f the utcmes? Capacity develpment activities were the main pillar f the Jint Prgramme. During the capacity building activities all segments f the invlved participants were present: cmmunity members, plice frces, gvernment representatives and UN-agencies representatives. As a result every participant had the pprtunity t listen t each ther s pinins and cncerns. This methdlgy made it pssible t understand the participants pints f view and therefre fstered participatin and cmmitment in the develpment f the activities, fr instance: wrkshp Palavra the Plícia prmted by ILO, wrkshp Urban Safe Spaces prmted by UN-Habitat and UNESCO, Seminar n best practices perfrmed by UNDP with the supprt f the gvernment f Laur de Freitas, the implantatin f Merit Juvenil Prgramme perfrmed and the wrkshp n alchl and ther drugs by UNODC within the three municipalities, the OASIS prject frm UNESCO which tk place in the three municipalities, the implementatin f the Pap Ret prject implemented in Vitória with the supprt f UNDP and the gvernment f Vitória and the Civil Plice frm Ri de Janeir. c. Reprt n hw utputs have cntributed t the achievement f the utcmes based n perfrmance indicatrs and explain any variance in actual versus planned cntributins f these utputs. Highlight any institutinal and/ r behaviural changes, including capacity develpment, amngst beneficiaries/right hlders. The mid-term evaluatin was an imprtant input which made pssible t achieve almst all planed utputs. The develpment f the activities in all the three municipalities, especially cncerning capacity building, have cntributed t reach planed utputs. The prducts annexed t this dcument can illustrate the cntributins the utcmes had in the final prducts. Anther example f the cntributin the utcmes had can als be perceived in the lcal cmmittees demands t the lcal gvernment in terms f sustainability f the prgramme. The lcal cmmittees f the three municipalities have demanded frm the lcal gvernment a cmmitment that all planned activities agreed n the State plan wuld be implemented. Capacities were develped in terms f M&E system fr natinal plans, and institutinal changes are als ptential achieved results.

14 d. Wh are and hw have the primary beneficiaries/right hlders been engaged in the jint prgramme implementatin? Please disaggregate by relevant categry as apprpriate fr yur specific jint prgramme (e.g. gender, age, etc) The beneficiaries f the prgramme are in general cmmunity members, lcal civil servants, plice frce members, residents, schl teachers, and civil sciety members. During the implementatin f the actins, thse beneficiaries participated f all capacity building activities develped in the cmmunities within the three municipalities: Laur de Freitas, Cntagem and Vitória. The training sessins tk place in the cmmunities public spaces and were pen t everyne wh wanted t participate. All curses were certified, either by the agencies either by the third party cntracted. All activities perfrmed by the JP were directed t apprximate grups f citizens wh did nt use t be invited t any decisin-making prcess, even if these prcesses had t d with their wn life. The capacity building training sessins all cunted with the participatin f grups wh used t be excluded and nw are permanent part f the prcess. After the 2011 changes in Gvernment, the PMC had a special meeting enabling natinal cunterparts t present their new strategic plans. Mst f the activities were develped accrding t the cunterparts needs. The Prgramme was furthermre aligned with UNDAF and the strategic planning f participating UN agencies, funds and prgrammes. Innvative elements in mutual accuntability (justify why these elements are innvative) The term innvative might be a bit ambitius, but the participatin f natinal cunterparts in the PMC was certainly substantive fr the achievement f develpmental results. This participatin has becme an effective channel f cmmunicatins with the United Natins since it was mre effective t establish prgrammatic discussins with several UN agencies at nce instead f having parallel discussins with each ne f the agencies invlved in the Jint Prgramme. b. Delivering as One Rle f Resident Crdinatr Office and synergies with ther MDG-F jint prgrammes The supprt f the RCO was crucial fr the develpment and implementatin f the Jint Prgramme. The RCO was always present n the PMC meetings, mst times the Resident Crdinatr himself participating in the meetings and always prvided guidance and advice n specific strategic decisins. The RCO als made several cntributins t the prgramme during the meetings with the crdinatr. During

17 the negtiatins with the Fund, cncerning the reductin f 2/3 f the final installment, the RC gave all supprt t the agencies and cmmitted best effrts t avid the cut established by the Fund. Imprvement in transparency and mutual accuntability All the three municipalities participating in the prgramme were cnstantly infrmed f the activities the JP was planning in their territries. They were always invited t the prjects as participating members. This was a necessary measure especially after the new lcal gvernment managers were elected. c. O mutirã cmunitári em Cntagem crreu na cmunidade Saplândia ns dias 3 e 4 de dezembr de 2011 cm a participaçã de mais de 150 mradres, que clcaram a mã na massa e realizaram snhs junts. As transfrmações fram muitas! A antiga área abandnada cm lix trnu-se um jardim cm mural; A cnstruçã de uma praça cm 2 gangrras, 1 balanç, 1 circuit e 1 trepatrepa e jardim; Mbiliáris cm reutilizaçã de materiais: 3 pltrnas, 4 bancs para parquinh, 5 lixeiras, 4 mesas e 12 bancs; e Iniciu-se a arquibancada para camp. 27 Annex I - Dcument/studies prduced by the jint prgramme PRVL - Prgrama de Reduçã da Vilência Letal Sumari Executiv Clabrar para Reduzir a vilência lethal de adlescentes e jvens nas grandes cidades brasileiras é principal bjetiv da Cperaçã Técnica Prgrama de Reduçã da Vilência Letal - PRVL firmada desde 2007 entre UNICEF, Observatóri de Favelas a Secretaria de Direits Humans e Labratóri de Analises da Vilência LAV. De 2007 a 2010, a cperaçã técnica PRVL atuu na sensibilizaçã, mbilizaçã e articulaçã da sciedade e gvern em trn ds hmicídis de adlescentes e jvens; prduziu anualmente indicadres que permitiram mnitrar de maneira sistemática a incidência de hmicídi entre adlescentes e que serviram de base para uma avaliaçã mais aprfundada ds impacts das plíticas de prevençã da vilência letal nesses grups. Além diss, PRVL identificu, analisu e difundiu metdlgias municipais e estaduais que vem cntribuind para a reduçã da letalidade de adlescentes e jvens n Brasil. Dentre s seus principais resultads, PRVL alcançu a agenda da plítica gvernamental nacinal de prevençã as hmicídis. Em 2012, Gvern Brasileir lança seu Plan Nacinal JUVENTUDE VIVA tend cm principal prpsit a reduçã da expsiçã e vulnerabilidade ds adlescentes e jvens as situações de vilência física e simbólica ns espaçs urbans. O Plan fi resultad de um lng prcess de cnsulta pública e articulaçã interministerial, liderad diretamente pela Secretaria-Geral da Presidência da República, pr mei da Secretaria Nacinal de Juventude, e da Secretaria de Plíticas de Prmçã da Igualdade Racial. Em razã da incidência plítica nas pliticas públicas de enfrentament as hmicídis, as metdlgias e s prduts gerads pel PRVL que cnsistem n Guia Municipal de Reduçã da vilência letal cntra adlescentes, s Relatóris Anuais d IHA e as análises das experiências lcais de prevençã a vilência - passarã a ser incrprads a Plan Nacinal Juventude Viva cm metdlgias de abrdagem e de insums à cnstruçã da Metas e Resultads d Plan Nacinal. O Plan deverá incidir em 132 municípis brasileirs, que até an de 2010 cncentravam 70% ds hmicídis cntra adlescentes e jvens negrs. As 3 Estratégias de implementaçã d Prgrama de Reduçã da Vilência Letal ( ) Desde 2007, a atuaçã d PRVL já alcançu 16 regiões metrplitanas. A saber : Ri de Janeir, Sã Paul, Bel Hriznte, Vitória, Recife, Salvadr, Maceió, Belém, RIDE-DF, Curitiba e Prt Alegre, Frtaleza, Jã Pessa, Natal, Manaus e Ri Branc. Em cada regiã dessa, prgrama pririzu s territóris urbans mais afetads pela letalidade de adlescentes e jvens - espaçs ppulares (favelas, periferias, cmunidades pbres) desenvlvend atividades baseadas nas seguintes estratégias fundamentais d prjet: I. Articulaçã plítica, sensibilizaçã e mbilizaçã scial; II. Prduçã de indicadres III. Metdlgias de intervençã n camp da prevençã da vilência. As ações desenvlvidas entre 2007 e 2012 cnseguiram incidir na pririzaçã d tema em âmbit nacinal resultand inclusive em sua inclusã n PPA. Para , as ações de articulaçã plítica pretendem avançar na prpsiçã de diretrizes para uma plítica nacinal dentr d Plan Nacinal JUVENTUDE VIVA e também em âmbit municipal em 138 munícipis alv d JUVENTUDE VIVA. Além da articulaçã em nível de gvern federal, fram desenvlvidas ações de frtaleciment das gestões municipais e da participaçã de adlescentes nas pliticas lcais de prevençã. Fram realizadas 11 Oficinas cm adlescentes e jvens das 11 regiões metrplitanas para levantar percepções daqueles sbre prblema da vilência e prpsições para seu enfrentament e prpiciar um espaç de trca entre adlescentes e jvens, sbre estratégias de enfrentament das mrtes vilentas que incidem sbre a adlescência e a juventude naquelas 11 regiões metrplitanas. Em cada ficina participaram em media cerca de 30 adlescentes e jvens. Semináris lcais e nacinais (anuais) de intercambi reuniram anualmente gestres públics e rganizações da sciedade civil que atuam n desenvlviment de prgramas de prevençã da vilência nas 16 regiões cntempladas pel PRVL e para dialgar sbre s resultads das analises ds indicadres d IHA nestes regiões. Esta ferramenta busca cntribuir para a cmpreensã das dinâmicas lcais determinantes da letalidade de adlescentes e jvens e da qualificaçã das iniciativas preventivas. Esta mbilizaçã pririzu s municípis cm mais de 100 mil habitantes e, em especial, aqueles que apresentam alts índices de hmicídis de adlescentes (IHA).A td sã 238 munícipis n pais. A primeira açã de mbilizaçã das prefeituras cnsistiu n lançament d Guia, que mbilizu cerca de 40 gestres lcais. A partir deste lançament, crrid em Brasília, durante a IX Cnferencia Nacinal d Direits da Criança, acnteceu a primeira capacitaçã de gestres em nível lcal, n municípi da Cntagem e em dezembr de 2012, acnteceu a segunda capacitaçã cletiva reunind 17 municípis e 6 estads, n Ri de Janeir, na semana de lançament da 4a. Ediçã d IHA. A açã de articulaçã e mbilizaçã de gestres e técnics municipais que vem send desenvlvid n municípi de cntagem/ MG já demnstra resultads. Cnfrme últims dads ficiais daquela prefeitura numer de hmicídis caiu significativamente nestes últims 7 ans. E desde seu lançament, Guia vem send absrvid pelas prefeituras municipais n pais. Um exempl diss é municípi de Sã Jse ds Pinhais em Sã Paul. O próxim pass na agenda de capacitações municipais incluirá s municípis de Laur de Freitas na Bahia, Vitria n Espirit Sant e Cntagem em MG. Além diss, estas missões ns municípis visam fmentar a expansã da metdlgia d Guia Municipal em mais municípis n nível desses estads. 2

Prduçã de indicadres Na linha de prduçã de indicadres, bjetiv d PRVL trata de mnitrar de maneira sistemática a incidência de hmicídis entre adlescentes de md apiar as avaliações sbre s impacts ds assassinats e as plíticas de prevençã da vilência letal para esse grup etári. O Índice de Hmicídis na Adlescência (IHA), fi riginalmente desenvlvid pel PRVL e faz uma estimativa das tendências e ds riscs que adlescentes, entre 12 e 18 ans, têm de perder suas vidas pr assassinats nas cidades brasileiras cm mais de 100 mil habitantes, n períd de sua adlescência, u seja em sete ans. O IHA é lançad anualmente desde, e encntra-se em sua 4ª. Ediçã. O IHA analisa taxas ficiais hmicídis e traz analises sistemática ds ans de 2005, 2006, 2007, 2008, e O IHA expressa, para um grup de mil adlescentes, númer de menins u meninas que, tend chegad à idade inicial de 12 ans, nã alcançarã as 19 ans pr causa ds hmicídis. O bjetiv de lançament desses númers sã dis (i) de sinalizar anualmente para a sciedade brasileira sbre aument cnstante de numer de mrtes de adlescentes pr assassinats nas grandes cidades; e (ii) facilitar a cmpreensã pel sens cmum sbre a dimensã destes númers na vida ctidiana de cada criança u adlescente. O ultim lançament d IHA, crrid em dezembr de 2012, deu cnta de uma tendência assmbrsa de 36 mil assassinats de adlescentes até 2016 cas medidas de prevençã nã seja implementada pels gverns. A 4ª Ediçã d IHA também apresentu ranking ds 283 municípis brasileirs cm mair tendência de mrte na adlescência e um percentual alarmante de que 45% das causas mrtes de adlescentes n Brasil sã prvcadas pr hmicídis. Embra diverss estuds sejam realizads n Brasil sbre vilência e juventude, a análise d IHA tem cm públic-alv s adlescentes, que apesar d elevad índice de mrtalidade registrad sbre tud adlescente negr, este nã tem sid um grup priritári dentr pliticas e prgrama de reduçã da vitimas da vilência urbana n Pais. III. Metdlgias de intervençã n camp da prevençã da vilência. Nesta terceira estratégia PRVL busca identificar, analisar e difundir metdlgias e experiências lcais u estaduais que cntribuam para a reduçã da letalidade de adlescentes e jvens n Brasil. Nesta linha fi feita um primeir levantament e análise de experiências de prevençã da vilência desenvlvidas pr secretarias municipais e estaduais em 11 regiões metrplitanas(prevençã à vilência e reduçã de hmicídis de adlescentes e jvens n Brasil, 2011) cm bjetiv de identificar iniciativas que pudessem rientar plíticas públicas fcalizadas na reduçã da letalidade de adlescentes e jvens. Fram cntatadas 42 secretarias estaduais e 121 secretarias municipais, ttalizand 163 secretarias e 44 municípis pesquisads. O panrama d perfil das plíticas públicas e práticas sciais preventivas em curs nas áreas estudadas, mstru que a centralidade d prblema ds alts índices de hmicídis n Brasil nã se traduz ainda em prgramas especificamente pautads para a sua reduçã. Em apenas 87 (57,6%) de 151 das experiências validadas e analisadas a reduçã de hmicídis fi assumida cm um ds fcs d prgrama. Resultads Alcançads e próxims passs Para resumir, s principais resultads alcançads, nestes últims cinc ans, pel Prgrama de Reduçã da Vilência Letal, a partir de seus eixs estruturantes está (i) alcance na agenda plítica nacinal d tema ds hmicídis na adlescência; (ii) desenvlviment de metdlgias para reduçã e enfrentament ds hmicídis em nível lcal; e (iii) a prduçã d Índice de hmicídis na Adlescência ((IHA) que permite cmpreender mais facilmente s impacts da letalidade sbre cicl de vida d adlescentes. Na agenda plitica nacinal, s próxims passs é trabalhar em parceria cm SDH, SNJ, SEPPIR e Secretaria geral da Presidência cm vistas a clabrar para cnstruçã das diretrizes e metas para implementaçã d Plan JUVENTUDE VIVA principal platafrma de gvern para enfrentament as hmicídis de adlescentes e jvens. Na agenda municipal, s próxims passs cnsistem em expandir para s 138 munícipis brasileirs cm a metdlgia de capacitaçã de gestres e técnics, utilizand-se Guia Municipal, para elabraçã de seus plans municipais de reduçã e alinhad cm Plan Nacinal Juventude Viva. Backgrund O PVRL é a principal iniciativa de cperaçã d UNICEF n tema ds hmicídis de crianças e adlescentes em curs desde Crdenada pel parceir Observatóri de Favelas, PRVL é resultad de uma das recmendações da Cnsulta Nacinal sbre Vilência Cntra a Criança e Adlescente, liderada pr UNICEF,n Brasil, em A Cnsulta Nacinal que cnsistiu em uma mbilizaçã nacinal em trn da Vilência cntra a criança e adlescente acnteceu n âmbit das recmendações d Estud Glbal sbre Vilência cntra Criança d Secretári-Geral das Nações Unidas. Cngregu mais de 400 participantes de td país e envlveu em sua preparaçã tdas as agencias d sistema ONU n Pais. A cnsulta nacinal, identificu fatres relevantes relacinads a fragilidade das pliticas de enfrentament as hmicídis de crianças e adlescentes n Brasil: a falta de cnfiabilidade ds dads nesta área, a desarticulaçã ds prgramas lcais, reginais e nacinais; a fragmentaçã das iniciativas existentes, dificuldades de sustentabilidade de prgramas e prjets lcais e baix impact das ações na reduçã da vilência. Cm respsta a estas precupações, Observatóri de Favelas e UNICEF iniciaram um prcess de articulaçã para estruturar um prgrama nacinal cm fc ns hmicídis de adlescentes e jvens ns centrs urbans. Em 2007, trabalh teve iníci em 9 capitais, envlvend uma parceria cm Labratóri de Análise da Vilência (LAV- UERJ) para a prduçã de indicadres e a partir de lança anualmente IHA em cletiva de imprensa e prmve primeir Seminári nacinal cm s gestres das principais cidades envlvidas ( cm s maires IHA) para discussã de estratégias e cmprmisss de reduçã da vilência. 4
