MENSAGEM DO PRESIDENTE MAYOR S MESSAGE Ser smart. Desafio do novo milénio ao qual muitas cidades ainda não dão atenção. Águeda já está neste caminho há algum tempo. Mais que uma Smart City, Águeda quer ser uma Human Smart City, onde as pessoas estão no centro de tudo, onde a tecnologia é utilizada para satisfazer as necessidades dos cidadãos e na facilidade com que podem aceder ao que os rodeia. Queremos que as pessoas sintam no seu dia-a-dia que vivem numa cidade humana, inclusiva, social, tecnológica e economicamente ativa. Em Águeda, pensamos fora da caixa, pensamos smart. SER SMART // BE SMART Be Smart. This is the challenge of the new millennium that many cities are still overlooking. Águeda is on this track for some time now. More than a Smart City, Águeda aims to be a Human Smart City, where people are in the centre of everything and where technology is used to satisfy their needs and their easy access to their surroundings. We want people to feel they are living each day in a city that is not only human and inclusive, but also socially, technologically and economically active. In Águeda, we think outside the box, we think smart. We want to bring people closer to the city, to its spaces, its organizations and its technology producers. A Minha Terra permite, então, recolher os dados geográficos, fazer uma ou mais fotos e uma breve descrição do problema. A intenção é oferecer aos munícipes uma aplicação para smartphone (e/ou outros meios de acesso) que permita alertar rapidamente os serviços municipais e tornar a nossa cidade melhor. Did you find a problem in your municipality and do not know to whom to report? A Minha Terra [My Land] is the right application to resolve the situation. The app allows citizens to report the most varied situations related to public spaces. From public lighting to the condition of the gardens, from abandoned vehicles to the collection of damaged household damaged, all of the occurrences can be reported. With picture or text only, all reports are forwarded to the Municipality of Águeda, that will give you knowledge about the process and the eventual resolution of the problem. This way A Minha Terra allows the collection of geographical data, do one or more photos and a brief description of the problem. The intention is to offer residents a smartphone application (and/or other means of access) that allows to quickly alert the municipal services and to make our city better. Edificação (epaper) http://www.cm-agueda.pt/pages/150 O projeto Edificação surge pela necessidade de proceder à tramitação dos processos em papel, para a instrução em digital de todo o tipo de processos de operações urbanísticas, no âmbito das obras particulares, num conceito de simplificação e desmaterialização dos projetos. A aplicação implementada, integrada na estratégia do Município de desmaterialização de processos de obras particulares designado por epaper, passa por uma solução de gestão digital de ficheiros abolindo a necessidade primordial da utilização do papel. Os ficheiros que compõem o processo são entregues em formatos standards (pdf/a para ficheiros de texto e dwfx para peças desenhadas), autenticados através de assinatura digital qualificada, garantindo desta forma a validade, integridade, arquivo e fácil transmissão desta informação nos mais diversos meios informáticos.

Saiba mais em http://www.cm- -agueda.pt/pages/150 The project Edificação [Buildings] arises from the need to digitally process every type of paper-based files of urbanistic operations, in the framework of private construction works, in order to simplify and dematerialise the projects and blueprints. The application is named epaper, which assumes the role of digital file managementwithin the municipal strategy to dematerialize the paper files of private construction, and therefore the usage of paper is no longer needed. The files that make up the process are delivered in a standard format (pdf/a for text files and dwfx for blueprints), authenticated by means of qualified digital signature, thus ensuring the validity, integrity, archive and easy transmission of this information in various computer systems. The use of standardised formats ensures information security and integrity of the files. Tem como suporte a componente territorial, o que permite georreferenciar as opiniões e factos, podendo a participação ser complementada por uma fotografia, que fica anexa a cada participação. Esta aplicação está a ser disponibilizada por computação em nuvem, ou seja, fazendo recurso da memória, capacidades de armazenamento e cálculo de servidores compartilhados e interligados via Internet, no âmbito do projeto STORM Clouds (http://stormclouds.eu/). The platform now available is a public service that distinguishes itself for being more open, as everyone can see the participations and comments, while being able to interact in order to make

12 GOVERNAÇÃO // GOVERNANCE O Orçamento Participativo é um instrumento de participação dos munícipes na gestão da Câmavia, informal, que ajude a esclarecer o que foi delineado para um terreno, ou para parte dele, de acordo com o Plano Diretor Municipal ou um Loteamento. Qualquer cidadão a partir da sua casa ou de um espaço com acesso à Internet pode, de forma gratuita, desburocratizada e sem um consumo exagerado de energia, ver respondidas algumas perguntas simples: que uso do solo está previsto para o meu terreno? É um serviço suportado integralmente por tecnologias livres e de código aberto. Garantimos uma sustentabilidade das soluções desde 2008, com vários serviços de mapas fornecidos através do GeoPortal da autarquia. Recorremos a tecnologias desenvolvidas por comunidades vibrantes, realizando várias atualizações às nossas soluções acompanhando as evoluções tecnológicas dessas ou de outras comunidades. Estamos também, como cidade piloto, a migrar serviços públicos para uma plataforma baseada na computação em nuvem (http://pt.wikipedia.org/wiki/computação_em_ nuvem). The Immediate Prior Information is a service that offers information, very direct and simple, on the conditions of use of the soil under the approved instruments for territorial management for the Municipality of Águeda. It aims at being an ex ante prior information, informal, that will help to clarify what was outlined for a plot of land, or part thereof, in accordance with the Municipal Master Plan, or an Allotment. From his home or a space with internet access, any citizen can get free answers for a few simple questions, with no red-tape and without spending too much energy: what use is planned for my land? It is a service supported entirely by open source technologies. We have been ensuring the sustainability of the solutions since 2008, with several map services provided through the GeoPortal of the local authority. We use technologies developed by vibrant communities, performing multiple updates to our solutions in keeping with the technological developments of these or other communities. O ano de 2015 será o ano de arranque do projeto, pelo que nos propomos a implementar um processo de OP atípico, onde, partindo da auscultação da população, iremos usar as suas propostas para testar a metodologia e formar equipas e participantes. Já na 2ª Edição do OP (2015/2016) far-se-á a identificação e incorporação das propostas votadas por maioria no GOP 2016. Todo o processo será suportado pela Plataforma de Participação Pública que permite registar, apresentar propostas, votar e acompanhar a execução em simultâneo com as metodologias tradicionais de participação pública assentes em sessões participativas em todo o concelho. The Participatory Budget is an instrument for local citizens to participate in the management of the Municipality of Águeda, which aims to contribute to informed and responsible intervention by the population in the processes of local governance, as well as to ensure an effective match between true needs and natural aspirations, contributing in this way to strenghten active citizenship and reinvigorate local democracy. 2015 will be the startup year of the project with the implementation of an atypical Participatory Budget process, where, starting from the auscultation of the population, we will use their proposals to test the methodology and to form teams and participants. In the 2nd Edition of the participatory budget 2015/2016 the proposals voted by the majority will be the identified and added to the Municipal Plan for 2016. The whole process will be supported by the Platform for Public Participation, which enables you to register, submit, and vote proposals, and keep track of the execution, together with the traditional methodologies of public participation based on participatory sessions throughout the municipality. Plantas de localização http://softwarelivre.cm-agueda.pt/maria/plantaslocalizacao.html O serviço de emissão de Plantas de Localização que disponibilizamos foi desenvolvido a partir de uma folha em branco no âmbito da Operação + MARia* (2007-2009), com o objetivo principal de emitir plantas para a instrução de processos de obras, apresentados por empresas e particulares. No decorrer dos anos, verificamos que a utilização deste serviço adquiriu várias vertentes, naturalmente, para dar resposta a solicitações tão diversas como plantas para processos de IMI, atribuição de endereço, indicação de assuntos diversos por parte das freguesias ou para candidaturas de carácter agrícola.

This event is a month of sports events and cultural activities for all age groups, where music is present everyday, but also the practice of various sports that attract children, youngsters and seniors. AGITÁGUEDA is already recognized in the region as an open space, intergenerational, and intercultural initiative, where it is easy to find one or more activities or initiatives to one s liking. In this context, the urban art project The Umbrella Sky, developed in 2012, stands out. This project featured the installation of more than 3.000 coloured umbrellas over the streets of the city. Since 1994, Águeda has been hosting every year, one of the most important gastronomic events in the country - the Festival of the Roasted Piglet - which takes place simultaneously with the Exhibition of Crafts and Gastronomy of Águeda. This event, which seeks to promote the roasted piglet as the regional gastronomic delicacy, includes musical concerts, exhibitions, entertainment for the youngest, restaurants, afterhours bars and animation, in addition to the yearly gastronomic novelties that surprise the visitors, as it happened with the piglet ice cream and the piglet patty. Organized by the Trade Association of Águeda in partnership with the Municipality of Águeda, this event seeks not only to promote the Bairrada Roasted Piglet as a food product of excellence, but also enhance the restauration and tourism sectors of Águeda, while at the same time using the achieved visibility to promote the city itself.

This is a regional project with increasing national media coverage, being the only Portuguese festival to integrate the European Forum of Worlwide Music Festivals (http://www.efwmf.org/).
