Environmental authorities only authorize the installation if the concentration of values resulting from the T discharge do not exceed the 0.8 mg/l in section 1 and mg/l in Section 2. Assume a coefficient of degradation equal to /day and a flow velocity of 20 km 0.15 m/s. To meet the established requirements, the project promoters are studying the possibility to request additional discharges from a reservoir located upstream to complement the treatment scheme that is to be installed. Treatment costs are 30 euros for each mg/s removed, and it is impossible to get treatment rates above 60%. The reservoir has energy production contracts that require permanent discharges of 1 m3/s. The cost of additional discharge is 30 k /(m 3 /s). The reservoir managers are not interested in discharging more than 3 m 3 /s above the power generation requirements. What is the most cost-effective solution? What is the sensitivity of the proposed solution to variations in the unit costs? How much would you be willing for a technology that would allow a higher treatment rate? How much would you be willing to pay for the possibility of acquiring a greater volume of discharge? What is the additional cost to the company if the environmental authorities impose lower limits of effluent concentration in the river? 2
12 Controlo da contaminação Considere o curso de água onde se pretende instalar uma unidade fabril que produz 4 g/s de um efluente poluente. As autoridades ambientais apenas autorizam essa instalação se os valores de concentração resultantes T da descarga não excederem os 0,8 mg/l na secção 1 e os 1 2 0,5 mg/l na secção 2. Assuma um coeficiente de degradação de 0,25 1/dia e uma velocidade de 20 km escoamento de 0,15 m/s. 16 Contamination control Consider the waterway represented in the following figure which receives two continuous discharges of the same type of pollutant. A sampling period in a year in which the flow rate was 4.5 m 3 /s and the average flow velocity was 0.15 m/s indicated that the concentration figures in sections 1, 2, 3 and 5 are respectively: C 1 = 0 mg/l; C 2 = 0.75 mg/l; C 3 = 0.7 mg/l; C 4 = 1.2 mg/l; C 5 = 0.9 mg/l; Compute the mass discharges values. What is the concentration value 10 km downstream of the discharge 2? Describe, in the form of a graph, the decline of the substance along the river km 20 km Environmental authorities intend to improve the quality of the river and to ensure the pollutant concentration at sections 3, 4 and 5 are smaller than 0.9 and 0.7 below 0.5 mg/l, respectively, for the flow conditions presented earlier. Uma campanha de amostragem num período em que o caudal era de 4,5 m3/s e a velocidade média de escoamento de 0,15 m/s, indicou que os valores de concentração nas secções 1, 2, 3 e 5 são respectivamente: C 1 =0 mg/l; C 2 =0.75 mg/l; C 3 =0.7 mg/l; C 4 =1.2 mg/l; C 5 =0.9 mg/l; Calcule os valores das descargas. Qual é o valor da concentração da substância 10 km a jusante da descarga 2. Descreva, sob a forma de gráfico, a evolução da concentração da substância ao longo do rio. Early next year the plant has to comply with new environmental legislation that limits the amount of effluents released into a nearby watercourse. The management of the factory is facing two choices: reduce output or add a new level of treatment to the treatment that handles mill wastewater. Currently, the treatment plant discharges 24'000 m 3 of effluent (120 liters of effluent are produced per ton of paper). These effluents are discharged into the watercourse. The new environmental legislation requires that the effluent discharge is reduced to less than 12'000 m 3 per year. The proposed new level of treatment has a 60% efficiency, i.e. 40 m 3 of treated effluent are equivalent to 100 m 3 of the original effluent The proposed scheme has the ability to treat 10'000 m 3 of wastewater per year at a cost of 100 euros per m 3. Obviously, the plant can not handle a higher amount of the waste they produce. The plant has three major contracts, totaling 120,000 tons, which wants to fulfill to avoid paying heavy damages. On the other hand, the current market of the plant is 200 tons and it is extremely difficult to increase it. What should be the pulp mill production and the level of treatment? How much it costs to reduce the amount released into the river by 1000 m 3. How much would the pulp mill managers be willing to pay to increase the treatment capacity? How much would the pulp mill managers be willing to increase its treatment capacity at a cost of 125 per m 3. Assume that the plant can purchase a third level of treatment that can increase the overall efficiency of treatment to 90% at an additional cost of 150 euros per m 3. In this case, what should be the strategic factory?

No ínício do próximo ano a fábrica tem de cumprir uma nova legislação ambiental que limita a quantidade de efluentes líquidos lançada para um curso de água próximo. A administração da fábrica está encarar duas hipóteses: reduzir a produção ou adicionar um novo nível de tratamento à estação que trata os efluentes da fábrica. Actualmente, saem da estação de tratamento m3 de efluentes, isto é são produzidos 120 litros de efluente por cada tonelada de papel. Estes efluentes são lançados para o curso de água. A nova legislação ambiental obriga a lançar menos de m3 de efluentes por ano. O novo nível de tratamento proposto tem uma eficiência de 60%, isto é os efluentes de 100 m 3 tratados são equivalentes a 40 m 3 não tratados. O esquema proposto tem a capacidade de tratar m3 de efluentes por ano a um custo de 100 euros por m 3. Obviamente, que a fábrica não pode tratar uma quantidade de efluentes superior ao que produz. A fábrica tem 3 grandes contratos, que totalizam 120 mil toneladas, que quer cumprir para evitar pagar pesadas indemnizações. Por outro lado, o mercado actual da fábrica é de 200 mil toneladas e é extremamente difícil aumentá-lo. Qual deve ser a produção da fábrica e o nível de tratamento? Quanto é que custa à fábrica reduzir a quantidade lançada para o rio em mil m3. Quanto é que a fábrica estaria disposta a pagar para aumentar a capacidade de tratamento? Até quanto é que a fábrica estaria disposta a aumentar a sua capacidade de tratamento a um custo de 125 euros por m3. Assuma, agora que a fábrica pode adquirir um terceiro nível de tratamento que permite aumentar a eficiência total de tratamento para 90 % a um custo adicional de 150 euros por m3. Neste caso, qual deve ser a estratégica da fábrica?

29 IST: Integrated watershed management, 2015/16 Rodrigo Proença de Oliveira, 2015 Ex.5 Reservoir operation 29 In late winter the water situation in a given watershed is worrying. The stored water volume to meet the region needs amounts to 30 hm 3, and the expectation for any significant water inflow are nil until next autumn. Water needs for public supply and irrigation for the spring are, respectively, 2.5 hm 3 and 18 hm 3. Energy needs are 1 GWh. Each hm 3 of water allocated for irrigation produces 0.07 GWh. The watershed management policy states that 2 hm 3 of water for public supply needs must necessarily be met. A failure to address the remaining 0.5 hm 3 causes losses amounting to 40 k per hm3. With respect to water requirements for irrigation it is necessary satisfy the permanent crop needs (6 hm 3 ) and, where possible, other crop requirements ( 2 hm 3 ). Irrigation needs that are not satisfied lead to losses, estimated at 20 k per hm3. Energy needs that area not met lead to losses, estimated at 100 k per GWh. Concerns regarding summer needs lead to the requirement that the volume stored at the end of the spring should be at least 16 hm 3. What discharge decisions do you suggest to deal with this situation? What additional costs would be required to ensure the full satisfaction of urban supply and irrigation needs? 30 Ex.5 Reservoir operation No final do Inverno a situação hídrica de uma dada bacia hidrográfica é preocupante. As reservas de água armazenada na albufeira que procura satisfazer as necessidades da região ascendem a 30 hm3, não sendo de esperar qualquer afluência de água significativa até ao próximo Outono. As necessidades de água para abastecimento público e irrigação para a Primavera são, respectivamente, 2,5 hm 3 e 18 hm 3. As necessidades de energia são 1 GWh. Cada hm 3 de água atribuído para rega produz 0,07 GWh. A política da administração da bacia hidrográfica define que 2 hm 3 das necessidades de água para abastecimento público devem ser necessariamente ser satisfeitas. A não satisfação dos restantes 0,5 hm3 acarreta prejuízos no valor de 40 mil euros por hm 3. No que respeita às necessidades de água para rega, pretende-se satisfazer obrigatoriamente as necessidades de pomares (6 hm 3 ) e, na medida do possível, as necessidades das restantes culturas (12 hm 3 ). Os prejuízos de não satisfazer as necessidades de rega estimam-se em 20 mil euros por hm 3. Os prejuízos de não satisfazer as necessidades de energia estimam-se em 100 mil euros por GWh. As preocupações de escassez hídrica abrangem a capacidade de satisfazer as necessidades do Verão. Por essa razão, pretende-se garantir que o volume armazenado no final da Primavera seja no mínimo 16 hm 3. Que decisões de descarga e de alocação de recursos sugere que seja tomadas nesta situação? Que custos adicionais teria a obrigação de garantir a totalidades das necessidades de água para abastecimento e para irrigação? 33 Ex.6 Reservoir operation IST: Integrated watershed management, 2015/16 Rodrigo Proença de Oliveira, A reservoir with a capacity of 40 hm 3 built for water supply, energy production, flood protection, promotion of leisure and ensuring good ecological conditions in the reservoir downstream, is in full storage at the beginning of the dry season. It is estimated that the tributary flow in the dry season is 5 hm 3 and in the wet season is 15 hm 3. To ensure adequate protection against floods drownstream, the reservoir has a flood control storage of 5 hm3. As the dry season coincides with the tourist season it is crucial to ensure that the volume stored at the beginning of this season exceeds 25 hm 3. The good ecological quality in the river stretch downstream of the dam requires discharges equal to or greater than 5 hm 3 in every season. Moreover, the capacity of penstock to the hydroelectric power station is 20 hm 3. The reservoir operation due to water supply are 400,000 and 200,000 per hm 3 provided respectively in the dry season and the wet season. The energy production benefits are 400,000 and 800,000 per hm 3 provided, respectively in the dry season and the wet season. The water supply abstraction is located downstream from the dam which mean that the abstracted volumes contribute to energy production. What should be the reservoir operation policy? How much does it costs flood protection, promotion of leisure and ensuring good ecological conditions? What is the benefit to increase the capacity of the penstock to the hydroelectric power station? What is the sensitivity of the operation policy to variations in unit benefits of water supply and energy production?
34 Ex.6 Reservoir operation IST: Integrated watershed management, 2015/16 Rodrigo Proença de Oliveira, Uma albufeira com uma capacidade de 40 hm3, e que tem como fins o abastecimento de água, a produção de energia, a protecção contra cheias, a promoção do lazer e a garantia de boas condições ecológicas a jusante da albufeira, está em pleno armazenamento no início da estação seca. Estimase que o caudal afluente na estação seca é 5 hm3 e que na estação húmida é 15 hm3. Para garantir uma protecção contra cheias adequadas está definido um volume de encaixe de cheia de 5 hm3. Como época seca coincide com a época turística é fundamental garantir que o volume armazenado no início desta época seja superior a 25 hm3. A boa qualidade ecológica no troço fluvial a jusante da barragem exige descargas iguais ou superiores a 5 hm3 em cada estação. Por outro lado, a capacidade das condutas forçadas para a central hidroeléctrica é 20 hm3. Os benefícios da operação obtidos através do abastecimento são 400 mil e 200 mil por cada hm3 fornecido, respectivamente na época seca e na época húmida. Os benefícios da operação obtidos através da produção de energia são 400 mil e 800 mil por cada hm3 fornecido, respectivamente na época seca e na época húmida. A captação para abastecimento está localizada a jusante da barragem pelo que os volumes fornecidos para abastecimento podem ser turbinados. Qual deve ser a política de operação da albufeira?
