The Jean Monnet Action isa European Commission initiative. It has three main components: 1. stimulating academicexcellencein the field of European integration studies through the support for new teaching, research and debate activities at university level; 2. fostering academic reflection on current policy priorities in the field of European integration via centralised high-level conferences and thematicgroups (bringing together Jean Monnet professors, policy-makers and civil societyin Brussels) and support for decentralised reflection activities all overthe world. 3. supporting major institutions active in the study of European integration. The European Commission's support measures for European integration studies are open to the world. They provide a response to the need for knowledge about European integration and aim to prepare the newgeneration of European affairs specialists. In universities throughout the world, the goal isto give greater visibility, at both international and national levels, to scientific resources and academic activities in the field of European integration and European Union developments. In the framework of the Jean Monnet Action, the term European integration studies is taken to mean the study of the construction of the European Community which led to the European Union and the institutional, legal, political, economic and social developments related to thisprocess. Currently, the JeanMonnet Action finds itslegal basisin Action 3A of Decision No 791/2004/ECof the European Parliament and of the Council of 21 April 2004 establishing a Community action programme to promote bodies active at European level and support specificactivities in the field of education and training (Official Journal of the European Union L 138/31 of ). 1

2 Type of activities The JeanMonnetAction organises thefollowing types of activities: Jean Monnetconferences organised bythe European Commission in Brussels on current policy priorities in thefieldofeuropeanintegration; Support for teaching activities at universities throughthecreationofjean Monnet Chairs and JeanMonnet Chairs ad personam; Jean Monnet teaching Modules andjean MonnetCentres of Excellence; Support for research activities inthe formoftransnational JeanMonnet research groups and academic reflection activities organised by universities and researchcentres; Grants for young researchers; Support for the national associations and networks of lecturers inthe field of Europeanintegration; and Support major institutions active inthe studyof Europeanintegration Between its launchin 1990 and 2004, thejean Monnet Action has funded some 2500 projects inthe field of European integration studies, including 100 Jean Monnet European Centres ofexcellence, 650 Jean Monnet Chairs and 1700 PermanentCourses andeuropeanmodules. The JeanMonnetAction now covers 55 countries throughout the world and nearly750 universities offer Jean Monnet courses as part of their curricula. Governância e governação 3. O que é a governância? O diagnóstico sociológico da crise* social *Crise: (do grego krísis, pelo latim crise) fase decisiva da doença Sociologia, porquê? Sociologia é a ciência que estuda as sociedades humanas e os processos que interligam os indivíduos em associações, grupos e instituições. Enquanto o indivíduo isolado é estudado pela Psicologia, a Sociologia estuda os fenómenos que ocorrem quando vários indiv íduos se encontram em grupos de tamanhos diversos, e interagem no interior desses grupos. A Sociologia interessa-se pelo comportamento das pessoas enquanto seres sociais; a vida social dos humanos. Os sociólogos querem entender o que une os grupos sociais, mas tamb ém desenvolver um "antídoto" para a desintegração social. 2

3 Sociologia política A sociologia política é o estudo da base social da política. Há quatro grandes temas de investigação na sociologia política contemporânea: 1. a formação social do estado moderno, 2. quem manda"? ou seja como é que as iniquidades entre grupos (classes, raças, géneros, etc.) afectam a política, 3. como é que os movimentos sociais e tendências fora das instituições formais de poder político afectam a política, e 4. poder em grupos pequenos (ex. famílias, locais de trabalho, etc.). O diagnóstico através de métodos qualitativos Este domínio da sociologia também analisa como é que as principais tendências sociais podem afectar o processo político, assim como explora como é que as várias forças sociais trabalham em conjunto para mudar as orientações políticas. Métodos sociológicos A sociologia usa frequentemente métodos quantitativos de pesquisa social (como a estatística) para descrever padrões generalizados nas relações sociais, e para desenvolver modelos que possam ajudar a predizer mudanças sociais e respostas sociais a essas mudanças. Mas em algumas áreas da Sociologia os métodos qualitativos como entrevistas dirigidas, discussões em grupo e métodos etnográficos permitam um melhor entendimento dos processos sociais. Ambos os métodos são complementares. Por exemplo, os métodos quantitativos podem descrever os padrões gerais, enquanto as aproximações qualitativas podem ajudar entender como os indivíduos entendem ou respondem a essas mudanças. 4 Democracia representativa Que relação há entre governância e democracia? Os sistemas democráticos atravessam uma crise. As democracias modernas já não são puras. A democracia representativa parece exigir que todos os cidadãos sejam tratados por igual, independentemente das suas circunstâncias individuais. No entanto, se pretendemos realizar políticas justas, é precisamente a essas diferenças que devemos atender. No entanto, parece aceitável estabelecer restrições a partidos, associações ou grupos antidemocráticos (fascistas, racistas, sexistas, anti-europeus). (Limites ao pluralismo das democracias) pluralismo Democracia elite do poder A conciliação das exigências contrapostas exige inovações institucionais e mutações na compreensão da democracia. Democracia pluralista A afirmação da diversidade de interesses e crenças da cidadania é uma das mais importantes características da democracias modernas. Nas democracias, o pluralismo é um princ ípio orientador que permite uma coexistência pac ífica de diferentes interesses, convicções e estilos de vida. Diferentemente do totalitarismo e do particularismo, o pluralismo reconhece a diversidade de interesses e considera legítimo que os membros da sociedade se esforcem para a sua realização, que os representem e que os articulem num processo de conflito e diálogo. Democracia da elite do poder A participação democrática não se exerce só através do voto. A sociedade já não é completamente democrática porque o poder está concentrado na mão dos mais poderosos e dos mais ricos. O voto do simples cidadão é irrelevante para mudar o status quo. A democracia já não é o poder da maioria do povo, mas o poder de minorias organizadas. 4

Level of citizen's confidence in EU institutions The Level of citizen's confidencein each EU institution (European Parliament, European Commission and Council of ministers of the European Union) is expressed as the share of positive opinions (people who declare that they 'tend to trust') about thisinstitution. The remaining categories, not shown in the table, include the percentage of negative opinions (people who declare thatthey 'tend notto trust'), as well as 'don't know' and/or 'no answer'. The data are based on the bi-yearly EuroBarometer, a survey which has been used, since 1973, to monitor the evolution of publicopinion in the Member States. 5

6 New infringement cases brought before the Court of Justice New actions for failure of a Member State to fulfil its obligations brought before the Court of Justice cover actions under Articles 169, 170, 171 and 225 of the EC Treaty (now Articles 226 EC, 227 EC, 228 EC and 298 EC), Articles 141 EA, 142 EA and 143 EA and Article 88 CS. Proceedings for failure to fulfil an obligation enable the Court of Justice to determine whether a Member State has fulfilled its obligations under Community law. An action may be brought by the Commission - as is practically always the case - or by another Member State. TranspositionofCommunity law, by policyarea Theindicatorlooks at the situation of the notification by Member States of the total numberof national measures implementing Directives. The percentage of implemented directives isthe ratio: directives for which measures of implementation have been notified by Member States, divided by directives applicable on the reference date by Member States. Applicable directives are all directives in force (not repealed) that require implementationin the MemberStates' internallegal order (within a deadline orprior to the reference date) irrespective of the fact that they have been implemented by one ormore MemberStates. Voter turnout in national parliamentary elections The number of those who cast a vote or 'turn out' at an election includes those who cast blank or invalid votes. In Belgium, Luxembourg and Greece, voting is compulsory. In Italy, voting is a civic obligation (no penalty). The EU average was estimated by Eurostat on the basis of the trends observed in eachof the Member States. 6

7 Voter turnout in EU parliamentary elections The indicator measures the percentage of the population who cast a vote or turn out at an election in the total population which has got the right to vote.the turnout includes those who cast blank or invalid votes. In Belgium, Luxembourg and Greece, voting is compulsory. In Italy, voting is a civic obligation (no penalty). E-government on-line availability The indicator shows the percentage of the 20 basic services which are fully available online, i.e. for which it is possible to carry out full electronic case handling. For example if in a country 13 of the 20 services were measured as being 100% available on-line and one service was not relevant (e.g. does not exist), the indicator is 13/19 which is 68.4%. Measurement is based on a sample of URLs of public web sites agreed with Member States as relevant for each service. The Data: Coverage, Periodicity and Timeliness Coverage (data characteristics) a) Percentage of individuals (aged 16-74) using the Internet to interact with public authorities (i.e. having used the Internet for one or more of the following activities; obtaining information from public authorities web sites, downloading official forms, sending filled in forms ). The Community Survey on ICT Usage in Households and by Individua ls carried out once a year is currently used as a source. Data for countries other than EU Member States is provided directly by National Statistical Institutes. Data for the United States and Japan have been supplied via the OECD in ratio format with no validation by Eurostat. b) Percentage of enterprises using the Internet to interact with public authorities (obtaini ng information, downloading forms, filling -in web- forms, full electronic case handling).only enterprises with 10 or more persons employed are included. NACE sections D, F, G, H, I, K, O are covered. Data is collected by National Statistical Institutes based on Eurostat s annual model survey on ICT usage and e-commerce in enterprises. For some countries data was provided directly from the respective National Statistic Institutes. c) This indicator measures the on-line availabilityof 20 basic public services. Measurement is based on a sample of URLs agreed withmemberstates as relevant for each service. Native speakers in each language then carry out a web survey to measure the degree ofsophistication of online availability usinga 4 stage classification: (1. Basic Information; 2. One-way Interaction; 3. Two -way Interaction; 4. Full electronic case handling). Around 8,000 URLs are tested, the work undertaken the consultancy company Capgemini Time coverage Data available from 2002 onwards for individual (demand side) data and on -line availability (supply side) and from 2003 for enterprise-based (demand-side) data. Periodicity Timeliness Annual Data are generally delivered to Eurostat in the fourth quarter of the reference year. Regulation 5197/03, where a defined set of benchmarking indicators using statistical information is to be provided through the ESS. This survey also supplies a number of Structura l Indicators. DG INFSO and DG ENTR receive the data for internal use only, prior to their release to the public. No official comments are made on the occasion of data releases. Data are preliminary when first released and are then subject to revision. For methodological information please see below.
