1 PAGE 1 EU-OUTREACH NEWSLETTER 62 APRIL 2015 IN THIS ISSUE 1 The EU ATT-OP 3 Activity Calendar 4 Points of Contact UPCOMING EVENTS ECOWAS MEMBERS AND FIVE NEIGHBOURING COUNTRIES REGIONAL SEMINAR TO SUPPORT THE IMPLEMENTATION OF THE ARMS TRADE TREATY In close cooperation with ECOWAS, UNREC as well as several other authorities, the implementing agency is in the process of organizing a regional seminar in Dakar, Senegal. The event is scheduled to take place on 05 and 06 May 2015 and will be conducted in the framework of the EU ATT-OP in Dakar, Senegal. Invitees will include all members of ECOWAS as well as five neighboring countries. Moreover, representatives of regional organisations, regionally based non-governmental organisations as well as think tanks will attend this event. The seminar will be conducted in accordance with Council Decision 2013/768/CFSP which states that events of this kind are to be conducted within the first eighteen months of the Council Decision s implementation. Senegal is among the five partner countries in the framework of the EU-funded project. After the initial visit which was conducted in February 2015 (see short description in the EU-Outreach newsletter No. 60), Senegal will now host the upcoming regional seminar. Main objective of this event will be to allow participants to share views and experiences and to identify linkages between the project and assistance provided by regional organisations. More than this, the event will offer the opportunity to involve regional networks and organisations in order to promote the Treaty. A newsletter published by the EU-Outreach Programmes on

2 PAGE 2 PHILIPPINES ROADMAP ACTIVITY The European Union Arms Trade Treaty Outreach Project (ATT-OP) will have its first Roadmap Activity with the partner country the Philippines on May 2015 in Manila. According to the objectives set out in Council Decision 2013/768/CFSP, the main goal of a roadmap is to strengthen the capacities of the project s partner countries to meet the Arms Trade Treaty requirements in a global and sustained manner. The activities it includes provide predictability to the beneficiary country as to what is planned in terms of assistance and map the improvements that could result from the action in its transfer control capacities. The Philippines are the first partner country in the region of Asia and the Pacific to have requested support in the framework of this project. After the Initial Visit to the Philippines took place January 2015 in Manila (a detailed report can be found in EU-Outreach Newsletter No. 60, January 2015), this second visit will now focus on the way forward to ratification and effective implementation of the Arms Trade Treaty. A team of five distinguished EU experts will provide their specific know-how and experiences in the field of arms export control to the respective audience. Main objective of this two day event will be to discuss different aspects of the ATT provisions, such as assessment criteria and practical implications of working with a control list. This meeting will be held in close cooperation with our distinguished partners from the Office of the Special Envoy on Transnational Crime. We are looking forward for two days of in-depth discussions with representatives from all different offices involved in the ATT implementation process.

3 PAGE 3 PERU INITIAL VISIT In the framework of the EU ATT Outreach Project an Initial Visit to Lima, Peru will take place on May This two-day meeting will be attended by all relevant arms trade control stakeholders and will allow the ATT-OP Country Experts Team to determine the status quo of Peruvian ATT implementation and arms transfer controls in general. Experts from Spain and Germany will meet their Peruvian colleagues in order to discuss in depth possible fields of cooperation within the project as well as challenges the country might encounter by adhering to ATT requirements. Based on the findings of this Initial Visit, a jointly elaborated roadmap comprised of future activities will be designed with the partner country.
