I. Prgram Backgrund PREPA: Preparaçã Labral para Jvens (PREPA), frmerly knwn as Yuth:Wrk Mzambique, is a partnership between IYF and USAID/Mzambique under IYF s Yuth:Wrk Leader with Assciates Award. With a start date f January 1, 2012, this three-year US$1.2 millin PEPFAR prject aims t imprve livelihd pprtunities fr highly vulnerable in- and ut-f-schl yuth and members f their husehld. Per the agreement, the bjectives f the prgram are t: Strengthen the emplyability and entrepreneurship skills f yuth and ensure that these skills are aligned with labr market demands s that yuth are well equipped fr emplyment pprtunities; Strengthen the life skills f vulnerable yuth thrugh training, particularly related t HIV preventin and adlescent reprductive health; and Imprve cllabratin and build lcal capacity thrugh alliances, partnerships, and exchanges amng training institutes, yuth-serving rganizatins and the private sectr. The target grup includes rphans and vulnerable children (OVC) between the ages f 15 and 18, yuth up t 24 years f age living with HIV and receiving anti-retrviral treatment (ART), and their husehld members (up t age 24) wh are caregivers/prvide ecnmic supprt. Due t the extremely vulnerable nature f this grup, IYF has carefully designed the prgram activities t prperly address the needs f the target ppulatin and the needs f the lcal labr market in rder be effective and ensure activities lead t successful utcmes. Hence, the prgram has been implemented in tw phases: Prject Year 1 (2012), Pilt Phase: The riginal Prgram Descriptin fcused n vcatinal training in the turism sectr f Cab Delgad (CD). IYF carefully assessed the lcal situatin in CD, including: the lcal business envirnment; the challenges faced by OVCs, yuth living with HIV/AIDS and their yuth caretakers; capacities f training rganizatins; and available curriculum fcused n the turism sectr. During this phase, IYF attempted t identify and wrk with a qualified partner t assess the current labr market and emerging trends in CD, create a slid turism and life skills training curriculum, and test training activities. Assessment findings and IYF effrts thrughut Year 1 demnstrated a mismatch between target ppulatin size, prject gals, jb grwth, and lcal partner capacity in CD. As a result, IYF and USAID mutually agreed t a prgram redesign and change in gegraphic lcatin fr Years 2 and 3 f PREPA. Prject Years 2-3: Prgram Redesign and Expansin: In the first half f 2013, IYF and USAID redesigned the prgram apprach t allw prgramming in Maput prvince and t expand livelihds interventins. Under the revised PD, IYF will mve beynd hard skills technical training t a brader package f livelihds training. This culd include a cmbinatin f targeted shrt-term curses, sft r life skills training, n-the jb training and mentring prgrams, entrepreneurship training, and ther cmplementary services t increase the emplyability prspects f target yuth. The length f the curses and ther supprt services and livelihd activities will be determined by IYF and its partners, depending n yuth needs, pprtunities and partner capacity. As a result f this prgram, yuth will nt nly engage in sustainable livelihds activities, but will be less likely t engage in risk-taking behavirs and mre likely t take measures t prtect their health. T supprt this prgram, PREPA will create partnerships/alliances amng public, private and nn-prfit sectrs in rder t invlve them in the prject, maximize resurces and add value t yuth emplyability interventins in Mzambique. II. Key Activities/Summary f Majr Results fr this Quarter A. Strengthened OVC Linkages under PEPFAR Based n clear guidance frm AOR regarding the imprtance f ensuring that OVC activities are truly reaching vulnerable target grups under PEPFAR, and that OVCs are being actively referred t varius HIV preventin supprt services, IYF and its partners have made this a strng pririty under PREPA. Everyne understands that these linkages and referral systems are critical fr USAID/PEPFAR, s IYF cntinues t emphasize implementatin f these measures fr target yuth. During the reprting perid, UPA strengthened its partnership with lcal clinics and NGOs that wrk directly n HIV/AIDS. UPA has partnered with lcal health rganizatins supprted by FHI360 as well as with ASSCODECHA, a lcal CBO supprted by Ppulatin Services Internatinal (PSI). These rganizatins wrk directly n HIV/AIDS preventin, including testing, guidance and nging supprt fr OVCs and peple living with HIV/AIDS. All f these rganizatins have a direct relatinship with the lcal health authrities in Maput district and the surrunding bairrs where UPA and its CBO partners wrk. These rganizatins, summarized belw, have supprted UPA t strengthen its HIV/AIDS lessns and supprt fr yuth. Have supprted yuth living with HIV based n referrals frm AKK and Referred multiple yuth t ACADEC fr PTS training. Encuraged its clients and their families t enrll in PTS training. Partnered with FHI360 n a prject t prvide guidance and testing fr PTS trainees. During the reprting perid, UPA began planning an HIV awareness seminar fr Cycle 5 PTS beneficiaries t take place n April 17, 2015. The health seminar will reinfrce HIV/AIDS training received during PTS and will cntinue t disseminate infrmatin abut male circumcisin. UPA s clinical partners, PSI, Assciaçã Mçambicana para Desenvlviment da Familia (AMODEFA) and COALIZÃO, will lead the health sessins and ffer n-site testing and cunseling. UPA In preparatin fr its third cycle f life skills training, CODD established partnerships with tw lcal health clinics in Bane District, AMODEFA and Casa d Gaiat. Bth rganizatins have agreed t participate in the health lectures that CODD is rganizing fr PTS Cycle 3 beneficiaries in Bane n April 8 and April 10. At these events, PREPA beneficiaries will receive infrmatin and materials regarding HIV/AIDS, reprductive health, male circumcisin, family planning and HIV/AIDS testing and cunseling. ICEM develped its entrepreneurship training prgram fr PREPA yuth with supprt frm PSI. PSI helped ICEM identify and select yuth in the 3 target lcals f Matla District (Tsalala, Machava and Knglte) that met PREPA beneficiary criteria and delivered HIV/AIDS fcused infrmatin sessins t the beneficiaries. Tw such training sessins were prvided t each training chrt during this quarter. B. PREPA Pipeline On January 23, 2015 USAID issued a mdificatin t the PREPA cperative agreement granting a n-cst extensin t the prject thrugh June 30 f the same year. Immediately fllwing the prject extensin, USAID apprved IYF s pending request t issue a fixed fee prgram cntract t ICEM t deliver entrepreneurship training in Matla. Sn after, IYF submitted tw mre requests t USAID: ne t issue a third Fixed Obligatin Grant (FOG) t CODD and a secnd request t issue a third and furth FOG t UPA. Bth requests were prmptly reviewed and apprved by USAID. USAID apprved CODD s FOG n February 5, 2015 and UPA s FOGs n February 24, 2015. 1. UPA a) Management Despite UPA s effective perfrmance under FOGs 1 and 2, UPA has recently grappled with internal rganizatinal issues, including high staff turnver, financial instability and inadequate human resurce management. Acknwledging these weaknesses, IYF determined that UPA had the capacity t cntinue t deliver PREPA prject activities if cupled with intensified mnitring visits by and supprt frm IYF s technical advisr. UPA als agreed t this additinal versight. T mitigate risks, IYF decided t issue tw smaller grants (FOGs 3 and 4) in place f the larger riginally planned sub-award that wuld have cvered tw training cycles. IYF issued FOG 3, with the purpse f training 150 OVCs in life skills and ICT, t UPA n March 2. Based n UPA s satisfactry perfrmance during this quarter and UPA s ability t deliver high quality life skills training, IYF intends t issue the furth FOG t UPA in early April. FOG 4 will allw UPA t train an additinal chrt f 150 OVCs in life skills and ICT. T address UPA s rganizatinal challenges, IYF included a milestne in the FOG agreement requiring UPA t cnduct an emplyee satisfactin assessment (see Annex 1) and t create a cncrete actin plan t address the assessment findings. These results will be made available in the fllwing quarter. b) Recruitment/Selectin/PTS Training UPA recruited and enrlled 137 beneficiaries (71 males/ 66 females) fr Cycle 5 PTS. Despite strng effrts, UPA was unable t meet their riginal target f 150 yuth. In Nvember 2014, UPA had recruited 296 yuth in anticipatin f this training cycle. Hwever, because the FOG was nt issued t UPA until March 2, 2015, many f these yuth had since left the area, fund a jb, returned t schl, r lst interest. Recruitment effrts were dne in partnership with health rganizatins AMODEFA, Hixikanwe, COALIZÃO and Kufhunana, all f whm referred qualifying yuth frm their prgrams t participate in PREPA activities. Cycle 5 life skills training began n March 11 and will cntinue thrugh April 17. 17 f these beneficiaries (11 males/ 6 females) als participated in ICT training. These classes began n March 26 and will end n April 26. c) Prgress n Livelihd Tracks (Cycle 4) Career Cunseling/Internship/Jb Placement UPA cntinues t prvide jb and internship placement supprt fr Cycle 4 beneficiaries that received services thrugh PREPA between May and Octber 2014. In the current reprting perid, 18 Cycle 4 yuth (6 males/ 12 females) were placed in internships and 10 (5 males/ 5 females) secured jbs. Cycle 5 yuth will receive jb placement supprt in April. In additin t the timing issues described abve, UPA bserved that they have reached the majrity f eligible and interested yuth in the neighbrhds in which they currently wrk, and particularly in Chamancul D. As a result, UPA nly recruited 21 beneficiaries in Chamancul D, as cmpared t 50 in Luís Cabral; 41 in Inhagia and 25 in Aerprt A/B. September, UPA intends t suspend its prgramming in Chamancul D and expand int ther gegraphies. 2. CODD a) Management IYF issued a new FOG t CODD n February 16, 2015 s that CODD culd prvide life skills training t 240 HIV-affected/infected yuth. The FOG cnsists f tw chrts: Cycle 3 in Bane (March 4- April 17) and Cycle 4 in Marracuene (April 20- May 29). CODD spent the secnd half f February finalizing Cycle 3 preparatins. As it was CODD s first time wrking in the district f Bane, the rganizatin cntracted tw lcal facilitatrs t help establish relatinships with lcal fficials, disseminate infrmatin and supprt beneficiary identificatin and recruitment. Of these yuth, 120 (63 males/ 57 females) were enrlled and 62 were listed as substitutes. During the first fur weeks f training (March 4- March 27), 70% f beneficiaries enrlled in PTS attended trainings in Bane-Sede cmpared t 95% in Gue-Guê-Gue and 101.5% in Massaca 2. Accrding t the facilitatrs, the primary reasn fr the high absenses in Bane- Sede was that mst f the beneficiaries were in-schl yuth and had scheduling cnflicts. PTS lessns ften cnflicted with physical educatin and infrmatin technlgy classes that tk place utside f regular schl hurs. CODD replaced these yuth with thse n the waiting list. T mitigate drputs, CODD s facilitatrs fllwed up with the beneficiaries that missed classes. In the first phase, beneficiaries participate in a 10-day intensive classrm-based entrepreneurship curse where each beneficiary develps a viable business plan. During the secnd phase, the participants implement their business plans with 2.5 mnths f business develpment supprt frm ICEM. This supprt includes helping the yuth t frmalize their businesses, access finance and create bank accunts. Befre initiating prject activities, ICEM frmed relatinships with lcal civil sciety rganizatins t establish credibility within the cmmunities and t seek their supprt. ICEM met with Igreja Refrmada de Mçambique in Machava, Igreja Adventista d Sétim Dia in Tsalala, and Igreja de Santa Maria e Kutenga and Assciaçã para Desenvlviment Cmunitári in Knglte. The churches in Machava and Tsalala prvided training spaces t ICEM free f charge and the church in Knglte ffered a discunt f t utilize their space. The churches cmbined cntributin is valued at ). In additin t the leverage received frm the cmmunity rganizatins, ICEM was able t arrange in in-kind dnatins frm private sectr partners. Cca-Cla dnated 240 cans f Cke and 180 bttles f water; Suml-Cmpal dnated 240 liters f juice; and Sants & Rey prvided 20 tables and 70 chairs fr the training spaces. b) Recruitment/Selectin/Training ICEM encuntered many challenges during the recruitment and selectin prcess. Initially designed t prvide entrepreneurship training t yuth wh had successfully cmpleted CODD Cycle 2 PTS training, the prject had t widen its beneficiary target t include yuth that had nt received life skills training. CODD Cycle 2 beneficiaries cmpleted life skills training in August, 2014 creating a 5 mnth gap between CODD and ICEM s interventins. During this interval many yuth lst interest r mtivatin t becme entrepreneurs, sme were ccupied with schl r ther activities, sme were unreachable due t changes in cntact infrmatin and thers had turned 26 making them ineligible fr PREPA activities. Out f 112 Cycle 2 PTS graduates, ICEM fund that nly 45 were available t participate in entrepreneurship training: 18 frm Tsalala; 15 frm Machava; and 12 frm Knglte. In rder fr ICEM t reach their beneficiary target, IYF gave permissin fr ICEM t recruit nn-prject yuth that did nt receive life skills training but still met the PREPA beneficiary prfile. ICEM enlisted the help f PSI t identify and select yuth in the three lcals f Matla District. In additin t selecting yuth based n PREPA criteria, ICEM als emphasized the imprtance f selecting yuth based n entrepreneurial tendencies. ICEM interviewed eligible yuth in rder t identify individuals wh had entrepreneurial characteristics, were mtivated and already had a business idea. ICEM was able t enrll 133 yung peple (44 males/ 89 females) in entrepreneurship training. Of thse enrlled, 92 (31 males/ 61 females) actively participated and 86 (27 males/ 59 females) graduated. ICEM defines active participants as yuth that attended training sessins independent f the number f absences. T be cnsidered a graduate, a participant culd nt have mre than tw unjustified absences. The number f participants disaggregated by gender and lcatin is illustrated in the table belw. ICEM decided t facilitate three halfday trainings t cater twards in-schl yuth. These yuth attended entrepreneurship training either befre r after schl each day. ICEM will prvide business startup supprt services fr 85 f the 86 graduates in the upcming quarter. One male graduate frm Tsalala decided that he did nt wish implement his business plan and thus declined t receive fllw-up supprt services. Annex 2 cntains a cmprehensive list f graduates and their business ideas. c) Challenges ICEM encuntered tw main challenges while wrking with the target ppulatin: high drput rates and pr Prtuguese cmmunicatin skills. Of 133 yuth that registered fr the entrepreneurship curse, 31% failed t shw up t a single curse. When cntacted, the yuth either claimed that they were n lnger interested r were n lnger available t participate. Of the 92 yuth that attended sessins, nly 6 drpped ut demnstrating a participating student pass rate f 94%. n lnger available, tw males cited lack f mtivatin, ne male fund the curse t be t difficult, and ne male left because he had been ffered a jb. The majrity f the beneficiaries demnstrated very lw capacity in ral and written Prtuguese and sme had very little interest in the curse material. The trainers suspected that many yuth enrlled in the training fr free meals and nt t becme entrepreneurs. T address these issues, ICEM tk measures t increase the mrale amngst the students and adjusted the training methdlgy. ICEM s trainers increased mrale by maintaining strict discipline in the classrm and by inviting rle mdels frm the cmmunity t share their persnal success stries with the beneficiaries. These guest speakers included bank managers and entrepreneurs. In respnse t the learning challenges demnstrated by mst beneficiaries, the trainers simplified ral cmmunicatin and increased their usage f examples, demnstratins and inclass exercises. As the curse prgressed and it became clear t the yuth that they were gaining practical skills that culd imprve their lives, the yuth became mre enthusiastic and engaged in the training material. III. Mnitring and Evaluatin A. Beneficiary Data Baseline surveys were cnducted fr UPA Cycle 5 and CODD Cycle 3 beneficiaries regarding the beneficiaries situatin and attitudes n the first day f PTS training. Exit surveys will be cnducted n the last day f PTS training t assess the changes in their attitudes and level f resiliency. The instrument used is the Cnnr-Davidsn Resilience Scale (CD-RISC) survey. 2 All beneficiary data will be available in the final prject reprt. B. End f Prject Evaluatin IYF cntracted Nyah&Kaeli Cnsultants, t cnduct an end f prject evaluatin fr the PREPA prject. Annex 3 Draft Evaluatin Statement f Wrk EVALUATION STATEMENT OF WORK I. Prgram Backgrund PREPA: Preparaçã Labral para Jvens (PREPA) is a partnership between IYF and USAID/ Mzambique under the U.S. gvernment s PEPFAR prgram. With a start date f January 1, 2012, this three-year 3 US$1.2 millin prject aims t imprve livelihd pprtunities fr highly vulnerable in- and ut-f-schl yuth and members f their husehld. Per the agreement, the bjectives f the prgram are t: Strengthen the emplyability and entrepreneurship skills f yuth and ensure that these skills are aligned with labr market demands s that yuth are well equipped fr emplyment pprtunities; Strengthen the life skills f vulnerable yuth thrugh training, particularly related t HIV preventin and adlescent reprductive health; and Imprve cllabratin and build lcal capacity thrugh alliances, partnerships, and exchanges amng training institutes, yuth-serving rganizatins and the private sectr. The target grup includes three categries f HIV affected/infected yuth, with an emphasis (apprximately 75%) n the yunger age chrt f 15 t 18 year lds. As shwn in the graphic belw, training in life skills and reprductive health is at the cre f services ffered t target yuth under PREPA, befre they pursue varius livelihd tracks. Life skills lessns were selected and translated frm IYF s Passprt t Success (PTS) prgram. PTS, IYF s flagship Life Skills prgram, has the critical life and emplyability skills needed t empwer yuth with the sft skills needed t perate effectively in life. PTS has been tested and prven as a mdel in mre than 30 cuntries thrughut the wrld. IYF translated 42 lessns int Prtuguese fr the first time fr the PREPA prgram in Mzambique. PTS life skills lessns are cmplemented by nine lessns frm the Jhns Hpkins University s G Girls! (Avante Raparigas) and G Students! (Avante Estudantes) prgrams. These curricula were chsen fr reprductive health (RH) lessns that have already been adapted t the lcal Mzambican cntext and translated in Prtuguese. Given the sensitive reprductive health issues affecting Mzambican yuth, it was deemed best t use RH lessns frm JHU.
