Versie 1.0.0 1 DOEL EN TOEPASSINGSGEBIED Deze instructie geldt voor het exporteren van schapen naar Brazilië en beschrijft de voorwaarden die worden gesteld aan de invoer in Brazilië, de controles die hiervoor moeten worden uitgevoerd door de NVWA, en de gegevens die het bedrijfsleven moet aanleveren aan de NVWA. Over de certificeringseisen die gelden voor de export van schapen naar Brazilië zijn officiële bilaterale afspraken gemaakt. Deze afspraken zijn bindend, van deze afspraken kan dus niet worden afgeweken. 2 WETTELIJKE BASIS 2.1 EU-regelgeving Richtlijn 9168EEG 2.2 Nationale wetgeving Gezondheid- en welzijnswet voor dieren, artikel 79 Wet dieren 2.3 Overige Bilaterale afspraken tussen Brazilië en Nederland. 3 DEFINITIES n.v.t. 4 WERKWIJZE De export van schapen naar Brazilië is toegestaan. Certificaat zie bijlage 1 Toelichting bij het certificaat Algemeen Raadpleeg vooraf de instructie Tijdelijke Maatregelen Derde Landen (TMDL-01) op mogelijke exportbeperkingen. Als in de TMDL-01 informatie staat die in strijd is met een landeninstructie dan is de informatie vermeld in de TMDL-01 leidend. Verklaring 1 De OIE kent voor runderpest en ppr (= peste des petits ruminants) officieel vrij programma s, voor de overige ziekte niet. Daarvoor geldt de vrij-status. Nederland heeft de officieel vrij-status van voornoemde ziekten en is ook vrij van Rift Valley koorts en schapen- en geitenpokken op basis van de EUvoorwaarden. Deze verklaring kan worden afgegeven na controle van de dierziektesituatie. Informatie over de dierziektesituatie te vinden op NVWA-intranet, afdeling NVWA Incident en Crisiscentrum (NVIC), of is rechtstreeks opvraagbaar bij deze afdeling. Verklaring 2 Deze verklaring is af te geven na controle van de dierziektesituatie. Vaccinatie tegen mond-en-klauwzeer is niet toegestaan. Verklaring 3 Deel 3.1 Nederland heeft op basis van de OIE-criteria de verwaarloosbare BSE-status. Op basis hiervan is deze verklaring af te geven. Deel 3.2 van deze verklaring kan worden afgegeven na controle van de dierziektesituatie. Informatie over de dierziektesituatie te vinden op NVWA-intranet, afdeling NVWA Incident en Crisiscentrum (NVIC), of is rechtstreeks opvraagbaar bij deze afdeling. Deel 3.3 kan worden afgegeven als de dieren geboren zijn na de datum van ingang van de feed ban 01-01-2001. Deel 3.4 kan worden afgegeven wanneer de schapen en de ouderdieren (ooi en ram) afkomstig zijn uit Nederland of een land met een vergelijkbare BSE-status (verwaarloosbaar BSE-risico). Deze verklaring is af te geven na controle van de dierziektesituatie. Informatie over de dierziektesituatie is te vinden op NVWA-intranet, afdeling NVWA Incident en Crisiscentrum (NVIC), of is rechtstreeks opvraagbaar bij deze afdeling. Deel 2 van deze verklaring kan worden afgegeven wanneer de schapen en de ouderdieren (ooi en ram) uit Nederland of een land die een vergelijkbare scrapie-status heeft. De belanghebbende moet de afstammingsgegevens en de verblijfsplaatsenlanden hiervan aanleveren. Zie voor de actuele situatie httpwww.oie.intwahis_2publicwahid.phpcountryinformationreportingreporthistory Verklaring 5 De ziekten die genoemd worden zijn geen aangifteplichtige ziekten. Voor maedi-visna (schapen) caprine arthritis encephalitis (geiten) geldt dat de verklaring kan worden afgegeven op basis van een zwoegerziekte-vrij verklaring van de GD of van de NSFO voor het betreffende bedrijf. Voor de overige genoemde ziekten kan deze verklaring worden afgegeven op basis van een achterliggende verklaring met gelijke strekking van de aan het bedrijf verbonden dierenartspracticus, aan te leveren door belanghebbende. Verklaring 6 De opgesomde ziekten zijn deels aangifteplichtig (bijvoorbeeld Q-koorts), echter het gaat er om dat de ziekten niet voorgekomen zijn op het bedrijf gedurende twaalf maanden voorafgaand aan de export. Deze verklaring worden afgegeven op basis van een achterliggende verklaring met gelijke strekking van de aan het bedrijf verbonden dierenartspracticus, aan te leveren door belanghebbende. Verklaring 7 De opgesomde ziekten zijn deels aangifteplichtig (bijvoorbeeld Antrax), echter het gaat er om dat de ziekten niet voorgekomen zijn op het bedrijf gedurende zes maanden voorafgaand aan de export. Deze verklaring worden afgegeven op basis van een achterliggende verklaring met gelijke strekking van de aan het bedrijf verbonden dierenartspracticus, aan te leveren door belanghebbende. Verklaring 8 De opgesomde ziekten zijn deels aangifteplichtig (bijvoorbeeld vesiculaire stomatitis), echter het gaat er om dat de ziekten niet voorgekomen zijn op het bedrijf gedurende zes maanden voorafgaand aan de export. Deze verklaring kan worden afgegeven op basis van een achterliggende verklaring met gelijke strekking van de aan het bedrijf verbonden dierenartspracticus, aan te leveren door belanghebbende. Verklaring 9 Deze verklaring kan worden afgegeven wanneer de dieren ten minste 30 dagen in isolatie zijn geweest De belanghebbende maakt met de NVWA vooraf afspraken over de quarantaine (zie instructie HORQU- 01). Wanneer het onderzoek voor de testen die gedaan moeten worden langer dan 30 dagen in beslag neemt dan wordt de isolatieperiode verlengd. Verklaring 10 Deze verklaring kan worden afgegeven op basis van negatieve laboratoriumuitslagen van de te exporteren partij, aan te leveren door belanghebbende. De testen mogen worden verricht bij WBVR enof GD. Verklaring 11 Deze verklaring kan worden afgegeven als de vaccinaties en behandelingen met geregistreerde middelen hebben plaatsgevonden. Verklaring 12 Deze verklaring kan worden afgegeven als het transport van de dieren rechtstreeks naar de plaats van vertrek (vliegveld) in een, door de certificerend dierenarts, verzegelde vrachtwagen plaatsvindt. Verklaring 13 Alle materialen die met de dieren worden geëxporteerd (bijvoorbeeld bezemstiften etcetera) moeten vooraf worden gedesinfecteerd (met bijvoorbeeld Halamid); het voer moet persbrok zijn. Versie 1.0.0 Deze verklaring kan worden afgegeven na controle van bovenstaande. Verklaring 14 Deze verklaring kan worden afgegeven na controle van de dieren door de certificerend dierenarts. Verklaring 15 De zinsnede at the time of boarding moet hier worden geïnterpreteerd als het moment van laden op de exportlocatie. Na het laden moet de vrachtwagen door de certificerende dierenarts worden verzegeld. Deze verklaring kan worden afgegeven na controle van de dieren door de certificerend dierenarts. 5 BEVOEGDHEDEN EN VERANTWOORDELIJKHEDEN De NVWA-dierenarts is bevoegd en verantwoordelijk voor het afgeven van het certificaat. 6 TOELICHTING In januari 2017 zijn met Brazilië afspraken gemaakt over de export van schapen.
