Objective(s) of the study Impact Assessment of Inmetro`s R&D Project of the certified reference material (CRM) for ethanol in water used as input to the execution of the Brazilian Dry Law (to calibrate the measurement instrument-breath analyzer); Intervention analyzed: the development effort of this CRM R&D Project (as a public investment) and their introduction on the legal metrological process that results on the execution of the Brazilian Dry Law.

Most important results of the study R&D project achieved the objective: self-sufficiency on the production of the CRM that is used in the calibration of breath analyzers. Before development, the RM was imported (not certified!). This was an important constraint/restriction of the legal metrological process: Between January 2006 and May 2012 the national production of this CRM avoided imports of R$ 2,35 millions from other countries; Using CRM in spite of RM traceability in the legal metrology process. Knowledge and technology spillover from this first CRM developed development of many other CRMs: laboratorial infrastructure installed; learning process - new important CRMs (more than 50 types) using the same technology and used at others metrological process; calculation of Measurement Uncertainty e laboratorial comparison among National Metrology Institutes.
Most important results of Brazilian Dry Law According to the Brazilian Ministry of Health, hospitalizations and deaths decreased by more than 20% one year after the Dry Law entered into force; In the second half of 2008, 2,723 deaths related to traffic accidents were registered, against 3,519 registered in the same period of 2007 a reduction of 22.5%; The number of hospitalizations decreased from 105,904 to 81,359 in the same period a 23% drop in public health care to victims of traffic accidents.
Most important results of Brazilian Dry Law Another important issue concerns the amount of resources saved by reducing the number of accidents due to alcohol consumption: In 2009, Sao Paulo government estimated that the Dry Law provided savings of at least R$ 17 million; According to data collected in 30 hospitals, the number of traffic victims decreased 18.9%, representing 1,400 patients less per month. The Dry Law has changed, permanently, the behavior of drivers in Brazil and consequently has reduced the statistics of traffic accidents. And in the whole process, the confidence provided by Inmetro in the measurements performed by breath analyzers (including the development of CRMs used in the calibration of such instruments) has played a key role.
