Economista, graduado pela Universidade Federal do Rio de Janeiro - UFRJ, com mestrado em Ciências Econômicas pela Universidade de Londres. Diplomata de carreira desde 1968, ele serviu nas Embaixadas de Buenos Aires e Londres, na Embaixada de Ottawa e na Organização dos Estados Americanos em Washington D.C. Ele foi Embaixador do Brasil no Paraguai (2000-2004), China (2004-2008) e Japão (2008-2010). Castro Neves foi Professor de Economia do Instituto Rio Branco, do Instituto de Ciência Política e Relações Internacionais da Universidade de Brasília e da Escola de pós-graduação em Economia da Fundação Getúlio Vargas. No Brasil, foi subchefe de Assuntos Econômicos da Secretaria Geral do Conselho de Segurança Nacional, Secretário-Executivo de Assuntos Estratégicos da Presidência da República, Diretor Geral do Departamento das Américas e Secretário Geral Adjunto do MRE. Também foi Coordenador Nacional do Brasil no Grupo do Rio e integrou o Conselho de Administração da Itaipu Binacional. Luiz Augusto Castro Neves is Chairman of the Board of Trustees at the Brazilian Center for International Relations (CEBRI). He graduated in Economics from Universidade Federal do Rio de Janeiro (UFRJ) and holds a Master degree in Economics from the University of London. Mr. Castro Neves is a career diplomat since 1968, he served in Embassies in Buenos Aires, London, Ottawa and at the Organization of American States (OAS) in Washington D.C. He was Ambassador of Brazil in Paraguay (2000-2004), China (2004-2008) and Japan (2008-2010). He was Professor at the Rio Branco Institute, at the Institute of Political Science and International Relations of Universidade de Brasilia and at the School of Post-Graduate Studies 1

in Economics of Fundação Getúlio Vargas. In Brazil, he was Deputy Chief of Economic Affairs from the National Security Council, Executive Secretary for Strategic Affairs of the Presidency and Secretary General of the Brazilian Ministry of Foreign Affairs. He was the Brazilian National Coordinator of the Rio Group and joined the Itaipu Board of Directors. João Pontes Nogueira João Pontes Nogueira possui graduação em Economia pela Universidade Federal do Rio de Janeiro (1984), mestrado em Relações Internacionais pela Pontifícia Universidade Católica do Rio de Janeiro (1994), doutorado em Relações Internacionais pela University of Denver (1998) e pós-doutorado pela University of Victoria (2008). Atualmente é Diretor do Instituto de Relações Internacionais (IRI) da PUC-Rio, Membro de corpo editorial do Contexto Internacional, Membro de corpo editorial da International Political Sociology, Membro de corpo editorial da Cena Internacional (UnB), Diretor do Associação Brasileira de Relações Internacionais e Membro de corpo editorial da Fronteira (PUC-MG). Tem experiência na área de Ciência Política, com ênfase em Política Internacional. Atuando principalmente nos seguintes temas: Teoria das Relações Internacionais, Globalização, Espaço, Territorialidade. João Pontes Nogueira has Bachelor degree in Economics from the Federal University of Rio de Janeiro (UFRJ, 1984), Master s degree in International Relations from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio, 1994), PhD from the University of Victoria (1998) and post doctoral studies at the University of Victoria (2008). Current Director of the Institute of International Relations (IRI) at PUC-Rio. Member of the editorial boards of the journals Contexto Internacional, International Political Society, Cena Internacional (UnB) and Fronteira (PUC-MG). Former Director of the Brazilian Association of International Relations. Area of specialization: Political Science, with a focus on International Politics. Works mainly on International Relations Theory, Globalization, and Space and Territoriality. PALESTRANTES SPEAKERS Alexandra A. Arkhangelskaya Alexandra A. Arkhangelskaya é Bacharel em Relações Internacionais pela Universidade de Pretoria, África do Sul, e obteve o seu PhD em Relações Internacionais pelo Instituto de Estudos Africanos, da Russian Academy of Sciences em 2009. Seu campo de especialização inclui o papel das potências emergentes na África, a relevância do BRICS e sua influência nas relações africanas, no IBAS e na África do Sul, além do estudo da política externa sul-africana. Alexandra também possui experiência como PhD Researcher do Instituto de Estudos Africanos, da Russian Academy of Sciences, e Pesquisadora do Centro de Estudos Sul- Africano, do mesmo Instituto. Foi Chefe do Young African Studies Researchers Committee do Instituto de Estudos Africanos, na Russian Academy of Sciences e atualmente é Chefe do Centre for Information and International Relations, do mesmo Instituto, e Membro do Scientific Council of the National Committee for Research do BRICS. 2

Alexandra A. Arkhangelskaya has a Bachelor Degree in International Relations at the University of Pretoria, South Africa, and obtained her PhD in International Relations by the Institute for African Studies, at the Russian Academy of Sciences in 2009. Her field of specialization includes the role of emergent powers in Africa, the relevance of BRICS and its influence in African relations, on IBAS and in South Africa, besides the study of South African foreign policy. Ms. Arkhangelskaya also has experience as PhD Researcher of the Institute for African Studies, at the Russian Academy of Sciences, and Researcher of the Center of Southern African Studies, at the same Institute. She was Head of the Young African Studies Researchers Committee of the Institute for African Studies, at the Russian Academy of Sciences and currently is Head of the Centre for Information and International Relations, at the same Institute, and Member of the Scientific Council of the National Committee for Research of BRICS. Ravni Thakur Ravni Thakur é graduada em Língua Chinesa e Literatura pela Jawahar Lal Nehru University, PhD pelo Sinology Institute (1993), da Leiden University, e Mestre em Desenvolvimento pelo Institute of Social Studies da The Hague University, em 1995. Ravni Thakur tem experiência como Coordenadora de Pesquisa no Programa das Nações Unidas para o Desenvolvimento (PNUD)/ Institute of Social Studies Advisory Service (1985-1989), Diretora de Pesquisa da Alkazi Foundation for the Arts em Nova Deli (1999-2002), Pesquisadora e Professora Associada da Delhi University (2002-2004/2005-ternure position) e Diretora do Euro-Asia Institute na Jamia Millia Islamia (2005-2010). Possui uma vasta lista de artigos publicados em torno de temas como estudos sociológicos, de gênero e economia política sobre a sociedade chinesa e os impactos da literatura teórica ocidental, além da relação entre China e Índia e seus efeitos no Leste Asiático e no contexto internacional. Ravni Thakur is graduated in Chinese Language and Literature by the Jawahar Lal Nehru University, PhD by the Sinology Institute (1993) on Leiden University. She also has a Master Degree in Development Studies by the Institute of Social Studies of The Hague University, in 1995. Ravni Thakur has experience as Research Coordinator on the United Nations Development Programme (UNDP) / Institute of Social Studies Advisory Service (1985-1989), Director of Research at the Alkazi Foundation for the Arts in New Delhi (1999-2002), Researcher and Associated Professor at Delhi University (2002-2004/2005 ternure position) and Director of the Euro-Asia Institute at Jamia Millia Islamia (2005-2010). She has a vast list of publicated articles around themes like sociological studies, gender and political economy about the Chinese society and the impacts of theorical western literature, besides the relation between China and India and its effects on the East Asia and on the international context. Zhiwei Zhou Zhiwei Zhou é formado em História pela Universidade Normal de Hunan (1999), e possui Mestrado em História da América Latina pela Universidade de Hubei, concluído em 2002, no mesmo ano em que iniciou sua carreira como Pesquisador associado do Departamento de Relações Internacionais do Instituto de América Latina e Secretário-geral do Centro de Estudos Brasileiros do ILAS na Academia Chinesa de Ciências Sociais (CASS). Em 2007 foi convidado para o cargo de Professor Visitante do Instituto de 3

Relações Internacionais da USP e em 2009 conclui o curso de Doutorado em Política Internacional no Instituto de América Latina da CASS. Especializou-se em relações diplomáticas do Brasil, onde realizou um estudo sintético do Brasil e de suas relações regionais dentro da América Latina. Atualmente concentra seus estudos no tema O surgimento do Brasil e suas Influências à estrutura internacional e à China e possui um estudo programado no Brasil, financiado pela Fundação Ford, chamado O mecanismo de administração de recursos naturais do Brasil. Zhiwei Zhou has a Bachelor Degree in History by the Hunan Normal University (1999), a Master Degree in History of Latin America by the University of Hubei, concluded in 2002, same year he initiated his career as Associate Researcher at the Department of International Relations in the Latin America Institute and Secretary-General of the Center for Brazilian Studies of ILAS on the Chinese Academy of Social Sciences (CASS). In 2007 he was invited for the post of Visiting Professor at the International Relations Institute of USP and in 2009 concluded the Doctorate course of International Politics in the Latin America Institute of the CASS. He specialized in issues of diplomatic relation of Brazil, and made a synthetic study over the country and its regional relations inside Latin America. Currently he concentrates his studies over the theme The appearance of Brazil and its Influences to the international structure and to China. He also has a programmed study in Brazil, financed by Ford Foundation, called The mechanism of administration of natural resources of Brazil. MODERAÇÃO MODERATION Adriana de Queiroz Adriana de Queiroz é Coordenadora Executiva do Centro Brasileiro de Relações Internacionais (CEBRI). Possui Mestrado e Graduação em Economia. Obteve o certificado Academy of WTO Law and Policy pela Georgetown University de Washington, D.C., USA e em "U.S. Trade Policy" do International Visitor Leadership Program (IVLP) do Governo dos EUA. Adriana é especialista em Economia e Política Internacional, com foco em Comércio Internacional (Defesa comercial, Barreiras Não-Tarifárias, etc). Como Coordenadora Executiva do CEBRI é responsável pela elaboração e coordenação de projetos em temas de Comércio Internacional, Desenvolvimento, Cooperação Internacional, Governança Global, Geopolítica, Energia, Meio-Ambiente, Integração, bem como a organização de mesas-redondas e conferências. Foi Assessora-Adjunta do Departamento Econômico e Assessora do Conselho de Relações Internacionais da Federação de Indústrias do Estado do Rio de Janeiro FIRJAN; Assistente de Pesquisa da CEPAL Comissão Econômica para América Latina e Caribe e Assistente de Pesquisa nas divisões de Pobreza e Desigualdade e Educação, Renda e Consumo do IPEA - Instituto de Pesquisa e Economia Aplicada. 4

Adriana De Queiroz is the Executive Coordinator at the Brazilian Center for International Relations (CEBRI). Ms. De Queiroz holds a Master and a Bachelor Degree in Economics. She obtained the Academy of WTO Law and Policy certificate from Georgetown University and the "U.S. Trade Policy IVLP Program" from the U.S. Government. As the Executive Coordinator at CEBRI, Ms. De Queiroz is responsible for projects on issues including international trade, development, international cooperation, global governance, geopolitics, energy, environment, and integration, financed by multilateral institutions and foreign governments. Before joining CEBRI, she worked as Co-Advisor to the Economic Advisory Department and to the International Relations Council at the Federation of Industries of Rio de Janeiro; was Research Assistant at ECLAC - Economic Commission for Latin America and the Caribbean and Research Assistant of the division of poverty, inequality and education, income and consumption at the IPEA - Institute of Applied Economic Research. 5
