1 Página de 13 REQUISITOS ZOOSSANITÁRIOS PARA IMPORTAÇÃO TEMPORÁRIA DE EQÜÍDEOS DE TERCEIROS PAÍSES HEALTH REQUIREMENTS FOR TEMPORARY IMPORTATION OF EQUIDS FROM THIRD COUNTRIES I. INFORMAÇÕES GERAIS/ GENERAL INFORMATION Os requisitos aqui especificados foram elaborados de acordo com a Resolução GMC MERCOSUL nº 21/07, internalizada pela Instrução Normativa nº 10 de 28 de março de 2008 e modificada pela Resolução GMC MERCOSUL nº 53/10. / The requirements here stated were elaborated according to the Resolution GMC MERCOSUL nº 21/07 published in Brazil by Instrução Normativa nº 10 in March, 28, 2008 and modified by Resolution GMC MERCOSUL nº 53/10. Importação Temporária: compreende os eqüídeos importados para fins não reprodutivos, sob supervisão oficial, com período de permanência e condições operacionais definidos, ao momento da emissão da Autorização de Importação. Superado o prazo definido, serão aplicadas as medidas para o cumprimento das condições sanitárias previstas nos Requisitos Zoossanitários para Importação Definitiva ou para Reprodução de eqüídeos de Terceiros Países. Temporary Importation: concerns the equids imported for non-reproductive purposes, kept under official supervision, with a period of permanence and operational conditions set at the moment of the Import Permit issuance. After the end of the deadline of permanence set at the import permit, arrangements will be made for the accomplishment of the health conditions set at the Health Requirements for Permanent Importation or Reproduction of Equids from Third Countries. 1. Toda importação de eqüideos para o Brasil deverá estar acompanhada de Certificado Veterinário Internacional, emitido na língua oficial do país exportador e em português, assinado ou endossado por veterinário do Serviço Oficial do país exportador. O país exportador deverá elaborar os modelos de certificados, baseado nas exigências requeridas neste documento. All equids importation into Brazil must be accompanied by an International Veterinary Certificate issued in the official language of the exporting country, as well as in Portuguese, signed or endorsed by a veterinarian of the Official Service of the exporting country. The exporting country must prepare the health certificates based on the requirements set out on this document. 2. A emissão do certificado zoossanitário deverá ser realizada num período não superior a 5 (cinco) dias do embarque. The health certificate must be issued within 5 (five) days before shipment. 3. Será realizada uma inspeção no momento do embarque, certificando a condição sanitária satisfatória, conforme estabelecido na presente Resolução e esta condição deverá ser atestada pelo Veterinário Oficial no ponto de saída do país de procedência. The equid must be inspected during shipment for the certification of the health condition according to this Resolution. This condition must be certified by the Official Veterinary on the departure site in the country of origin. 4. Os eqüídeos deverão ser identificados por meio de resenhas emitidas pelo Veterinário Oficial do país de origem ou procedência. No caso de serem apresentados documentos do tipo Passaporte Eqüino ou outra documentação equivalente, emitidos por entidades reconhecidas e devidamente endossados pelo Serviço Veterinário Oficial do país correspondente, poderá ser aceita a resenha que conste nestes documentos. Neste caso, a referência do documento deverá constar no Certificado Veterinário Internacional que acompanha a exportação. Ainda assim, qualquer outra identificação individual (tais como tatuagem ou microchip), deverá também constar no Certificado Veterinário Internacional. The equids imported must be identified by silhouettes issued by the Official Service of the country of origin. In case of animals with documents such as Equine Passport or another

2 Página de 13 equivalent document issued by recognized entities and endorsed by the Official Veterinary Service of the exporting country, the silhouettes of this document can be accepted. In this case, the references of the document must appear in the International Veterinary Certificate which follows the exportation. Futhermore any individual certification (like tattoos or microchips) must also appear in the International Veterinary Certificate. 5. Os exames laboratoriais, quando requeridos, deverão ser realizados em laboratórios oficiais ou credenciados pelo Serviço Veterinário Oficial do país de procedência e terão validade de 30 (trinta) dias enquanto os animais permanecerem sob supervisão oficial e não entrem em contato com eqüídeos de condição sanitária inferior. O período de 30 (trinta) dias não se aplica àquelas doenças que se determine um período específico diferente. The laboratory tests, when required, must be carried out at official laboratories or accredited by the Official Veterinary Service of the country of origin and will be valid for 30 (thirty) days, while the animals remain under official supervision and not get in contact with other equids of inferior health condition during this period. The 30 (thirty) day period is not applied for the diseases that any other specific period is determined. 6. O país exportador que se declarar livre perante a OIE em seu território ou zona do mesmo e obtiver reconhecimento dos Estados Partes para alguma das doenças que se requerem provas ou vacinações estará isento da realização das mesmas, assim como isento da certificação de propriedades livres. Neste caso, a certificação de país ou zona livre das doenças em questão deverá ser incluída no certificado. The country which declares itself to the OIE as territory, zone or country free from disease and obtains this recognition from the MERCOSUR countries, must include this information in the certificate in instead of the certification of tests, vaccines or establishments free from disease. 7. Os animais a serem exportados devem ter permanecido no país exportador pelo menos 60 (sessenta) dias anteriores ao embarque. The animals to be exported must have remained in the country of origin for at least 60 (sixty) prior to shipment. 8. Será exigido do representante legal da importação dos animais, uma declaração juramentada na qual conste que os eqüinos importados temporariamente não serão utilizados para fins reprodutivos. It will be required to the legal representative responsible for the importation of the animals to present an affidavit in which it is stated that the animals temporarily imported will not be used for reproductive purposes. II. INFORMAÇÕES ZOOSSANITÁRIAS / HEALTH INFORMATION: A. DO PAIS EXPORTADOR / CONCERNING THE EXPORTING COUNTRY: 9. O país de procedência deverá declarar-se oficialmente livre de peste eqüina africana e encefalomielite eqüina venezuelana de acordo com o estabelecido no Código Sanitário para os Animais Terrestres da Organização Mundial de Saúde Animal (Código Terrestre da OIE). The country of origin has to be declared as free from African horse sickness and Venezuelan equine encephalomyelitis in compliance with the Terrestrial Animal Health Code from the World Organisation for Animal Health (OIE Terrestrial Code). 10. Para o caso de encefalite japonesa, linfangite epizoótica ou infecções por vírus Kunjin, os animais deverão ter permanecido pelo menos 90 (noventa) dias anteriores à exportação em um país onde nunca foi registrada a ocorrência destas doenças. Se for reconhecida uma zona livre de encefalite japonesa pelos Estados Partes, os eqüídeos só poderão proceder desta região quando resultarem negativos às provas diagnósticas correspondentes.

3 Página de 13 In case of Japanese encephalitis, epizootic lymphangitis, or Kunjin virus infections, the animals must have remained for 90 (ninety) days prior to exportation in a country where the occurrence of these diseases were never registered. If recognized as a zone free of Japanese encephalitis by the MERCOSUR countries, the equids may proceed from this area when they result negative to the correspondent diagnostic tests. 11. Para a importação de países que se declaram livres de mormo e durina, de acordo com o estabelecido no Código Terrestre da OIE, e esta condição é reconhecida pelo Brasil, que os eqüídeos permaneceram desde seu nascimento ou durante os últimos 6 (seis) meses anteriores à exportação, neste país. For importation from countries declared as free from glanders and dourine, in compliance with the OIE Terrestrial Code, and this condition recognized by Brazil; the equids must have remained since birth or during the last 6 (six) months before the exportation, in this country. 11.1) para a importação de países que não se declaram livres de mormo e durina, de acordo com o estabelecido no Código Terrestre da OIE, ou quando não houver o reconhecimento de país livre pelos Estados Partes que conste no Certificado Veterinário Internacional que: for importation from countries that are not declared as free from glanders and dourine, in compliance with the OIE Terrestrial Code or when are not recognized as free by the MERCOSUR countries, the following information have to appear in the International Veterinary Certificate: a. os eqüídeos permaneceram, durante os últimos 6 (seis) meses anteriores ao embarque, em um estabelecimento no qual não foi reportado oficialmente nenhum caso de mormo ou durina durante esse período, the equids have remained during the last 6 (six) months prior to shipment in a holding where it was not officially reported any case of glanders or dourine during this period, e/and b. resultaram negativos para as provas diagnósticas correspondentes, realizadas durante os 15 (quinze) dias anteriores ao embarque. resulted negative to the corresponding diagnostic tests carried out within 15 (fifteen) days prior to shipment. 12. Para a importação de países onde não foram reportados oficialmente casos de infecção por vírus do Nilo Ocidental e esta condição é reconhecida pelo Brasil, que os eqüídeos tenham permanecido desde seu nascimento ou durante os últimos 2 (dois) meses anteriores à exportação neste país. For importation from countries that cases of West Nile virus infections were not officially reported and that this condition is recognized by Brazil, the equids must have remained since birth or during the last 2 (two) months prior to exportation in this country. Nota: No caso da importação de animais vacinados, que conste no Certificado Veterinário Internacional a informação que assegure a vacinação correspondente. Note: In case of exportation of vaccinated animals, the information confirming the vaccination has to appear in the International Veterinary Certificate. 12.1) para a importação de países onde foram reportados oficialmente casos de infecção por vírus do Nilo Ocidental, que conste no Certificado Veterinário Internacional que: for importation from countries where it was officially reported cases of West Nile virus infections, the following information have to appear in the International Veterinary Certificate: a. os eqüídeos permaneceram durante os últimos 30 (trinta) dias anteriores ao embarque em um estabelecimento no qual não foi reportado oficialmente nenhum caso de infecções por vírus do Nilo Ocidental em eqüídeos, e tais estabelecimentos não se encontram interditados por razões sanitárias,

4 Página de 13 the equids remainde during the last 30 (thirty) days prior to shipment at a holding where no case of West Nile infection was officially reported in equids and these establishments are not closed due to sanitary reasons e/and b1. foram vacinados com vacinas oficialmente aprovadas e tenham finalizado o protocolo de vacinação há pelo menos 30 (trinta) dias anteriores ao embarque e essas informações constam no Certificado Veterinário Internacional the equids were vaccinated with officially approved vaccines and were submitted to the full vaccination protocol at least 30 (thirty) days prior to shipment and these information appear in the International Veterinary Certificate ou/or b2. resultaram negativos para as provas diagnósticas estabelecidas, realizadas durante os 15 (quinze) dias anteriores ao embarque e procedem de áreas onde, em um raio de 10 Km, não foi reportado oficialmente nenhum caso de infecção por vírus do Nilo Ocidental nas espécies susceptíveis, durante os 30 (trinta) dias anteriores ao embarque. Nota: No caso de eqüídeos vacinados contra infecção do vírus do Nilo Ocidental, os mesmos deverão estar devidamente identificados mediante alguns dos seguintes sistemas: the equids resulted negative to the set diagnostic tests performed within 15 (fifteen) days prior to shipment and come from areas which, in a 10 km range, it was not reported any case of West Nile virus infection in susceptible species during 30 (thirty) days prior to shipment. Note: In case of equids vaccinated against West Nile virus infection, they have to be correctly identified by any of the following systems: 1) aplicação de transponder; use of transponder (microchip); 2) outro método de identificação equivalente (por exemplo, tatuagem). other equivalent identification method (for example, tattoo). Nota: O transponder deve estar de acordo com as Normas ISO ou o Anexo A da Norma 11785, e deve ser aplicado sobre o lado esquerdo do ligamento da nuca a aproximadamente 25 cm da nuca. No caso da utilização de outro tipo de microchip internacionalmente aceito, o responsável pelos eqüídeos identificados deverá disponibilizar os leitores correspondentes. Note:The transponder must be in compliance with the ISSO Norm or the Annex A of the Norm and must be applied in the left side of the nuchal ligament at approximately 25 cm from the nucha. In case of use of any other internationally accepted microchip, the person in charge of the animal must have at his disposal the corresponding readers. B. DO ESTABELECIMENTO DE PROCEDÊNCIA DOS EQÜÍDEOS / CONCERNING THE ESTABLISHMENTS OF ORIGIN: 13. Não foram reportados oficialmente, nos estabelecimentos de procedência, casos de varíola eqüina, anemia infecciosa eqüina, encefalomielite eqüina leste e oeste, linfangite epizoótica, rinopneumonia eqüina, raiva, carbúnculo bacteriano, arterite viral eqüina, surra, exantema coital eqüino, infecções por Nipah vírus, Hendra vírus ou outras encefalites parasitárias ou infecciosas dos eqüídeos, durante os últimos 90 (noventa) dias anteriores ao embarque. At the establishments of origin, it was not officially reported any case of horse pox, equine infectious anaemia, Eastern and Western equine encephalomyelitis, epizootic linphangytis, equine rhinopneumonitis, rabies, anthrax, equine viral arteritis, surra, equine coital exanthema, Nipah virus, Hendra virus infections or any other parasitical or infectious encephalitis of the equids, within 90 (ninety) days prior to shipment.

DA QUARENTENA DOS ANIMAIS NA ORIGEM / CONCERNING THE QUARANTINE OF THE ANIMALS AT THE ORIGIN: 15. Os eqüídeos serão quarentenados em um local aprovado no país de procedência, sob supervisão do Serviço Veterinário Oficial, por um período mínimo de 14 (quatorze) dias. Quando forem requeridas provas diagnósticas com um período de realização maior que 14 (quatorze) dias, o período de quarentena deverá ser ampliado pelo tempo necessário estabelecido pela metodologia. The equids have to be quarantined at an approved site in the country of origin under the supervision of the Official Veterinary Service, during 14 (fourteen) day a minimum period. When diagnostic tests require a period longer than fourteen days to be released, the quarantine period will be extended according to the the necessary time established by the test methodology. D. DAS PROVAS DE DIAGNÓSTICO / CONCERNING THE DIAGNOSTIC TESTS 16. Os eqüídeos deverão ser submetidos, durante o período de quarentena, a provas de diagnóstico, em laboratório oficial ou credenciado, e apresentarem resultados negativos para as seguintes doenças: During the quarantine period, the equids have to undergo through diagnostic tests performed in official or accredited laboratories, and the result negative for the following diseases: ANEMIA INFECCIOSA EQÜINA imunodifusão em gel de agar (teste de Coggins). EQUINE INFECTIOUS ANAEMIA agar-gel immunodiffusion assay (Coggins test). ESTOMATITE VESICULAR vírus neutralização ou ELISA ou PCR. VESICULAR STOMATITIS virus neutralization or ELISA or PCR. PIROPLASMOSE EQÜINA fixação de complemento, ou imunofluorescência indireta ou ELISA. EQUINE PIROPLASMOSIS complement fixation or indirect immunofluorescence or ELISA Nota 1: Poderão ser aceitos animais positivos para piroplasmose, desde que clinicamente sadios e com o resultado positivo constando no Certificado Zoosanitário Internacional. Note: Positive animals for piroplasmosis may be accepted if clinically healthy and the positive result must appear in the International Veterinary Certificate. Nota 2: No caso da existência de provas diagnósticas para retorno de eqüídeos, no prazo de 6 (seis) meses posteriores à importação, a prova de eleição será a mesma que a realizada na quarentena de origem. O teste realizado para diagnóstico de piroplasmose deve estar especificado no Certificado Zoosanitário Internacional. Note 2: In case of the requirement of diagnostic tests for the return of the equids within 6 (six) months after the exportation to Brazil, the diagnostic test will be the same as one performed in the origin quarantine. The test carried out for piroplasmosis diagnosis must be specified in the Veterinary International Certificate.

EQUINE VIRAL ARTERITIS virus neutralization. - Fêmeas e Machos Castrados resultaram com títulos de anticorpos negativos, decrescentes ou estáveis em 2 (duas) provas, realizadas em amostras sanguíneas obtidas com intervalo mínimo de 14 (quatorze) dias e não mais de 28 (vinte e oito) dias anteriores ao embarque. No caso de animais vacinados, nenhum teste é exigido se os eqüinos foram testados negativos para arterite viral eqüina pelo método de vírus neutralização entre os seis e 12 (doze) meses de idade, quando foram imediatamente vacinados. A revacinação foi realizada periodicamente e a última revacinação não ocorreu dentro dos 30 (trinta) dias antes do embarque. Neste caso, ficará dispensada a realização de provas sorológicas para essa doença durante o período de quarentena, devendo ajustar-se aos critérios estabelecidos anteriormente. WEST NILE FEVER: ELISA (IgM capture test) or plaque reduction neutralization (PRN), performed within 15 (fifteen) days prior to shipment. ENCEFALITE JAPONESA: redução em placa de neutralização, ou inibição da hemaglutinação ou fixação de complemento. Devem ser realizadas 2 (duas) provas com um intervalo mínimo de 14 (quatorze) dias entre elas. JAPANESE ENCEPHALITIS: plaque reduction neutralization or hemaglutination inhibition or complement fixation. Two tests must be performed with a minimal interval of 14 (fourteen) days. E. DO TRATAMENTO E VACINAÇÕES / CONCERNING TREATMENTS AND VACCINATION: 17. Os eqüídeos deverão ser submetidos a vacinações e tratamentos com produtos registrados nos Serviços Veterinários Oficiais do país de origem ou procedência, conforme o seguinte: The equines must be submitted to vaccination and to treatments with products registered in the Official Veterinary Service of the exporting country, as following: *ADENITE EQUINA os animais acima de seis meses de idade deverão estar vacinados em um prazo não menor que 15 (quinze) dias e não maior que 90 (noventa) dias antes da data do embarque. Essa vacinação não tem caráter obrigatório e somente será requerida quando tal exigência constar da autorização de importação. *EQUINE ADENITIS - the animals above six months of age must be vaccinated in a stated period between 15 (fifteen) days and 90 (ninety) days before the date of the shipment. This vaccination is not compulsory and will only be requested when specified in the import authorization. INFLUENZA EQÜINA TIPO A - Os animais deverão estar vacinados, em um prazo não menor que 15 (quinze) dias e não maior que 90 (noventa) dias anteriores ao embarque. EQUINE INFLUENZA TYPE A The animals have to be vaccinated in a period no shorter than 15 (fifteen) days and no longer than 90 (ninety) days prior to shipment. ENCEFALOMIELITE EQÜINA (LESTE E OESTE) - Os animais deverão estar vacinados, em um prazo não menor que 15 (quinze) dias e não maior que 365 (trezentos e sessenta e cinco) dias antes da data do embarque. EQUINE ENCEPHALOMYELITIS (EASTERN AND WESTERN): the animals must be vaccinated at least 15 (fifteen) days prior to shipment and no longer than 365 days from it. PARASITAS INTERNOS E EXTERNOS - Os animais deverão ser submetidos a tratamentos com produtos aprovados pelo Serviço Veterinário Oficial do país exportador, e no Certificado Veterinário Internacional deverá constar a base farmacológica do produto e a data do tratamento. INTERNAL AND EXTERNAL PARASITES The animals have to undergo through treatments with products approved by the Official Veterinary Service of the exporting country and the pharmacological active ingredients of the product and the date of the treatment have to appear in the International Veterinary Certificate.

8 Página de 13 F. DO TRANSPORTE DOS ANIMAIS / CONCERNING THE TRANSPORT OF THE ANIMALS: 18. Os eqüídeos deverão ser transportados diretamente do local de isolamento até o local de embarque em veículos com estrutura fechada, lacrados, com adequada proteção contra vetores, previamente limpos, desinfetados e desinsetizados, com produtos registrados nos Serviços Veterinários Oficiais do país de procedência. Os eqüídeos não poderão manter contato com animais de condições sanitárias adversas, observando a existência de normas específicas de bem estar animal para o transporte. The equids have to be transported directly from the isolation place to the shipment site in closed, sealed vehicles with appropriate protection against vectors, previously cleaned, disinfected and treated against insects, with products registered in the Official Veterinary Services of the country of origin. The equids can not get in contact with animals with lower health conditions and the specific norms of animal welfare for transportation have to be observed. 19. Os utensílios e materiais que acompanhem os animais deverão estar desinfetados e desinsetizados com produtos comprovadamente eficazes. The instruments and materials transported with the animals have to be disinfected and treated against insects with efficient products. 20. Os animais devem ser examinados no momento do embarque, não apresentarem sintomas clínicos de doenças transmissíveis e estarem livres de ectoparasitas. The animals must be examined during shipment, show no clinical signs of contagious diseases and be free from external parasites.

10 Página de 13 IV - INFORMAÇÕES SANITÁRIAS O Veterinário Oficial abaixo assinado certifica que foram cumpridos os requisitos zoossanitários estabelecidos na Resolução GMC Nº 21/07 vigente para a exportação temporária de eqüídeos de Terceiros Países destinados ao MERCOSUL. The undersigned Official Veterinarian certifies that the animal health requirements established in the Resolution GMC Nº 21/07 for the temporary exportation of equids from Third Countries to MERCOSUR were fulfilled. 1. Os animais identificados foram examinados no momento do embarque e não apresentaram sintomas clínicos de doenças transmissíveis, assim como estavam livres de parasitas externos. The identified animals were examined at the shipment moment and did not present clinical symptoms of any contagious disease and were free of external parasites. 2. Os eqüídeos foram transportados diretamente do local de isolamento até o local de embarque em veículos com estrutura fechada, lacrados, com adequada proteção contra vetores, previamente limpos, desinfetados e desinsetizados, com produtos registrados nos Serviços Veterinários Oficiais do país de procedência. Os eqüídeos não mantiveram contato com animais de condições sanitárias adversas e foram observadas as normas específicas de bem estar animal para o transporte. The equids were transported directly from the isolation place to the shipment site in closed, sealed vehicles with appropriate protection against vectors, previously cleaned, disinfected and treated against insects, with products registered in the Official Veterinary Services of the country of origin.
