Resumo Ao longo dos últimos anos as questões ambientais tomaram uma dimensão relevante, passando a ter atenção tanto no campo académico como prático, nomeadamente impondo desafios para a gestão dos sistemas logísticos inversos (SLIs). Entre outros aspectos, os componentes físicos existentes e a forma de cooperação entre os actores irão influenciar fortemente a gestão destes sistemas. Dentro deste contexto, o objectivo geral desta tese é: Descrever e analisar como os componentes físicos e a cooperação entre os actores podem influenciar a eficácia e a eficiência dos sistemas logísticos inversos (SLIs). O pneu-resíduo foi o produto escolhido para análise de seu SLI. A escolha deveu-se ao facto do enorme o problema criado pelos pneus-resíduos em termos empresariais, tecnológicos, ambientais e da sociedade em geral. Adicionalmente, os pneus-resíduo apresentam baixos volumes e um mercado em fase inicial de desenvolvimento, em comparação com produtos como plástico, papel e vidro, criando desafios ainda maiores para os SLIs. Os componentes físicos são descritos de uma forma objectiva, pois representam algo de concreto que dentro de um sistema logístico pode ser objecto de acordo entre os vários actores. A cooperação entre os actores é de natureza mais abstracta. Por ter um caracter mais abstracto, os dados relacionados com a cooperação entre os actores são descritos e discutidos através da compreensão de quem os forneceu. Os dados utilizados nesta tese são caracterizados por uma variedade de informações de natureza qualitativa e quantitativa, resultantes de fontes primárias (entrevistas e visitas às empresas) e secundárias (documentos, relatórios técnicos, vídeos e legislação). A metodologia adoptada neste trabalho de investigação foi qualitativa, foram realizados dois casos de estudo juntamente com um inquérito. Os casos de estudo foram conduzidos em Portugal e no Brasil. Foram avaliados pontos específicos de dois subsistemas: recolha e pós-recolha. As variáveis para análise foram a eficácia e a eficiência, ambas descrevendo o desempenho dos SLIs para pneus-resíduo.
Dois tipos de componentes físicos foram descritos e analisados: propriedades dos produtos e estruturas. Apesar de algumas diferenças observadas, todas as propriedades discutidas (manipulação, complexidade, valor e variedade) tem impacto na eficácia e eficiência dos sistemas logísticos. Com relação às estruturas, foram investigados as economias de escala e o postponement. As conclusões sugerem que as economias de escala aumentam a eficiência dos SLIs, em termos de melhor utilização da capacidade e redução dos custos. Para baixos volumes reciclados, a necessidade de obter economias de escala, tem como consequência uma diminuição do nível de serviço dos SLIs aos clientes, afectando negativamente a eficácia. A prática do postponement eleva a eficiência dos SLIs e tem um impacto positivo na eficácia dos SLIs, pois eleva o nível de serviço em termos de sincronização com a procura. Em relação à cooperação entre os actores nos SLIs foram explorados dois aspectos: relacionamento e poder. No que diz respeito ao relacionamento concluiu-se que os objectivos comuns de longo prazo e a cooperação estreita são pontos importantes para o desempenho dos SLIs (cooperação vertical). Outra conclusão foi que a cooperação entre competidores apresenta (cooperação horizontal) oportunidades para ganhos de eficácia e eficiência nos SLIs. As conclusões com relação ao poder sugerem que o poder nos SLIs pôde ser atribuído a actores que possuíam competência tanto em logística quanto em reciclagem, dependendo do tipo de actividade predominante no processo total. Outra base para o exercício de poder foi o acesso à informação. A gestão centrada nestas formas de exercício de poder podem significar elevado desempenho de todo o SLI. O poder também foi atribuído aos actores que estavam mais próximos dos clientes, ou seja, na direcção do fluxo logístico. Este trabalho investigou os SLIs, com foco no aproveitamento dos pneus-resíduo tendo como contraponto outros sistemas logísticos identificados na literatura, tais como os desenvolvidos para reciclagem de papel. Uma linha futura de investigação, como forma de dar maior sustentação às conclusões deste trabalho, seria estudar as mesmas questões para outros tipos de produtos, tais como: plásticos, veículos e electrónicos. Estas escolhas poderiam fornecer novas oportunidades para reforçar as conclusões com relação à complexidade dos produtos (elevada e baixa) e ao mercado (emergente
ou maduro). No mesmo sentido, poderia ainda ser avaliado o impacto do valor e variedade dos produtos nas estruturas dos SLIs (cruzando vários tipos de produtos). Abstract The environmental issues have become more important during the past years, both in the fields of research and for practioners. This fact is imposing new challenges for managing reverse logistics systems (RLS). Among other aspects, physical components and cooperation between actors will have an influence on the way RLS should be managed. The purpose of this thesis is: To describe and analyze how physical components and cooperation among actors can influence the effectiveness and efficiency of reverse logistics systems (RLS). Scrap tires were the selected product for illustrating a RLS. Such choice is justified by huge problems created by scrap tires related to entrepreneurial, technological, environmental and societal issues. In addition, scrap tires have low value and its market is not completely developed (small volumes and oscillations on the supply) in comparison other products like plastics, papers and glass, so the challenges are even more interesting for RLSs. The physical components are objectively described because they represent something concrete inside a logistic system that can be object of agreement between several actors. The cooperation among actors is by nature more abstract. Because of that, the data related with the cooperation between actors is described and discussed according to the understanding from each data provider. The data used in this thesis is characterized by a variety of qualitative and quantitative information obtained from primary sources (interviews and visits to the companies) and secondary sources (documents, technical reports, videos and legislation). The methodology adopted on this investigation was qualitative, in which two case studies were conducted together with an inquiry. These case studies were carried out in Portugal and Brazil. The data was analyzed with regards to the differences observed in the scrap tire product and its market conditions, and specific features of two subsystems
(collection and post-collection) were also evaluated. The variables for analysis were the effectiveness and the efficiency, both describing the performance of RLS for scrap tires. Two types of physical components were described and analyzed: product properties and structures. In spite of some differences, all of the discussed properties (manipulation, complexity, value and variety) have shown impact in the effectiveness and efficiency of logistics systems. Regarding the structures, economies of scale and the principle of postponement were investigated. The conclusions suggest that economies of scale increase the efficiency of RLS, in terms of better use of capacity and reduction of costs. For low recycled volumes, the need to obtain economies of scale, has as consequence a decrease of the service level of RLS to the customers, affecting negatively the effectiveness. The practice of postponement increases the efficiency of RLS and has a positive impact in the effectiveness of RLS, because it elevates the service level in terms of synchronization with the demand. Two aspects were explored regarding the cooperation between actors in RLSs: relationships and power. Regarding the relationships, it was concluded that common long-term objectives and narrow cooperation between actors (vertical cooperation) play an important role on the performance of RLS. Another conclusion was that the horizontal cooperation (between competitors) presents opportunities for improvement of the effectiveness and efficiency in RLSs. The conclusions concerning with the power suggest that it could be attributed to actors that had competencies either in logistics or in recycling, depending on the predominant activity type in the total process. Another base for power was the access to information. The management based on these forms of power execution can lead to a high performance of RLS as whole. Power was also attributed to the actors that were closer to the clients or endconsumers, in other words, in the direction of the logistic flow. This research has investigated RLSs, with special emphasis in the reuse of the scrap tires. Other logistics systems identified in the literature, such as the ones developed for paper recycling were used as a counterpoint for this research. In order to give more groundwork to the conclusions of this research, a future line of investigation would be to study the same issues for other types of products, such as: plastics, vehicles and
electronics. These choices could offer new opportunities to reinforce the conclusions regarding the complexity of products (high and low) and the market (emerging or mature). It could also be evaluated the impact of value and variety of products in the structures of RLS (analyzing several types of products).
