Prezados Ciclistas e Dirigentes: É com grande satisfação que recebemos todos os participantes da 8ª Volta Ciclística Internacional do Paraná. Esse evento é considerado como uma das principais provas do País. Em 2014 contamos com os melhores ciclistas do Brasil, Chile, Bolívia, Paraguai e Venezuela. A Confederação Brasileira de Ciclismo nos últimos anos não tem medido esforços para promover o ciclismo em nosso país, com o apoio do Comitê Olímpico Brasileiro, através de recursos subsidiados pela Lei de Esporte (Lei Agnelo/Piva), o patrocínio da Caixa Econômica e apoio de parceiros envolvidos no desenvolvimento do ciclismo nacional. A 8ª Volta Ciclística Internacional do Paraná é mais uma das competições de nível 2.2 inseridas no Calendário Internacional UCI que somam pontos para o Ranking das Américas, responsável pela classificação dos países para o Campeonato Mundial e Olimpíadas, através da classificação individual dos atletas que somam pontos para a Nação. GUIA TÉCNICO ARTIO 1ºORGANIZAÇÃO A prova 8ª VOLTA CICLÍSTICA INTERNACIONAL DO PARANÁ 2014 é organizadapelaconfederação Brasileira de Ciclismo e apoio da Federação Paranaense de Ciclismo. O evento será regido pelos Regulamentos da UCI. Em caso de divergências entre o Português e o Inglês neste guia técnico, o Inglês deverá prevalecer. O evento se realizará no estado do Paraná no período de 23/04/2014 a 27/04/2014. ARTIGO 2ºTIPO DE PROVA A prova é uma competição classe 2.2, competição do América Tour, para ciclistas das categorias Elite e Sub 23. A ela se atribui a seguinte pontuação para o ranking UCI: Classificação Final 1º. LUGAR 40 PONTOS 2º. LUGAR 30 PONTOS 3º. LUGAR 16 PONTOS 4º. LUGAR 12 PONTOS 5º. LUGAR 10 PONTOS 6º. LUGAR 08 PONTOS 7º. LUGAR 06 PONTOS 8º. LUGAR 03 PONTOS OS 1º., 2º. E 3º. COLOCADOS EM CADA ETAPA, RECEBERÃO 8,5 E 2 PONTOS RESPECTIVAMENTE. O PORTADOR DA CAMISA DE LÍDER, RECEBERÁ 4 PONTOS POR DIA DE LIDERANÇA. ARTIGO 3º PARTICIPAÇÃO Conforme o artigo 2.1.005 do regulamento UCI, poderão participar da prova as seguintes equipes: Equipes Profissionais Continentais UCI Equipes Continentais UCI Seleções Nacionais Equipes e Clubes Regionais Conforme o artigo 2.2.003 do regulamento UCI e regulamento particular da competição, as equipes deverão ser compostas por: 08 (oito) atletas ARTIGO 4º INSCRIÇÕES O formulário de inscrição deverá ser submetido ao organizador até 01 de abril. Toda equipe deverá indicar no máximo 4 substitutos (equivalentes a no máximo 50% dos ciclistas titulares). A confirmação dos participantes, (checagem das licenças, etc.), será realizada pelos representantes das equipes das 15h até as17h, Teatro do Hotel Crystal. A reunião dos Diretores Esportivos (Congresso Técnico), será realizada de acordo com o artigo 1.2.087 do Regulamento UCI. Teatro do Hotel Crystal às 18h. ARTIGO 6º SÚMULA DE LARGADA A partida de cada etapa será dada rigorosamente no horário estabelecido neste guia técnico, e todos os ciclistas que não assinarem a súmula ficam sujeitos a penalização de acordo com o Art.(12.1.040 - Item 1) dos regulamentos UCI. A abertura da súmula será 1 (uma) hora antes da largada até 10 (dez) minutos antes do horário previsto de largada. Os carros de equipe devem estar no local da largada e em ordem 60 minutos antes do início da corrida. ARTIGO 7º RÁDIO VOLTA As informações da prova serão transmitidas através da Rádio Volta. A freqüência a ser utilizada será informada no Congresso Técnico. ARTIGO 8º APOIO NEUTRO O organizador disponibilizará3 (três) veículos neutros que atenderão a competição. Maiores informações serão dadas no Congresso Técnico. ARTIGO 9º CARROS DE APOIO Cada equipe terá direito a apenas um carro de apoio na caravana durante a competição. Os carros deverão atender os Regulamentos UCI.(Artigo 2.2.032). ARTIGO 10º SINALIZAÇÃO DE DISTÂNCIAS As distâncias da corrida serão comunicadas através de placas e faixas colocadas nas laterais das rodovias, indicando: KM 0, Percorridos 50 Km - Faltam 25, 20, 10, 05, 04, 03, 02 e01 km. 500, 300, 200, 100, 150 e 50 mts. ARTICLE 6º START SHEET The start of each stage will be given rigorously in the schedule established in the technical guide, and all riders that do not sign the starting sheet will be subjected to the penalties according to the article 12.1.040 item 1, from UCI rule book. The star sheet will open from 1 (one) hour before until 10 (ten) minutes before the start time. Team cars for the caravan must be on site and in order 60 (sixty) minutes, before the start of the races. ARTICLE 7º RADIO TOUR All competition s information will be transmitted via Radio tour. The frequency will be informed in the Team Manager s meeting. ARTICLE 8º NEUTRAL STAFF CAR There will be 3 (three) neutral cars to attend the race. More information will be given in the team manager s meeting. ARTICLE 9º SUPPORT CAR Each team will have the right to only one support car in the caravan during the competition. All the vehicles must attend the UCI regulations (Article 2.2.032). ARTICLE 10º DISTANCE SIGNS The distances of the race will be shown through plates and bands placed in the laterals of the highways, indicating: KM 0 - Covered50 Km Before the finish 25, 20, 10, 05, 04, 03,02 and 01 km. 500, 300, 200 100, 150 and 50mts. Signs will indicate the following:

ARTIGO 11º CHEGADA Em caso de queda, furo, ou de acidente nos últimos 3 km, o corredor ou corredores envolvidos, receberão o mesmo tempo atribuído ao grupo onde estavam no momento do acidente. Seu posicionamento será determinado de acordo com sua passagem pela linha de chegada. Se, como resultado de uma queda nos últimos 3 km o ciclista não cruzar a linha de chegada, ele deverá ser posicionado em último lugar e creditado com o tempo do grupo onde estava no momento da queda. (Artigo 2.6.027) ARTIGO 12º MULTAS / PENALIZAÇÕES Serão aplicadas multas/penalizações somente de acordo com o regulamento UCI. Por favor, respeitem o meio ambiente. Descartes inapropriados de comida, sacolas de comida, garrafas de água, roupas,caramanholas,etc. não serão permitidas. Tais coisas devem ser descartadas nos carros de equipe ou nas zonas apropriadas para esse fim. ARTIGO 13º TEMPOS DE CORTE 1ª. Etapa: 15% 2ª. Etapa: 20% 3ª. Etapa: 15% 4ª. Etapa: 15% 5ª. Etapa: 15% ARTIGO 14º BONIFICAÇÕES E CLASSIFICAÇÕES Feed Zones 1km to zone, start and finish Litter Zones Start and Finish Koms Red 1km and the competition line Sprints Green 1km and the competition line ARTICLE 11º FINISH In the case of a duly fall, puncture or mechanical incident in the last 3 km, the rider or riders involved will be credited with the time of the rider or riders whose company they were riding at the moment of the accident. If, as result of a duly noted fall in the last 3km a rider cannot cross the finish line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the accident. Inappropriate disposal of food, food bags, water bottles, clothing, etc is not allowed. Such articles must be deposited in team vehicles or in the designated zones. ARTICLE 13º TIME LIMIT 1a. Stage 15% Os 03 (três) primeiros colocados em cada ETAPA receberãobonificações de tempo na seguinte ordem: - 1º colocado 10 segundos - 2º colocado 06 segundos - 3º colocado 04 segundos Os 03 (três) primeiros colocados em cada Sprint Intermediário receberão bonificação de tempo na seguinte ordem: - 1º Colocado 03 segundos - 2º Colocado 02 segundos - 3º Colocado 01 segundo ARTICLE 14º BONIFICATIONS E CLASSIFICATIONS The 03 (three) first places in each stage, will receive time bonuses in the following order: - 1º placed 10 seconds - 2º placed 06 seconds - 3º placed 04 seconds The 03 (three) first places in each intermediary Sprint, will receive time bonuses in the following order: - 1º Placed 03 seconds - 2º Placed 02 seconds - 3º Placed 01 second Classificação Individual Geral Único Os tempos obtidos e qualquer penalização por tempo serão computados na classificação geral individual. Individual General Classification Note The bonus times awarded and any time penalties received will be counted in the individual general classification.

O líder na classificação geral individual deverá portar CAMISA AZUL fornecida pela organização. Único A referida CAMISAsimboliza a liderança, e passará para outro líder, toda vez que houver alteração na liderança individual da classificação geral. No caso de empate, de acordo com o Artigo 2.6.015 do Regulamento UCI, quando dois ou mais ciclistas tiverem o mesmo tempo nas colocações de tempo individuais gerais, as frações de segundo registrado durante contrarelógio individual (incluindo o prólogo) devem ser adicionados de volta para o tempo total para decidir a ordem. Se o resultado ainda estiver empatado ou, se não houver contra-relógio individual, soma-se as colocações obtidas em cada etapa e, como em último caso, deve ser levado em consideração o lugar obtido na última etapa percorrida. Classificação por Pontos O Ciclista que acumular maior número de pontos durante cada etapa, somando-se os pontos obtidos nos sprints e os obtidos nas chegadas, deverá portar a CAMISA VERDE a qual simboliza a liderança por pontos. Antes de cada etapa, a CAMISA será transferida para outro ciclista caso haja alteração na contagem de pontos. CLASSIFICAÇÃO GERAL INDIVIDUAL POR PONTOS Serão outorgados nas chegadas de cada etapa, como descrito abaixo: - 1º colocado 10 pontos - 2º colocado 07 pontos - 3º colocado 05 pontos - 4º colocado 03 pontos - 5º colocado 02 pontos Os Sprints Intermediários (classificação por pontos) de cada etapa serão devidamente indicados na Carta de Percurso e no Boletim Informativo do dia Anterior. Aos 03 (três) primeiros colocados, receberão pontos que contam paraclassificação GERAL INDIVIDUAL POR PONTOS, concedidos como descrito abaixo: - 1º colocado 05 pontos - 2º colocado 03 pontos - 3º colocado 02 pontos Em caso de igualdade na classificação geral individual final por pontos deverão ser aplicados os seguintes critérios até que haja desempate: (Artigo 2.6.017) 1- Número de vitórias nas etapas 2- Número de vitórias nos sprints intermediários 3- Classificação geral individual final por tempos Classificação por Equipes The general individual leader must use the BLUE JERSEYprovided by organization. In the event of a tie, in accordance with UCI Regulations (article 2.6.015), where two or more riders make the same time in the general individual time placing, the fractions of a second registered during individual time trials (including the prologue) shall be added back into the total time to decide the order. If the result is still tied or if there are no individual time trial stages the placing obtained in each stage shall be added and, as a last resource, the place obtained in the last stage ridden shall be take into consideration. Classification by Points The rider that accumulate the highest number of points during the stage, adding the points for sprints and finish, must use the GREENJERSEYwhich symbolizes the leadership for points. Before each stage, the JERSEY will be transferred to another rider if there is a change in the points classification. INDIVIDUAL GENERAL CLASSIFICATION BY POINTS Will be granted in the finish of each stage, as described below: - 1º placed 10 points - 2º placed 07 points - 3º placed 05 points - 4º placed 03 points - 5º placed 02 points The Intermediary Sprints (classification by points) from each stage will be will be indicated in the course details and the Informative Bulletin of the Previous day. The first 03 (three) placed riders will receive points counting towards the GENERAL INDIVIDUAL CLASSIFICATION BY POINTS, granted, as described below: - 1º placed 05 points - 2º placed 03 points - 3º placed 02 points In the event of a tie in the general classification by points, the following criteria shall be applied until separated: (Article 2.6.017) 1. Number of stage wins; 2. Number of wins in intermediate sprints; 3. General Individual Classification by time. Teams classification

Para a classificação por equipes do dia, deverá ser calculado com base na soma dos 03 (três) melhores tempos individuais. No caso de empate, as equipes deverão ser desempatadas pela soma dos lugares adquiridos pelos seus 03(três) melhores ciclistas na etapa. Se as equipes continuarem empatadas, elas deverão ser desempatadas pelo lugar do seu melhor ciclista na classificação da etapa. A classificação geral por equipe será calculada através da soma dos 03(três) melhores tempos individuais de cada equipe em cada etapa percorrida. Em caso de empate os seguintes critérios serão aplicados até que as equipes sejam separadas. 1- Número de primeiros lugares nas classificações por equipe das etapas; 2- Número de segundos lugares nas classificações por equipe das etapas. 3- Etc. Se ainda houver empate, as equipes deverão ser separadas pelo lugar no ranking do seu melhor ciclista na classificação geral individual. Qualquer equipe reduzida a menos de 03 (três) ciclistas deverá ser eliminada da classificação geral por equipes. (Artigo 2.6.016). Prioridade das camisas O líder de cada classificação deverá usar a camisa correspondente para a mesma. Se um ciclista é líder de mais de uma classificação, a seguinte ordem de prioridade deve ser seguida: 1. Camisa Azul classificação individual geral; 2. Camisa verde classificação de meta volante; Se um ciclista possui mais de uma camisa, o próximo ciclista na classificação correspondente deve usar a camisa de líder, a menos que o ciclista deva usar a camisa de Campeão Mundial ou de Campeão Nacional. ARTIGO 15º PREMIAÇÃO A premiação atribuída a cada etapa de acordo com a tabela de encargos financeiros da UCI deverá ser a seguinte: Para os valores, verificar o anexo III. ARTIGO 16º RECLAMAÇÕES O colégio de comissários (Juri) tomará todas as decisões relacionadas ao aspecto esportivo da competição. O Juri aceitará apenas protestos escritos relacionados a comportamento. Tais protestos devem ser feitos antes da chegada do último ciclista da etapa. O Juri aceitará The team classification for the day shall be calculated on the basis of the sum of the 3(three) best individual times from each team. In the event of a tie, the teams shall be separated by the sum of the places acquired by their three best times on the stage. If the teams are still tied, they shall be separated by the placing of their best rider on the stage classification. The team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated: 1. number of first places in the daily team classifications; 2. number of second places in the daily team classifications; 3. etc. If there is still a draw, the teams shall be separated by the placing of their best rider in the general individual classification. Any team reduced to fewer than 3(three) riders shall be eliminated from the general team classification. (Article 2.6.016) Jersey Priority The leader of each classification shall be required to wear the corresponding distinctive jersey. If a rider is leading more than one classification, the order of priority is as follows: 1. BLUE general classification by time 2. GREEN classification by points If a rider is awarded more than one jersey, the rider following next in the relevant classification must wear the jersey not worn by the classification leader, unless that rider is obligated to wear a World or National champion s jersey. ARTICLE 15º AWARDING The prize attributed to each stage in accordance with the table of UCI financial obligation, must be at least: For the prize money, see annex III. ARTICLE 16º. COMPLAINTS The panel of commissaires (jury) will make all decisions concerning the sporting aspects of the race. The race jury will accept only written protests concerning behavior. Such protests are to be made before the arrival of the last finisher of the stage. The jury will accept protests concerning the order of results until the opening of sign-in before the next stage.

ARTIGO 17º PROTOCOLO De acordo com o artigo 1.2.112 do regulamento UCI, os ciclistas, de acordo com sua classificação e performance deverão participar da cerimônia oficial da apresentação das camisas, bouquet ou medalhas,..., conferência de imprensa, etc. Antes da largada de cada etapa, os líderes das diferentes classificações deverão se apresentar para a cerimônia de entrega das camisas. Cerimonial A cerimônia de premiação de cada etapa será feita 10 minutos após os 3 primeiros ciclistas cruzarem a linha de chegada. Diariamente, os seguintes ciclistas devem se apresentar para o cerimonial: Os 3 primeiros colocados da etapa; O líder de Meta Volante; O líder da Sub 23; O líder da classificação geral individual por tempo Após a última etapa, os seguintes ciclistas devem se apresentar para o cerimonial: Os 3 primeiros colocados da etapa; O dirigente e a equipe campeã da classificação individual por equipes; O líder geral de Meta Volante; O líder geral da Sub 23 Os 3 primeiros colocados da classificação individual por tempo. Em adição, os líderes de cada etapa serão requeridos para atender a qualquer coletiva de imprensa. ARTIGO 18º DESPESAS A organização proporcionará alimentação e hospedagem a partirdo jantar do dia 23 de abril ao almoço do dia 27 de abril. Único As despesas extras (telefone, frigobar, etc...) serão cobradas das equipes. O organizador não assumirá nenhuma despesa extra. ARTIGO19º. LISTA DE HOSPITAIS Ver anexo 1 desse regulamento. Article 20º. LISTA DE HOTEIS E LOCAIS DE CADA ETAPA ARTICLE 17º PODIUM CEREMONIES In accordance the Article 1.2.112 from UCI rule book, All riders concerned shall, in accordance with their placing, classifications and performances, participate in official ceremonies such as the presentation of jerseys, bouquets or medals, laps of honor, press conference and the like. Before the start of each stage, the leaders of the different classifications must present themselves to JERSEYs ceremony. Awards Protocol The awards ceremonies for each day will be held 10 minutes after the top three finishers of each stage cross the finish line. On a daily basis, the following must present themselves for awards: The top 3 riders for the stage The leader of the individual points classification The leader of Under 23 Classification The leader of the general individual classification by time After the final stage the following must present themselves for awards: The top 3 riders for the stage The winning team and manager of the team general classification The winner of the individual points classification The winner of the Under 23 classification The top 3 riders of the general individual classification by time. In addition, the jersey leaders following each stage are required to attend any press conferences. ARTICLE 18ºEXPENSES The organization will provide food and accommodation to the team from the dinner from April23 th until the lunch of April27 th. Only All extra expenses (telephone, minibar, etc...) will be charged to the teams.. The organizer will not take any extra expense. ARTICLE 19ºLIST OF HOSPITAL See annex 1 of this rules. Article 20º. LIST OF HOTELS AND LOCATIONS FOR EACH STAGE

Ver anexo 2 desse regulamento. ARTIGO 21ºANTI DOPING O antidoping ocorrerá de acordo com as leis brasileiras em concordância com o regulamento UCI. A localização do controle de antidoping será anunciado no boletim oficial de cada etapa. ARTIGO 22º DISPOSIÇÃO FINAL Este Regulamento técnico foi elaborado de acordo com os Regulamentos UCI. See annex 2 of this rules. ARTICLE 21º ANTI DOPING The Antidoping will occur in accordance with the Brazilian law in addition to the UCI anti-doping rules. The location of the antidoping control will be announced in the official bulletin for each stage. ARTICLE 22º FINAL DISPOSAL This technical guide was elaborated in accordance with the UCI Regulation.
