1 CONCEPT NOTE Gender budgeting international workshop 14 JUNE 2018, LISBOA, PORTUGAL Context: Portuguese State Budget Law n. º 114/2017, of 29 December. Article 17 Budgets with gender impact 1 - By the end of the second quarter of 2018, government departments send to the member of the Government responsible for the area of citizenship and equality a strategic report containing a gender analysis of their sectorial public policies and the extent to which this analysis was translated into gender budgeting. 2 - The reports referred to in the preceding paragraph form the basis for the preparation, by the end of the 3rd quarter of 2018, of a general report by the Commission for Citizenship and Gender Equality. Guidelines for this report will be defined by Government members responsible for the areas of finance and citizenship and equality. 3 - By the end of 2018, the Government presents to the Assembly of the Republic a proposal for a law establishing an annual report on the implementation of budgets with a gender impact.

Who were/are the main actors involved? Lessons learned. - Theoretical inputs and concrete examples on gender budgeting from the areas covered by the pilot project in Portugal: health; education; internal administration; justice; planning and infrastructure (tbc); labour, solidarity, and social security; finance. Target group Appointed delegates from the ministries that participate in the pilot project; counsellors for equality of ministries that participate in the pilot project and corresponding inter-departmental teams; members of the Parliament; members of the Portuguese Platform for Women s Rights; other relevant stakeholders and actors.

3 Format Presentations-based followed by discussions. Working languages Portuguese and English (Simultaneous translation is to be provided). Presentations will be asked to be sent 2 working days in advance.

6 PROGRAMA Workshop internacional sobre orçamentos sensíveis ao género 14 JUNHO 2018, LISBOA, PORTUGAL Contexto: Lei do Orçamento do Estado n.º 114/2017, de 29 de dezembro. Artigo 17º Orçamentos com impacto de género 1-Até ao final do 2.º trimestre de 2018, os departamentos governamentais enviam ao membro do Governo responsável pela área da cidadania e da igualdade um relatório estratégico referente à análise de género nas respetivas políticas públicas setoriais e a sua tradução na construção de orçamentos com impacto de género. 2-Os relatórios referidos no número anterior constituem a base para a elaboração, até ao final do 3.º trimestre de 2018, de um relatório geral pela Comissão para a Cidadania e Igualdade de Género, nos termos a fixar por despacho dos membros do Governo responsáveis pelas áreas das finanças e da cidadania e igualdade. 3-Até ao final de 2018, o Governo apresenta à Assembleia da República uma proposta de lei que institui um relatório anual sobre a implementação de orçamentos com impacto de género.
