1 1 VSH/R/311/10/10 (SMC) MINUTES OF THE 16 TH MEETING OF THE STANDING MARITIME COMMITTEE (SMC) OF THE INTERSTATE DEFENCE AND SECURITY COMMITTEE (ISDSC): MAPUTO, MOZAMBIQUE: 22 TO 26 AUGUST 2010 INTRODUCTION 1. The Working Group session of the 16 th Annual Meeting of the Standing Maritime Committee (SMC) of the ISDSC was held in Maputo, Mozambique, from 22 to 24 August 2010, and chaired by Capt J.M. Magagula (Mozambican Navy). The Meeting of Chief Delegates over the period August 2010 was chaired by R Adm P.C. Yotamu, Chief of the Mozambican Navy. Nine Member States were present. OFFICIAL OPENING 2. The meeting was officially opened by the Chief of Staff of the Mozambican Defence Force, Gen Paulino José Macaringe. The full text of his remarks is at Appendix A. This was followed by an opening address by the Chairperson, R Adm Yotamu, Chief of the Mozambican Navy. The full detail is at Appendix B. ATTENDANCE 3. Nine SMC Member States were present, being Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Tanzania and Zimbabwe. Seychelles and Mauritius advised the Secretariat that they would not attend. The DRC, Swaziland and Zambia were absent without apology. The full attendance register is at Appendix C. INTELLIGENCE BRIEFING 4. An Intelligence Briefing was presented by Col (Dr) Joaquim Marcos Manjate, Director Information for the Mozambican Armed Forces. The Intelligence Briefing will be included in the 2010 SMC CD ROM. ADOPTION OF THE AGENDA 5. The Committee was invited to adopt the Agenda of the meeting at Appendix D. APPOINTMENT OF CHAIR DESIGNATE 6. As per the Record of Proceedings of the 15 th meeting of the SMC, the Committee appointed Mozambique as the Chair for 2009/10 until the 16 th meeting of the SMC. REVIEW OF THE IMPLEMENTATION OF THE DECISIONS OF THE ISDSC- MAY The Committee noted that the ISDSC had, during their meeting held on 14 May 2010, accepted the report of the SMC, and had urged all Member States to actively participate and attend the annual Meetings of the SMC. The following recommendations were made: a. The ISDSC approved the linking of the SMC website to the SADC website in order to post all events related to SMC activities. Feedback was provided; refer to par 16. a - b.

2 2 b. They further commended the Republic of Botswana for hosting the seminar to promote the Rights and Responsibilities for Landlocked Member States which was held from October c. The ISDSC directed the SMC to liaise with the Planning Element of the envisaged exercise on Lake Malawi/Nyasa. Feedback was provided; refer to par 19. a. d. The ISDSC further urged Member States to provide Mozambique with the updated information regarding new and improved facilities and infrastructure in their countries (airports, harbours etc). Feedback was provided; refer to par 37. a (i vi). REVIEW OF THE IMPLEMENTATION OF THE DECISIONS OF THE SMC COMBINED EXERCISES 8. Implementation of Plans and Decisions. The Committee recalled that, at its meeting in Victoria Falls, Zimbabwe, it had recommended that: 9. Recommendations a. The RSA is to develop a plan to conduct a SAR exercise with Angola and Namibia before 30 June It was recommended that the exercise is conducted during October 2010 in Angola. It was further recommended that Angola should invite all Member States as observers by 30 August Action taken a. The SAN does not conduct its own SAR exercises. These exercises are planned and co-ordinated by the South African Maritime Safety Authority (SAMSA). b. The SAN forwarded a letter to SAMSA, requesting a possible invitation to the SMC Member States for future SAR exercises. SAMSA advised that Member States should nominate personnel for SAR training at SAMSA. It must be noted that there are costs involved in such training. After successful training with SAMSA, future exercises could be considered. c. The Secretariat will obtain cost and course schedules from SAMSA and advise Member States by 30 September A coordinated action plan will be compiled in collaboration with the relevant Member States and it will be discussed further at the February 2011 SMC. d. Member States advised that they do have SAR infrastructures that are coordinated by either their Government departments or their Defence Forces. e. A SAR exercise will be conducted during Exercise INTEROP WEST in Angola, whereby the RSA and Namibia will participate. The exercise will coincide with the February 2011 SMC (which will hosted by Namibia), with the remaining Member States being invited as observers. A planning exercise will be conducted by Angola, Namibia and the RSA by 30 October The detail of the exercise must be submitted to the Secretariat by 15 November 2010, whereafter the information will be distributed to the other Member States.

3 3 11. It was recalled that SMC exercise activity reports must be submitted so that progress on activities can be made visible. The Secretariat will remind all Member States (in writing) by 30 June 2010 to submit their progress reports. 12. Recommendations a. A reminder was sent by the Secretariat, but no inputs were received. This matter should be discussed further, as there is uncertainty about the content and format of these reports. 13. Action taken a. It was decided that the format of a report will be distributed to all Member States by the Secretariat by 30 September 10. Member States that host SMC activities will be responsible for the submission of reports to the Secretariat within 30 days of completion of the activity. 14. It was recalled that Member States should advise the Secretariat of Bilateral or Multilateral exercises for publishing in the SMC Calendar. 15. Recommendations a. The South African exercises were advertised on the website and the Secretariat invited Member States to participate in the SAN exercises. Due to the fact that the SMC Calendar is not working optimally, it was recommended that this way of advertising SMC activities (Refer par 7. a) replaces the calendar. The work session recommended that the SMC website will be used for advertising all SMC activities in future. 16. Action taken a. The Secretariat will link the website to the SADC website pending final approval from SADC HQ Gaborone. This will be completed by 30 November Advertising of SMC related activities must be forwarded to the Secretariat who will publish the information on the website. b. Member States are invited to advise the Secretariat timeously for placing such activities on the SMC website. The activities on the website must be linked to a calendar that must be submitted to the Secretariat by 30 September 2010, and presented at the February 2011 SMC. Thereafter, inputs are required to be submitted on a monthly basis to the Secretariat for publication on the website. 17. The SMC Committee recalled that Malawi undertook to enter into the planning stage for the possible hosting of exercises on Lake Malawi between the three countries (Malawi, Mozambique and Tanzania). 18. Recommendations a. Malawi advised that, due to unforeseen circumstances, they will not be able to host the Multinational Riverine and Inland water exercise. It must be noted however, that the ISDSC is still expecting such an exercise to be organised (refer par 7. c).

4 4 19. Action taken a. The SMC discussed the exercise on Lake Malawi and agreed that the matter will be discussed further at the February 2011 SMC, due to the issue that was raised at the Ministerial Meeting with regard to this exercise. INFORMATION EXCHANGE 20. The Committee recalled that the Defence Intelligence Sub-Committee was requested to take appropriate action to ensure the distribution and promulgation of the Memorandum of Understanding on Defence Intelligence Exchange to all Member States. 21. Recommendations a. The Chairperson should endeavour to obtain the Defence Intelligence MOU before the 2010 SMC. 22. Action Taken a. Mozambique reported that, after various attempts to obtain the MOU, it is still not yet available and further attempts will be made to obtain this MOU by 30 September b. The RSA will supply the document to the Secretariat by 5 September and the Secretariat will distribute the document to all Member States. After distribution of this document, the item will be closed. STRATEGY, DOCTRINE AND PROCEDURES 23. The Committee recalled that, once the Concept of Operations has been approved, it should form part of the SADC Standby Force (Maritime Component) Standard Operating Procedures. 24. Recommendations a. The SA Navy recommended that a workshop be held with Namibia and Angola to finalise a Concept of Operations. Angola and Namibia did advise the Secretariat concerning this workshop. It was, however, determined that such a workshop would not add any value as no SADC Maritime Strategy existed at the time. 25. Action taken a. The Secretariat has received a draft integrated Maritime Security Strategy from the African Union (AU) (which will be included in the SMC 2010 CD ROM). This Strategy is the starting point for the development of the SADC Maritime Strategy. b. The Secretariat had discussions with the Institute for Security Studies (ISS), and they offered to assist (at no costs to Member States) with the development of the SADC Maritime Strategy. A SADC Maritime Strategy, SADC Maritime doctrine, a Concept of Maritime Operations and related Standing Operating Procedures (SOPs) must be compiled in conjunction with the ISS, based on the AU draft Strategy.

5 5 c. Member States must nominate a delegate for this strategy working group. These nominations must be forwarded to the Secretariat by 30 October The countries involved are: Angola, Malawi, Mozambique, Namibia, the RSA, Tanzania and Zimbabwe. d. It was pointed out that the AU strategy is still in draft form that was to be discussed at the 4 th Sea Power for Africa Symposium in Libya. This symposium, however has been postponed. Member States were advised to study the document and provide inputs to the Secretariat by 30 November The document and inputs would then be further discussed at the February 2011 SMC. e. The Secretariat will, in the meantime, liaise with the ISS to compile a draft strategy for discussion at the February 2011 SMC. ISDSC DOCUMENTATION 26. Maritime Security. The committee recalled that with the specific reference to the implementation of the International Maritime Organisation s International Ship and Port Security Code (ISPS Code), that all Member States must be compliant with this code. 27. Recommendations a. The Committee recommended that all non compliant Member States must confirm compliance to the Secretariat by 30 Sep 09. All Member States must forward written proof of compliance to the Secretariat by 31 October Action taken a. During further research it was determined that this is not a military requirement in South Africa, as the South African National Ports Authority are responsible for ISPS compliance. b. During the 2010 work session, Angola, Mozambique and Tanzania reported that they are compliant under a similar ports authority to that of the RSA. c. The Secretariat will inform the ISDSC as per their request of compliance for the above Member States excluding the DRC, Seychelles and Mauritius. A report cannot be submitted for the DRC, Seychelles and Mauritius due to their absence from the last two SMC Committee meetings. SADC STANDBY FORCE 29. The committee recalled that, at national levels, it is critical that SMC Member States ensure that the involvement of their military planners is integrated into the proposed Maritime Component and that when maritime pledges had been made and consolidated, the Chair was to recommend those for acceptance by the OSSC. 30. Action taken a. The following pledges were received by the Secretariat: i. Angola: 1 x Marine Platoon and 1 x Diving Team (6).

6 6 ii. Botswana: 2 x Boats and 1 Section of Divers (10). iii. iv. Lesotho: To be confirmed. Malawi: 4 Divers plus 1 Marine Officer. v. Mozambique: 1 x Marine Platoon. vi. Namibia: 1 x Patrol Ship and 1 x Marine Company. vii. South Africa: 1 x Replenishment vessel, 1 x frigate, 1 x submarine, 5 x Small Boats and 35 Divers. viii. ix. Tanzania: 1 x Landing Craft (600 tons), 1 x Marine Special Forces Platoon and 8 Divers. Zimbabwe: 5 x Divers and 2 x Staff Officers. b. Pledges from DRC, Mauritius, Seychelles, Swaziland and Zambia could not be obtained due to their non-attendance of SMC Committee meetings. The Secretariat will advise the OSSC of the pledges by 30 September PERSONNEL REQUIREMENTS 31. The SMC Working Group noted that there is no Maritime Officer at the SADC Planning Element in Gaborone. It was recommended that a post be created for such an officer on a three year rotational basis. The chairperson will submit this requirement to the Def Com for their further action. 32. Action Taken a. Mozambique reported that a letter has been forwarded to the OSSC with the view of creating the post. No answer has been received as yet. Mozambique will follow up with the OSSC in this regard. A copy of the letter will also be forwarded to the Secretariat by 30 September CO-OPERATION PLANS 33. It was recalled that the SAR co-operation plan had to be studied and analysed. Member States should organise their internal service structures to take action if and when required. 34. These plans are contained in the SMC 1 Chapter 4, and Member States were requested to report to the Secretariat on the matter, by 30 April Action Taken a. All Member States reported that there are currently no changes to their plans. Member States were reminded that their Cooperation Plans must be continuously updated and the Secretariat must be duly informed.

7 7 FORCE SUPPORT CO-OPERATION PLAN (MOZAMBIQUE) 36. The Committee recalled that Mozambique had to present the Force Support Cooperation Plan to the Chairperson of the SMC by 26 February Thereafter it will be distributed to all Member States. 37. Action Taken a. The following feedback was provided: i. Angola. It was reported that there are updates to their ports. A copy of their report will be provided to the Secretariat during the current SMC which will be included in the 2010 SMC CD ROM. ii. Botswana. Sir Seretse Khama Airport has been upgraded to international status. iii. iv. Mozambique. Upgrades have been completed to the new Maputo International Airport. There are also plans to upgrade the airport at Nacala to international status. Namibia. It was reported that the port of Walvis Bay is currently being upgraded and the airport at Walvis Bay has also been upgraded to international status. v. South Africa. Upgrades were completed to Air Force Base Waterkloof and all international airports have been upgraded prior to the 2010 Soccer World Cup. vi. Tanzania. It was reported that an upgrade to Dar-es-Salaam port has been completed. This upgrade included a new port control tower and the installation of two new heavy duty cranes at the container terminal. A new international airport (Mbeya), has been constructed in the southern part of Tanzania. 38. The Committee decided that the information must now be incorporated in the Force Support Cooperation Plan by Mozambique and this plan must be completed by 30 November 2010 and submitted to the Secretariat for further distribution to other Member States. NAVAL TRAINING CO-OPERATION PLAN (SOUTH AFRICA) 39. The Committee recalled that all Member States had to peruse the contents of the needs analysis report and approve the commitments contained in the report. 40. Recommendation a. The Committee recommended that Member States must report to the Secretariat on this matter by 20 February Action Taken a. Namibia and Zimbabwe submitted a report on training. The SA Navy Course Schedules are distributed to all Member States on a regular basis.

8 8 b. The Committee decided that Member States must pay special attention to enhanced training interaction, the exchange of instructors, diving training, Marine training etc between SADC Navies. This will further entrench and encourage a spirit of cooperation between the various navies concerned. As a result it was stressed that Member States must supply the required feedback in writing during the February 2011 SMC. NAVAL HYDROGRAPHIC CO-OPERATION PLAN (SOUTH AFRICA) 42. It was recalled that the Secretariat was to communicate with the Transport and Communications Sub-Committee of the SADC in order to determine the status (or not) of the Naval Hydrographic Cooperation Plan. Should no positive reply be received, the issue will be presumed to have remained at draft MOU status, and that no legal status has therefore been achieved. 43. Recommendation a. The Committee recommended that the matter should be forwarded to higher authority for deliberation. The Secretariat must forward a copy to the Chairperson, where after it will be addressed with the OSSC. 44. Action Taken a. The Secretariat obtained a copy of the plan and it was forwarded to the Chairperson vide VSH/R/311/10/8(SMC) dated 7 Feb 10. b. Mozambique reported that this matter is still under investigation due to the fact that the Transport and Communications Sub Committee of SADC is currently inactive. c. It was recommended that the document be referred to the hydrographers of all Member States for affirmation and confirmation. The document will then be presented to the OSSC for their perusal. NAVAL CO-ORDINATION AND GUIDANCE OF SHIPPING (NCAGS) CO-OPERATION PLAN (SOUTH AFRICA) 45. The Committee recalled that Namibia would host NCAGS during 2010 (The RSA will supply the facilitators) and attention must be paid to the different roles played by both countries. Namibia was further urged to invite other Member States. 46. Action Taken a. A NCAGS exercise (Fairway Buoy) was hosted by Namibia from 2 to 18 August Namibia reported that the exercise was conducted successfully. The following countries participated: Angola, Botswana, Malawi, Namibia and the RSA. Namibia will submit an exercise report to the Secretariat by 30 November b. It was agreed that the RSA would host the training element for Exercise Fairway Buoy in 2011 and that Angola would host the exercise in The course date will be supplied by the Secretariat during 2011.

9 9 MATTERS ARISING SADC MARITIME RELATED CONFERENCES 47. The Committee noted that at its 2006 Meeting held in Dar-es-Salaam, it was recommended that the SADC Maritime Conference be held every two years (in between Sea Power for Africa Symposia). 48. Recommendations a. The SMC decided that Botswana will host a conference for landlocked states combined with a SCUBA diving refreshers exercise. The conference and exercise was planned from October 09. The Secretariat was further required to assist with the preparation of the conference from 19 October 09. b. After deliberation, it was decided that the SADC Maritime Conference will be combined with future alternative SMC meetings and that Mozambique will host the conference during the 2010 SMC with assistance from the RSA. 49. Action Taken a. The SMC Landlocked Conference was successfully executed by Botswana and they were commended by the ISDSC and all Member States; refer par 7. b. b. The 2010 SMC Maritime Conference will be held in Maputo on Friday 27 August ROLES OF NAVIES IN LAW ENFORCEMENT AT SEA 50. It was recalled that all SMC Member States must ensure that their internal legal processes are followed; that national state lawyers study and recommend the acceptance of this document to Member States, so that it may be accepted by the ISDSC. 51. Action Taken a. An English copy was received and distributed to all Member States. English and Portuguese versions will be placed on the 2010 SMC CD ROM. b. Tanzania, the RSA, Mozambique and Namibia, expressed legal compliance and are adhering to the document. Angola is still awaiting the completion of certain internal processes and it was indicated that they should be compliant by 30 October The Secretariat will forward a letter to the ISDSC to advise them of SMC compliance progress by 30 November MARITIME CO-ORDINATION CENTRES 52. It was recalled that the exchange of data and information between MCC-enabled Member States needs to be standardised in terms of agreed protocols. 53. Recommendations a. The Committee requested that the RSA send a team to Tanzania to inspect the control tower for the purpose of standardisation. It is recommended that the RSA visit the various centers by 30 January 2010.

10 10 b. It was further recommended that Member States inform the Secretariat about the state of readiness of the MCC in their respective countries by 30 October 09. The Secretariat will forward the basic requirements of a MCC to Member States by 15 September Action Taken a. The RSA requested Ministerial approval for such a visit and it was envisaged that a team would depart the RSA during May The Ministerial authority for this visit was not granted, due to the fact that South Africa required a detailed situation report on each member state s MCC readiness before any visit could be conducted. b. The basic requirements of a MCC, was sent to all Member States. No state of readiness reports were received by the Secretariat and Member States were urgently requested to forward the required information to the Secretariat. Namibia advised that their MCC was operational, except for the mast, which will be erected in collaboration with the RSA. The mast will be erected in Walvis Bay from 1 to 14 September 10. The basic requirements for a MCC were again provided to members of the 2010 SMC work group. e. It was recommended that all the contact details (telephone, facsimile numbers and addresses etc) of all Member States MCCs must reach the Secretariat by 30 September PENTATHLON AND SAILING REGATTA 55. It was recalled that South Africa would host the games towards the latter part of November 09, and invitations will be sent to Member States within the next few weeks. Namibia will possibly host the games in Action Taken a. The 2009 Pentathlon was successfully executed by South Africa. The following Member States participated: Angola, Malawi, Mozambique, Namibia, Tanzania and Zimbabwe. Namibia informed the Secretariat that, due to inadequate pentathlon facilities, it would not be possible to host a pentathlon in Namibia. Angola and Namibia are preparing for the possible completion of infrastructure by The RSA offered to host a pentathlon in

11 11 October Invitations will be distributed to Member States by 31 March b. The rules and regulations were distributed to all Member States. Angola requested that a team from the RSA should visit to advise on the establishment of the pentathlon infrastructure. Angola should submit a formal request for such a visit from the RSA. c. Concerning the combination of a SAR exercise, kindly refer to par 10. a - e. FEEDBACK FROM MEMBER STATES ON ATTENDANCE OF CONFERENCES, SYMPOSIA AND SEMINARS 57. The Committee proposed that SMC Member States give well-coordinated feedback of important symposia, conferences, exercises, etc. which they had attended and from which their colleagues could benefit. This could take place during a short session at the commencement of each SMC Meeting. This information should be made available on the SMC s website. 58. The Committee recommended that any member state attending any symposium/conference/exercise must forward the information to the secretariat for publication on the SMC website. 59. Action Taken a. The Record of Proceedings on the Land Locked Countries conference held in Botswana is included in the 2010 SMC CD ROM. b. The Indian Ocean Naval Symposium (IONS) was held in Abu Dhabi in May The theme was The Dire Need for a Maritime Security Strategy for the Indian Ocean Rim Countries. c. The Africa Partnership Station (APS) Planning Conference was held in Paris from June It was attended by Mozambique, the RSA and Tanzania. The next planning session for APS 2011 will be in Dar-es-Salaam from 8 10 September d. The 2 nd Portuguese-Speaking Countries Naval Symposium was held in Luanda from 30 June to 1 July The theme was Naval Challenges in the 21 st Century. e. Malawi, the RSA, Tanzania and Zimbabwe attended the 1 st Regional Piracy Workshop in Seychelles from July The theme for this workshop was Developing a Regional Plan for Action Against Piracy in the Western Indian Ocean. f. Angola reported that an exercise, EXERCISE KWANZA, was held in Angola from 23 May to 6 June 2010 in collaboration with the Central and East Africa Economic Community. The theme of the exercise was Performing of Landing Exercises and Humanitarian Assistance to Displaced Populations. Maritime Domain Awareness (MDA) to prevent illegal weapons trafficking was also covered. g. The Committee decided that reports on all such seminars, conferences and work sessions (i.e. content, matters arising, lessons learnt etc) must be

12 12 submitted by attending members, to the Secretariat for distribution to all Member States and for publication on the SMC website, within 30 days of the event. Matters of strategic interest should be extracted and discussed further among Member States at appropriate forums such as at the Maritime Conference/s, Sea Power for Africa Symposia etc and, if necessary, the agendas should be amended to accommodate these issues. 3 RD SEA POWER FOR AFRICA SYMPOSIUM 60. It was recalled that the Sea Power Resolutions must be presented to the principals of Member States. It was further recommended that the Resolutions should be presented to the OSSC by the Chair. The Resolutions were adopted as a working document of the SMC. The Sea Power Symposium Resolutions must be placed on the agenda of future SMC meetings. Member states should report to the Secretariat by 20 February 2010 on the view of their principals concerning the Resolutions. 61. Action Taken a. Angola and the RSA reported that the Sea Power Resolutions were forwarded to higher authority but no further feedback was received. It is suggested that the Resolutions must be forwarded to the OSSC for their further inputs. b. As the Continent is busy drafting the integrated maritime strategy, there is an urgent requirement for the appointment of a maritime expert. It was recommended that the SADC Region should nominate a member to be seconded to the AU Headquarters. This must be submitted to the OSSC for their recommendation. Member States must forward their the names of their nominated candidates to the Secretariat by 31 October c. It was recommended that there is the need to investigate centres of excellence for training that can be used to enhance inter-operability between Member States. Members should be nominated for training at these facilities (i.e. Marine training in Mozambique or Angola; Peacekeeping training in Zimbabwe etc) on a rotational basis. It was further pointed out that Member States share interaction with overseas and other regional partnerships. Resolutions adopted at these interactions should be shared among SADC Member States. It was resolved that these issues be discussed further at the February 2011 SMC in Namibia. d. The Chairperson of the Africa Sea Power Symposium (South Africa) reported that he had received correspondence from Libya to say that the 3 rd Sea Power for Africa Symposium in October 2010 was postponed to The Chair was encouraged to pursue this very important event in order to maintain momentum. ANY OTHER BUSINESS NEW FORMAT FOR FUTURE SMC MEETINGS 62. The need was raised to assess whether the current format of the annotated agenda is still relevant with regard to issues raised during the Opening Address and the Intelligence Briefing of the 2010 SMC.

13 Action taken a. It was decided that the first day be devoted to issues as mentioned above. The Chief Delegates would be given time to reflect on these issues and to obtain input, if required, from experts. Such issues should, however, be submitted beforehand in order for the required expert input to be included. Members should also submit matters of interest to be raised and discussed at the next meeting to the Secretariat beforehand. The remaining two days will then be devoted to normal SMC agenda items. b. It was decided that the following papers will be presented at the 2011 SMC in Namibia: i. Angola. Maritime Domain Awareness in the Gulf of Guinea, its Impact on SADC and Lessons Learnt. ii. Mozambique. Naval Challenges in the 21 st Century and their Impact on SADC and a Strategy to Deal with these Challenges. ARCHIVES FOR SMC DOCUMENTATION 64. The question was raised whether there was an archival/history record of previous Standing Maritime Committees for reference purposes. 65. Action taken a. The Secretariat confirmed that the records for the SMCs since inception have been sourced. These will be placed in an Archive Folder on the SMC website for easy access. The necessary information could be distributed by CD ROM to those Member States requiring them. As the Secretariat only has photographs from 2004, Member States with photographs of activities of the SMCs through the years are encouraged to submit them to the Secretariat. DEBRIEF ON EXERCISE GOLFINHO 66. Namibia was requested to provide a debrief including lessons learnt on EXERCISE GOLFINHO. 67. Action taken a. Namibia explained that there were various elements of GOLFINHO that provided certain challenges. They were therefore not in a position to deliver the debrief at this stage. b. It was recommended that the Commander of the Maritime Element deliver a debrief at the 2011 SMC in Namibia. The RSA undertook this responsibility and Member States will be informed accordingly. HOST, VENUE, DATES AND CHAIRPERSON FOR NEXT ANNUAL SMC MEETING 68. Host and Venue. The SMC recommended that Lesotho host the 2012 SMC and Maritime Conference in line with the spirit of cooperation between the littoral states and the land locked states. The Committee decided that Namibia would host the 2011 SMC Annual Meeting with the alternative being the RSA for Chairmanship of the Committee.

14 Dates of Next Meeting. The Committee recommended that the SMC Annual Meeting for 2011 be programmed as follows: a. Work Session February b. SMC Meeting February Handing over the Office of the Chairperson for 2010/2011. The SMC Chair was handed to Namibia by Mozambique. CLOSURE 71. 18 A-2 O presente encontro do Comité Marítimo Permanente que reúne hoje os Comandantes das Marinhas das Forças Armadas dos Países da SADC é um importante fórum para reflexão, aproximação de perspectivas e entendimentos visando uma estratégia comum. A sobrecarregada agenda e sua programação são prova da importância de que se reveste a temática da cooperação entre as Marinhas de Guerra da Região Austral. A pertinência desta Reunião torna-se ainda evidente se atentarmos, por um lado, às ameaças que o fenómeno da pirataria coloca à segurança do mar, sem perder de vista que a nossa região já foi vítima deste mal. E, por outro lado, se conjugarmos as ameaças que a pirataria representa com o papel que o mar desempenha no Comércio Internacional. Não ha dúvidas, portanto, que a segurança marítima é essencial. O mar é, igualmente, fonte de muitos recursos. Logo, a sua protecção torna-se um imperativo, até para afirmar a autoridade do Estado. Como é sabido, para dispor-se de uma marinha de guerra à altura dos desafios que ameaçam a segurança marítima, exige-se avultados recursos financeiros, em termos de investimento, o que está aquém das capacidades das nossas economias. Do que precede, inferir-se, que a cooperação na segurança marítima, pode mitigar as fraquezas económicas com que os nossos países se debatem.

19 A-3 Caros Delegados; Distintos Convidados; Minhas Senhoras e meus senhores; Queremos acreditar que, no decorrer dos trabalhos desta reunião, para além da habitual avaliação do grau de cumprimento das decisões anteriormente tomadas, é fundamental fazer-se um debate em torno dos constrangimentos que se colocam à implementação e procurar-se soluções mais práticas para se atingir os objectivos, tanto os definidos pelo CIEDS como os que decorrem da necessidade de dispormos de uma força naval que possa ser uma importante componente na nossa Brigada Regional em Estado de Alerta. 22 B-2 Quero acreditar que o nosso encontro vai produzir resultados desejados perante os desafios que se apresentam. Caro Comandantes, gostaria antes, em vosso nome, congratular a República da Àfrica do Sul por ter acolhido com sucesso o Mundial de Futebol 2010 tendo demostrado a sua capacidade e do Continente em geral em acolher e gerir um dos maiores eventos globais. Saudamos ainda a recente celebração dos 30 anos da fundação da SADC celebrada a 17 de Agosto corrente. Moçambique assumiu a Presidência deste Comité na XV reunião realizada em Victória Falls no Zimbabwe em 2009 para dar continuidade do trabalho iniciado pelo seu antecessor. Angola durante o nosso mandato os nossos esforços foram centrados na coordenação da execução das decisões tomadas por este Comité naquela reunião. Várias actividades foram levadas a cabo, sendo de destacar: Os exercícios conjuntos de refrescamento nomeadamente: na República da Àfrica do Sul exercício Good Hope IV, Namíbia exercício Golfinho e Botswana, Conferência sobre os Direitos, responsabilidades dos países da costa e do hinterland. Moçambique nesta linha de acções vai acolher a Conferência Marítima e Exercício (DIVEX). Caro colegas, Temos presente que a nossa cooperação e esforço na Integração Regional é de preservarmos paz e segurança nas linhas de comunicação marítima, património da humanidade. Excelência, A nossa cooperação tem trazido grandes benefícios e ganhos para as nossas instituições razão de a conversarmos e

23 B-3 desenvolvermos cada vez mais. Os treinos conjuntos que temos realizado são um testemunho evidente desta cooperação. Durante este mandato não foi possível esgotar os assuntos deixados devido a complexidade políticos dos nossos países. Apesar de, na minha modesta análise, considerar que durante o nosso mandato fizemos juntos muitas coisas boas, é meu dever chamar a atenção de todos os delegados ao facto de que durante o mesmo período, assistimos ao recrudescimento de pirataria que a partir do Golfo de Aden, na Somália, tende a descer para a nossa região. Deste modo quero apelar aos presentes para que durante esta reunião nos debrucemos com alguma profundidade na avaliação deste fenomeno com vista a visualizarmos as melhores estratégias de juntos enfrentarmos esta grande ameaça à paz e estabilidade das águas da nossa região. A Presença dos delegados a esta reunião é manifestação clara da preocupação que cada um dos nossos países tem em relação aos desafios do mar e das águas interiores e a confiança que os nossos Governos depositam neste fórum, como a melhor alternativa de organização capaz de criar cinergias para a imposição eficaz e eficiente da lei nas águas da SADC é extremamente importante que cada um dos nossos países, individualmente se preocupe em, a curto ou médio prazo, criar um mecanismo único e multi-sectorial que tenha competência de lidar com todos os assuntos ligados à vigilância, controlo e fiscalização das suas águas nacionais. Para além outras vantagens, este mecanismo permitiria melhor consertação das posições das diversas instituições marítimas do país, o que permitiria que cada um dos delegados a este fórum (CMP) trouxe-se contribuições mais valiosos e de consenso nacional.

24 B-4 Para lograr sucessos nesta direcção, é bastante crucial que continuemos e com maior intensidade e insistência a sensibilizar as nossas hierarquias superiores e a sociedade em geral sobre o vínculo que todos os países têm com o mar e a necessidade de garantir estabilidade, segurança e livre uso das linhas de comunicação marítimas e exploração regrada dos recursos marinhos. Temos a certeza de que o nosso sucessor saberá dar continuidade aos nossos esforços para o alcance dos objectivos precónizados pela nossa organização. VILHO, 26 AUGUST 2010 The outgoing chairperson and Host of the 17 th Session of the SMC Rear Admiral Patricio Cancuta Yotamu Esteemed Heads of Delegations Distinguished Delegates Ladies and Gentlemen: It s a great honour to be given this opportunity to deliver my remarks of acceptance of the Chairmanship of the Standing Maritime Committee. At the onset, and on behalf of my fellow delegates, allow me to register our deepest appreciation for the excellent reception and kind hospitality afforded us by to the Mozambican people and government. Furthermore, I would like to thank the Mozambican Navy for successfully hosting this meeting despite the numerous challenges. The facilities and working conditions were above par; the staff was helpful and professional, and the food was delicious. All these contributed to creating a conducive atmosphere for the successful conduct of our meeting. Allow me also to congratulate the outgoing Chairperson Rear Admiral Patricio Yotamu for his leadership between the two meetings and for the outstanding manner in which he presided over the proceedings of the meeting. Your contributions towards the SMC issues during your tenure are a vivid example of a visionary and vibrant leader committed to our decisions and recommendations. The intelligence brief, the chairing of the meeting, the diving exercise, and the Maritime Conference; all these epitomizes a committed leadership. As I take over the Chairmanship of the Standing Maritime Committee, I am convinced more than ever before that we are in a better position now to tackle the challenges facing our region. Together we should develop ways and dedicate adequate resources towards addressing common challenges to the maritime dimension. Finally, I will endeavor to do my best for our committee during my tenure in accordance with the set Rules and Procedures. 29 F-1 CLOSING REMARKS OF THE OUTGOING CHAIRPERSON OF STANDING MARITIME COMMITTEE CLOSING REMARKS TO THE INTERSTATE DEFENCE AND SECURITY COMMITTEE (ISDSC) His Excellency the Incoming Chairperson, Admiral Peter Hafeni Vilho Dear Secretary of the Standing Maritime Committee Regional Navy Commandants, Dear Admirals and Generals, Dear Colleagues of the Working Session, Invited Guests, Ladies and Gentlemen. I am convinced that during the two days of hard work in this meeting you could observed that some of the planned tasks could not be finished, for various reasons and will be placed on my successors agenda, Admiral Vilho. Right now, I would like to thank my colleagues, who contributed a lot during my mandate for their good collaboration, so that the planned program for execution, such as the Exercise in Gaborone/Botswana and Maputo/Mozambique followed by the Conferences, be a reality. My special gratitudes have to be given to the Republic of South Africa, especially to Rear-Admiral Mudimu for his support offered in the preparation of the 16 th Meeting of the SMC, on the allocation of war-ships for the Exercise which we have just witnessed and the Conference which we are having tomorrow.

30 F-2 Admiral Mudimu could leave his heavy agenda to meet me so that we can update the issues of which have to be discussed on the two events of SADC interest, as well as items concerning the Exercises in other Sub-Regions of the Continent. My address could be senseless if I could not point out the big effort and hard work of the SMC Secretariat, Captain-Navy L. Fourie has been harmonizing the issues of our Committee. The task is not that easy, it demands dedication and willingness. We learnt a lot through our mandate and we are sure that there has been maturity development on our side. The exercise which we have been executing are the witness of our union, for better maritime security, towards the fight against certain situations that affect our Region, such as smuggling, illegal immigration, human trafficking, drugs, pollution, piracy, to mention a few, taking into account that the sea is a mean that facilitate transport, export and import of goods for socio-economic development of our countries. The intelligence briefing given yesterday to this Committee has shown how important is our interoperability to restrain the threats that affect our region. We hope that this spirit of participation in the activities of this kind continue in our organization, we would like that our plans of organization become reality within short and medium term towards the development of the Navy. I appeal to all the delegates that when they return to their countries they should proceed with whatever is within their reach to fulfill the great vision of this Maritime Committee which is stability and peace promotion through Maritime Military Cooperation as a contribution to the efforts in progress with the aim of Regional Integration and Socio-Economic Development. I wish the successor, Admiral Vilho to move the boat forward always counting with our collaboration. Good wishes to our Standing Maritime Committee.
