5 MENSAGEM DO PRESIDENTE DO CONSELHO DE ADMINISTRAÇÃO MESSAGE OF THE CBD AND CEO Digníssimos Moçambicanos, Prestigiado Governo de Moçambique, Estimados clientes, Ilustres Parceiros. Constitui para nós motivo de especial entusiasmo reportar o desempenho da Electricidade de Moçambique, E.P. (EDM), do exercício económico de Os resultados aqui reportados espelham o desempenho colectivo e abnegado dos gestores, quadros e trabalhadores da Empresa, de um modo geral, na prossecução da nobre missão, que se traduz em produzir, transportar, distribuir e comercializar energia eléctrica de qualidade, em prol do bemestar social e do desenvolvimento socioeconómico do povo moçambicano. No período em análise, o Sector Eléctrico cresceu de forma acentuada, o que se traduziu na ligação de 12 novas Sedes Distritais à Rede Eléctrica Nacional (REN), bem como, no alcance de mais de um milhão de clientes, como resultado de uma média de cem mil novas ligações/ano. Por outro lado, o volume de energia fornecida, a modernização da área comercial, a estruturação das novas fontes de produção e o aumento de alocação de energia da Hidroeléctrica de Cahora Bassa (HCB), desempenharam igualmente papel vital, para o crescimento do Sector de Energia Eléctrica e outros afins que, como tal, dependem incondicionalmente deste. Em face da estratégia e das políticas macroeconómicas e no prosseguimento da agenda de reformas estruturais do GoM, que visam reforçar as perspectivas de crescimento do País, a EDM irá orientar-se no sentido de contribuir positivamente para a materialização dos desafios emanados na Estratégia Nacional de Energia, designadamente: I. O risco de ruptura de fontes de energia; II. A degradação ambiental derivada da produção e uso energético; III. A pobreza energética (falta de acesso às fontes de energia); IV. A sustentabilidade (satisfação das necessidades actuais sem comprometer o futuro); e V. A diversificação da Matriz Energética. Assim, as políticas e orientações estratégicas adoptadas para o alcance das metas estabelecidas basearam-se dos seguintes instrumentos orientadores: (i) Programa Quinquenal do Governo ; (ii) Objectivos no PARPA II; (iii) Plano Director de Electrificação ; (iv) Plano Estratégico da EDM ; (v) Contrato Programa ; e (vi) Planos Anuais e Plurianuais de Actividades e Orçamento. Distinguished Mozambican people, Prestigious Government of Mozambique, Dear customers, and Distinguished Partners. It is, for us, once again, a great and especial pleasure to report on the performance of Electricidade de Moçambique, E.P., concerning the 2011 economic exercise. The present results represent the collective and unselfish performance of the Electricidade de Moçambique, E.P managers, officials and workers in the fulfilment of our prestigious mission, which is translated into generation, transmission, distribution and commercialization of quality electrical energy, aiming at providing the distinguished and longing Mozambican people with well-being and social economic development. In the period under analysis, the energy sector grew sharply, which was translated into the connection of 12 new Town Districts to the National Electric Netwok, and the sector has also reached over one million customers, which was sparked by an average of one hundred thousand new connections per year. On the other hand, the volume of energy supplied, the modernization of the business area, the structuring of the new sources of generation and the increase of allocation of the Cahora Bassa Hydropower energy have also played an important role in the resulting economic exercise for the growth of the energy sector and other relevant sectors which are mainly depend on it. In view of the strategy and the macroeconomic policies and in the fulfilment of the Government structural reforms agenda which aim to reinforce the growing perspectives of the Country, EDM shall work in order to make a positive contribution to materialize the challenges prescribed in the National Strategy of Energy , notably: I. The risk of disruption in sources of energy; II. Environment degradation due to generation and consumption of energy; III. Power shortage (lack of access to energy sources); IV. Sustainability (satisfaction of current needs without jeopardising the future); and V. Diversification of Energetic Matrix. The policies and strategic orientations adopted in order to meet the targets set in the accomplishment of its mission have resulted in the following guidelines: (i) Five-year Government Programme ; (ii) PARPA II Objectives; (iii) Electrification Master Plan ; (iv) EDM Strategic Plan ; (v) Contract Programme ; and (vi) Anual and Multi-annual Plans of Activities and Budget. 5
6 MENSAGEM DO PRESIDENTE DO CONSELHO DE ADMINISTRAÇÃO MESSAGE OF THE CBD AND CEO No Plano interno, há que destacar, por um lado, a reorganização institucional da estrutura funcional da Empresa, para adequá-la aos desafios internos e externos inerentes aos objectivos, orientações estratégicas e metas estabelecidas e, por outro, o desenvolvimento de programas e acções que levaram ao alcance de resultados, considerados excelentes, com destaque para os seguintes: Ligação de 12 Sedes Distritais à REN, tendo alcançado um saldo de 107 em 2011; Ligação de 163,410 novas famílias, o que contribuiu para o alcance de uma base de clientes de 1,010,780 em 2011, representando um aumento de 20%; Aumento da Taxa de Electrificação de 18%, em 2010, para 20% em 2011; Aumento da potência instalada na distribuição em 79 MVA, correspondente à um incremento de 6%, quando comparado com o período homólogo; Simplificação de procedimentos comerciais no processo da contratação para a ligação de um novo cliente, de 17 para 5 etapas; Melhoria da indisponibilidade de fornecimento em 12.3% nos Sistemas de Transporte de energia; Aumento do volume de facturação de energia de 2,777,22 GWh, em 2010, para 3,185,21 GWh, em 2011, correspondendo à um crescimento de 14.7%; Aumento das vendas de 6,270,414,680 Mt, em 2010, para 7,352,388,971 Mt, em 2011, correspondendo à um aumento de 17.4%; Crescimento da ponta máxima integrada de 534 MW, em 2010, para 610 MW, em 2011, correspondendo à um aumento de 14%; Aumento do rácio clientes / trabalhador de 244, em 2010, para 297, em 2011, representando um incremento na produtividade em 22%; Melhorias significativas em matéria de Higiene e Segurança no Trabalho em consequência da implementação rigorosa das políticas e normas aplicáveis, tendo sido feitos investimentos avaliados em cerca de 18,4 milhões de Meticais, na aquisição de equipamento de protecção individual; Internally, we should highlight the institutional reorganization of the Company s functional structure in order to meet the internal and external challenges concerning the objectives, strategic orientation and the goals set. In the meantime, the Company has carried out programmes and actions that led to the achievement of the following results: Twelve Town District connected to the REN, which totalized 107 districts in 2011; 163,410 new households connected to the grid, which totalized 1,010,780 customers in 2011, representing an 20% growth; The Electrification Rate rose from 18% in 2010 to 20% in 2011; The installed power grew in 79 MVA, which corresponds to a 6% increase, as compared to the corresponding period; The application procedures for a new contract for electricity connection were simplified by reducing from 17 to 5 steps; The supply availability improved 12.3% in the Energy Transmission Systems; The energy invoicing volume grew from 2, GWh in 2010 to 3, GWh in 2011, which corresponds to a 14.7% increase; The sales grew from 6,270, Mt, in 2010, to 7,352,388,971 Mt, in 2011, which represents a 17.4% growth; The maximum integrated peak grew from 534 MW, in 2010, to 610 MW, in 2011, which represents a 14% increase; The ratio customer / employee varied from 244, in 2010, to 297, in 2011, which represented a 22% increase in productivity; There were significant improvements with regard to Hygiene and Safety at work, which resulted from the scrupulous implementation of applicable policies and standards. Investments estimated at 18,4 million Mts were made in the purchasing of personal protective equipments; 6
7 MENSAGEM DO PRESIDENTE DO CONSELHO DE ADMINISTRAÇÃO MESSAGE OF THE CBD AND CEO Promoção da equidade do género, do que resultou o aumento dos trabalhadores do sexo feminino, passando em 2011 a representar 17.9%, contra os 17.6% em 2010; Implementação da Política de HIV/SIDA na EDM e disseminação de acções de sensibilização para a prevenção e combate ao HIV/SIDA, tendo sido instituída a Cesta Básica em toda a Empresa e implementada a campanha de testagem voluntária; Manutenção das acções de formação, tendo sido capacitados no último triénio, cerca de trabalhadores. Contudo, no triénio último, há que realçar os principais constrangimentos, que foram: O incremento substancial da tarifa da HCB na ordem dos 32%; As ligações clandestinas e perdas não técnicas associadas, correspondendo a um prejuízo directo no valor acima de 672,768,431Mt; Redes de transporte e de distribuição obsoletas, tendo afectado negativamente a qualidade da energia fornecida; Existência de linhas sem cabo de guarda que tornam o fornecimento vulnerável, sobretudo durante o período chuvoso; Falta de recursos para a expansão e reforço das redes de transporte e de distribuição, para responder ao crescimento da demanda; Roubo e vandalismo de infra-estruturas de transporte e de distribuição de energia eléctrica, incluindo material de iluminação pública, correspondendo à um prejuízo directo no valor acima de ,00Mt; e A falta de um Sistema Integrado de Gestão. Embora os resultados do desempenho tenham sido substancialmente positivos, muitos são os desafios por enfrentar, de entre os quais mencionam-se: Electrificação das restantes 21 Sedes Distritais, das 107 já electrificadas, de modo a atingir o total de 128 Distritos; Melhoraria da qualidade, fiabilidade e segurança de fornecimento de energia, apostando no reforço e reabilitação dos sistemas primários de transporte e da rede de Distribuição dos principais centros urbanos, assim como nos projectos de Geração de Pequena e Média Escala; Fostering of gender equity, which resulted in an increase of female employees, and as from 2011 they represent 17.9% of the workforce, against 17.6% in 2010; Implementation of EDM HIV/AIDS policy and dissemination of awareness raising campaigns on HIV/AIDS prevention and combat, and the Food Basket policy was established in the Company and the voluntary testing campaign was also implemented; and Training activities were carried out and in the last triennial around 3,074 workers were trained. However, in the last three-year period, we should highlight the main constraints as follows: A substancial increase of the HCB tariff estimated at 32%; Illegal connections of energy and non-technical losses associated, which correspond to 672,768,431Mt worth of direct losses; Obsolete transmission and distribution network has negatively affected the quality of energy supply; The existence of power lines without protecting cables, which turns the power supply vulnerable mainly during the rainy season; Lack of resources for expansion and reinforcement of the transmission and distribution network as to meet the growth in demand; Theft and vandalism on transmission and distribution infrastructures of electrical energy, including the public lighting material corresponding to 86,000,000.00Mt worth of direct losses; and Lack of an Integrated Management System. Although the performance results were substantially positive, many challenges lie ahead, among them, we should highlight the following: Electrification of the remaining 21 District towns, out of the 128 Town Districts nationwide.107 are already connected to the National Energy Network; Improvement of energy quality, reliability and supply safety, focusing on the reinforcement and rehabilitation of the transmission primary systems and of the Distribution network of the major urban centres, as well as in the Small and Medium Scale Generation projects. 7
8 MENSAGEM DO PRESIDENTE DO CONSELHO DE ADMINISTRAÇÃO MESSAGE OF THE CBD AND CEO Melhoraria da prestação dos serviços comerciais, designadamente, através da modernização dos sistemas de informação, o que passa pela implementação do Sistema Integrado de Gestão; Redução de perdas não técnicas de energia e consolidação de acções com vista ao combate contra o roubo e vandalismo de infra-estruturas eléctricas de transporte e de distribuição de energia eléctrica; Ligação de mais consumidores industriais, agrícolas e comerciais de pequena, média e grandes dimensões; Energia adicional da HCB para a EDM, para suster o crescimento das necessidades de consumo interno de curto e médio prazos; Promoção e participação na implementação de Projectos de Produção e Transporte de energia, incluindo a reabilitação das Centrais Hidroeléctricas de Mavuzi e Chicamba, com particular destaque para o Projecto da Linha de Transporte Tete-Maputo (CESUL); Melhoria dos processos internos de gestão e de controlo, com vista ao aumento da produtividade e optimização dos recursos disponíveis; Implementação, com rigor, de acções previstas no âmbito da Política de Prevenção e Combate ao HIV/Sida na Empresa; e Adequação dos processos contabilísticos às normas internacionais de contabilidade (IAS) e padronização da produção dos relatórios financeiros (IFRS). 9 PRÓLOGO I PREFACE A política empresarial da Electricidade de Moçambique, estabelece que à Unidade de Gestão e Desempenho Empresarial, compete particitar no âmbito e limites da sua competência, nos estudos para a definição das políticas e objectivos globais da empresa conducentes à materialização dos seus objectivos a curto, médio e longo prazo.regular, controlar e monitorar a actividade e gestão da empresa a todos os níveis e em todos os centros de Suporte, Negócio e resultados existentes na Empresa. Neste contexo, o presente relatório apresenta os resultados alcançados no exercício económico A energia total nos sistemas da EDM foi de 4,025GWh representando um incremento de 13% em relação a Deste volume 10% foram provenientes da produção própria 88% da aquisição à HCB e 2% das importações dos países vizinhos. Durante o ano de 2011, foram implementados diversos projectos ao nível das áreas de produção, transporte, distribuição e comercial, com vista a melhoria da qualidade de fornecimento bem como o aumento do acesso à energia. No que concerne a expansão da rede, foi concluida a electrificação das seguintes Sedes Distritais: Quissanga,Mocímboa da Praia, Meluco, Muidumbe, Nangade, Mueda, Palma, Mongincual, Lalaua, Lugela, Funhalouro e Ibo. Estas acções possibilitaram a ligação de 163,410 novos clientes, tendo o nível de acesso à energia eléctrica aumentado de 12% em 2010 para 14% em 2012.O saldo de clientes registados em 2011 foi de 1,010,780. As perdas de distribuição situaram-se em 19% e, as perdas de transporte incluindo os consumos auxiliares situaram-se em 6%.Do total de energia disponivel para a distribuição no território Nacional, as perdas totais constituem 25%. In this context, the present report presents the results achieved in the 2011 financial year. As far as National Network expansion is concerned, the electrification processs of the Town Districts of Quissanga, Mocímboa da Praia, Meluco, Muidumbe, Nangade, Mueda, Palma, Mongincual, Lalaua, Lugela and Funhalouro was completed. These actions have enabled the connection of 163,410 new customers; hence, the access level to energy has risen from 12% in 2010 to 14% in The total customers recorded in 2011 were 1,010,780. The distribution losses reached 19% and, the transmission losses including the auxiliary consumption reached 6%. De salientar que a taxa de crescimento da energia disponível (13%) é menor que a taxa de crescimento da Ponta no sistema (14%) devido ao perfil do factor de carga nos sistemas da rede nacional. Durante este período registou-se um crescimento anual médio de 9%. A manter-se este aumento, combinado com a crescente procura de energia no mercado regional, aumenta a necessidade de reforço da actual capacidade disponível. De realçar a contribuição que a energia de Cahora Bassa (88%) tem sobre o balanço energético de fornecimentos na EDM e daí, a necessidade real e urgente do aumento da reserva alocada a Moçambique. Table 2.2 presents the supply evolution per sources over the last 21 years. During this period, it was recorded an annual average growth of 9%. Shall this growth continue, associated with the growth in the regional energy market, there is a growing need of reinforcing the current available capacity. It should be stressed that the Cahora Bassa energy contribution, 88%, it impacts on the EDM energy balance of supplies, thus, there is the real and urgent need to increase the reserves allocated to Mozambique. A energia produzida registou um aumento em 6% em relação a 2010, tendo sido influenciado pela flexibilidade do planeamento da produção em função do ciclo hidrológico, flexibilidade do DOM nas vendas dos excedentes ao mercado externo, excelente coordenação com a ARA Sul na maximização da produção em Corumana em função da disponibilidade de água e aumento da capaidade instalada na central a gas de Temane que serve os distritos de Vilankulo, Inhassoro e Nova Mambone. The above table presents the monthly evolution of own generation per power plant. The generated energy recorded a 6% increase in relation to 2010, which was influenced by flexibility in the planning of generation in the light of the hydrological cycle, flexibility of TALENT in sales of the surplus to the external market, excellent coordination with the ARA Sul in maximising generation in Corumana according to water availability and increase the installed capacity in the gas-powered Temane power station, which supplies the districts of Vilankulo, Inhassoro and Nova Mambone. 22

Dos 4,025GWh de energia total anual, 3,549GWh foram adquiridos a HCB, 86.5GWh importados quer através da rede nacional de transporte, quer por via de fornecimentos em Média Tensão à algumas vilas fronteiriças, e os restantes 389 GWh foram resultantes da produção própria. Do valor total tomado, 1,055GWh foram alocados à Distribuidora de Maputo, 1,012GWh para a Distribuidora Sul, 739GWh para a Distribuidora Centro, 427.5GWh para a Distribuidora Norte, 122GWh para Clientes Especiais e os restantes 669GWh foram exportados. Table 3.1 illustrates the monthly power flow presenting, both the energy sources, from the supply side, and the split of the consumption per Distribution Directorate, from de demand side. Out of 4,025 GWh of the annual total energy,3,549 GWh was purchased from HCB, 86.5 GWh was imported, either through the national transmission network, or through the supply from medium voltage to some border towns, and the remaining 389GWh resulted from own generation. Out of the total taken, 1,055 GWh, was supplied to Maputo Distributor, 1,012GWh to the Southern region Distributor, 739GWh to the Central region Distributor, 427.5GWh to the Northern Region Distributor, 122GWh to Especial Customers and the remaining 669GWh was exported. 30

38 BALANÇO POR ÁREA DE DISTRIBUIÇÃO I BALANCE BY DISTRIBUTION AREA A tabela 4.1 ilustra o balanço energético por área de distribuição em 2011, excluindo as exportações. Os valores da energia entregue pelo Operador de Mercado, incorporam a energia proveniente da HCB, as Importações. Para a DDS para além dos fornecimentos da HCB e Importação, temos ainda a produção das Centrais de Corumana e a Gas de Temane enquanto para DDC, temos a produção hídrica de Mavuzi e Chicamba. Os valores de energia consumida incluem para além da energia facturada cobrável, a iluminação pública e os consumos internos. Table 4.1 presents the energy balance per distribution area in 2011, not including exports.the energy delivered by the Market Operator comprises the power from HCB and imports. The SRDD is powered by the Corumana Power plant and the Temane Gaspowered station apart from the energy supply from HCB and imports. As for the CRDD, there is the hydro generation from Mavuzi and Chicamba Power Stations. The amount of energy consumption includes the payable billed energy, public lighting and the internal consumptions. A flexibilidade do planeamento da produção em função do ciclo hidrológico, flexibilidade do DOM nas vendas dos excedentes ao mercado externo e a excelente coordenação com a ARA Sul na maximização da produção em Corumana, são factores que contribuiram para o aumento da produção hídrica da EdM. A produção térmica registada em 2011, refere-se às centrais a gas de Temane e Nova Mambone em Inhambane. Table 5.1 shows the volume of the generated power at EDM s power stations per source. The factors that contributed to the increase of EDM s hydro generation are as follows: flexibility in the generation planning according to hydrological cycle, DOM flexibility in the sale of the surplus to the external market in co-ordination with ARA-SUL in the maximisation of Corumana generation. The thermal generation recorded in 2011 is from the Temane and Nova Mambone gas-powered stations. O número de clientes registados em 2011 (saldo) foi de 1,010,780 representado um aumento de 18% em relação a 2010.Tem-se notado um crescimento considerável no número de clientes, sobretudo devido aos esforços empreendidos para o aumento do acesso à energia eléctrica, como é ilustrado na tabela 6.7.1, onde é apresentada a evolução do número de clientes nos últimos sete anos.
