2 Special Data Dissemination Standard Em Abril de 1996 o Fundo Monetário Internacional (FMI) criou o Special Data Dissemination Standard (SDDS) visando reforçar a transparência, integridade, actualidade e qualidade da informação estatística. No âmbito do SDDS é disponibilizada informação sobre: dados macroeconómicos; política de divulgação ao público; política de revisões; metodologias subjacentes à preparação da informação estatística. Portugal aderiu ao SDDS em Outubro de 1998, podendo ser consultada a informação relativa a Portugal no Dissemination Standard Bulletin Board (DSBB) do FMI, acessível na Internet - Em articulação com o calendário de divulgação estabelecido no SDDS, igualmente disponível no referido endereço da Internet, o Banco de Portugal publica, em primeira mão, na Internet -- as relevantes estatísticas sobre Contas da Administração Central - Financiamento, Contas do Sector Bancário e do Banco de Portugal, Taxas de Juro, Dívida Externa e Reservas Internacionais. A informação estatística abrangida pelo SDDS, relativa a Portugal, é compilada pelo Ministério das Finanças, pelo Instituto Nacional de Estatística, pela Euronext Lisboa e pelo Banco de Portugal. In April 1996, the International Monetary Fund (IMF) created the Special Data Dissemination Standard (SDDS) with the intention of improving the dissemination of reliable, comprehensive and timely economic, financial and socio-demographic data. The standard provides information on the data categories and the practices concerning the access by the public, the integrity and the quality of the Statistics. Portugal has been represented on the IMF Dissemination Standard Bulletin Board (DSBB) since October Metadata on Portuguese economic and financial categories are available at According to the SDDS advance release calendar, also available on the referred IMF website, the Banco de Portugal publishes firstly on its website -- the relevant data concerning Central Government Accounts - Financing, Accounts of the Banking System and of the Central Bank, Interest Rates, External Debt and International Reserves. The statistical data, for Portugal, are compiled by Ministério das Finanças, Instituto Nacional de Estatística, Euronext Lisboa and Banco de Portugal.

3 MONETARY FINANCIAL INSTITUTIONS INTEREST RATES STATISTICS Changes in Chapter B.7 According to Regulation ECB/2001/18 of the European Central Bank, Banco de Portugal launched in January 2003 a new system for gathering data with a view to compiling statistics on interest rates applied by monetary financial institutions (MFls) to deposits and loans vis-à-vis private individuals and non-financial corporations resident in Monetary Union countries. This implied reformulating Chapter B.7 of the Statistical Bulletin, whose publication in the new format starts with the present issue - December with data as of January The previous reporting system, which prevailed until December 2002, covered only retail interest rates on new business carried out by MFls during each reporting month, while the new system, which started in January 2003, also includes interest rates on outstanding amounts. These correspond to a measure of gross return on interest-earning assets and of average cost on interest-bearing liabilities recorded in the MFls balance sheet for each instrument and for each institutional sector covered, i.e., private individuals (broken down by purpose in the case of loans) and non-financial corporations. Thus, interest rates on outstanding amounts largely reflect the conditions of business carried out in previous reporting periods and only marginally reflect the new business agreed during the reference time period. The compilation and aggregation method of average interest rates on new business, as well as the interpretation of indicators based on these rates, is substantially different in the new reporting system when compared with the previous one. Indeed, in the reporting system in force until December 2002, interest rates of each individual transaction were double weighted by amount and by agreed original maturity - in the calculation of the average interest rates of each MFI. In the new reporting system according to Regulation ECB/2001/18, the weighting process considers only the amount of each transaction, not the agreed original maturity. Besides, in the previous reporting system, interest rates on new business were broken down by classes of agreed maturity, while in the new reporting system, the breakdown is by initial rate fixation period. For example, transactions with an agreed maturity of up to 1 year and transactions with rates indexed to reference rates with an agreed period of rate revision of up to 1 year are included in up to 1 year initial rate fixation category, irrespective of the time to maturity. For banking systems such as Portugal s, the majority of the loans carry a variable interest rate, periodically revised in line with developments in the money market. In such systems, the different classification of loans for the purpose of calculating average interest rates on outstanding amounts and new business precludes the interpretation of the rates on new business as leading indicators of rates on outstanding amounts. It should also be noted that the aggregation of interest rates on new business, using the amount of business as the single weighting factor, leads to an average rate that gives a higher weight to business with shorter maturities than if one uses a double weighting of agreed maturity and amount of business. Under certain conditions, the average rate on new business can differ according to the aggregation method considered. Furthermore, Regulation ECB/2001/18, by setting the breakdown of interest rates on new business according to the initial rate fixation period, does not allow the calculation of interest rates on new business according to the agreed maturity of the transaction. Thus, indicators of interest rates on new business cannot be interpreted as marginal conditions applied by MFIs to business agreed in the reporting month and no inferences should be made as regards profitability trends of the reporting institutions. In particular, no spreads vis-à-vis money market reference rates should be used as incremental contribution measures of the effective profitability of MFls for the overall transactions recorded in the balance sheet.
