It has been revised on March 2005 and February Date of General Procurement Notice: July Period covered by this procurement plan: August 2005 to February Credit related PPF: A PPF (Project Preparation Fund) was approved and went into effect in mid-june 2004 to assist the Government to lay the preparatory work for the credit. The PPF for US$542, consists of several sub-component: (i) Upgrading of PIU set up and skills to match World Bank standards : training in procurement, hiring of a procurement specialist; hiring of a consultant to help develop a Financial, Administrative and Procurement Manual of procedures; design and install a Financial Management System (FMS) at the PIU (including the information system and necessary training); and operational costs of the PIU. (ii) In public finance management, in PRGF negotiations, studies on nomenclature harmonization, macro-economics and network system functions revision of financial manual and PRSP monitoring. (iii) In the petroleum sector, staffing of the National Petroleum Agency and extension; repairs of buildings and data network installation; and TA consultancies for architect consultancy, study on revision of exploration results and technical assistance in information system management. The PPF contains a stand alone procurement plan and the present procurement plan will not contain any PPF. The PPF is slated to close February 15, 2004.
