TIt s also a propaganda tool for the activities undertaken by the Observatório in its 17 years of existence with a network research group. 03

4 welcome or the first time the Observatório das Metropóles, performing its commitment Frender account to society, is pleased to present the annual activity report, which includes the first year as a member of the National Institutes of Science and Technology Program INCT Program. The Observatory of the Metropolises is a group that operates as a network, gathering together individual and institutional researchers from both public and private universities. The team constituted in the Observatory has been working for 17 years, involving 97 main researchers and 48 institutions, in a systematic and articulate manner, on the metropolitan challenges presented in national development, taking as reference the understanding of the changes in the relations among the society, the economy, State and the territories encompassed by the large Brazilian urban agglomerations. One of the main characteristics of the Observatory of the Metropolises is that of uniting Graduate Programs at distinct stages of consolidation, which has allowed the virtuous practice of co-operation and scientific exchange through widespread circulation of academic practices and experiences. On the other hand, the Observatory seeks to ally its research and teaching activities to the performance of activities that contribute to the government and civil society actors in the public policies aimed at this area. At the moment, the Observatory integrates the National Institutes of Science and Technology Program and, over the next 4 years, will have the objective of proceeding with and boosting its research activities, training of human resources, extension and transfer of results to society and the governments involved with metropolitan affairs. On the other hand, by involving groups of research distributed among all 5 major regions (North, Centre-West, Northeast, Southeast and South) of the country, the research activities undertake to contribute to deepen the knowledge of diversity in the metropolitan reality of the country and its relations with regional inequalities. In this phase, the intention of the Observatory of the Metropolises is to broaden and consolidate its original aim of becoming a multi-institutional and multi-disciplinary program that seeks to ally research and teaching to the social mission of performing and promoting activities that may influence the decisions of the actors who intervene in the to 04

5 welcome field of public policy, as much in the sphere of government as in civil society. The proposal we hereby submit to this public announcement takes into consideration the experience accumulated by the Observatory in the production of knowledge and information for the drafting of the National Policy for Urban Development by the Ministry of the Cities. It also considers its contribution to the studies accomplished by the Ministry of Planning prior to foundation of the Pluriannual Plan-PPA of the federal government. 6 about us group which works as a virtual institute, bringing together 157 researchers today (including 97 majors) and 48 institutions in the following fields: academic (39 Agraduate programs), government (1 State foundations and 1 Municipal organization) and 7 non-governmental organization. Under general coordination of Institute for Research and Urban and Regional Planning - IPPUR at the Federal University of Rio de Janeiro UFRJ, the institutions congregated at the Observatório das Metrópoles have been working systematically over 11 cities: Rio de Janeiro, São Paulo, Porto Alegre, Belo Horizonte, Curitiba, Goiânia, Recife, Salvador, Natal, Fortaleza, Belém and the Maringá conurbation. Brasília and Vitória have been might be integrated to the Observatory. Nowadays, the Observatório das Metrópoles was included in the annoucement INCT Program ( National Institutes of Science and Technology), expanding its contribution: (i) the national circulation of academic skills in the areas of research and teaching, (ii) knowledge of systematic and comparative Brazilian metropolitan problem, taking into account the regional diversity of the country, (iii) the training of human resources, and (iv) the increased importance in the metropolitan issue on the public agenda in Brazil because of its effort to transfer the results of its research activities, as well teaching their research to society and governments. Beyond the academic goals, the Observatório das Metrópoles strives to be a multidisciplinary and plural institutional which seeks to combine its research activities and teaching with the social mission to conduct and promote activities that can influence the decisions of actors involved in the field of public policy, both in the sphere of government and civil society. 06

7 about us history he Observatório das Metrópoles has its origin in the project Evaluation of the Social Conjuncture and the Performance of the Public Policies in the Metropolitan Region Tof Rio de Janeiro (RJRM) whose objective was to analyze the changes in the Picture of lacks and social inequalities in the RJRM throughout the 80 s, funded by World Bank/City of Rio de Janeiro. This project enabled the establishment of a partnership among the Institute of Urban and Regional Planning Research at the Federal University of Rio de Janeiro - IPPUR/UFRJ, the Urban Planning Program - UFRJ and the NGO Federation of Organizations for Social and Educational Assistance - FASE, having as a core theme the systematic reflection on the challenges of the metropolitan model of urban policy designed in the 1988 Federal Constitution and affirmed by the establishment of the National Urban Reform Movement in face of economic transformations of the late 1980s. In 1996 this project was expanded with the obtaining of financing of the Plan of Action for the Social Area - FNDCT/FINEP/BID/880/OC-BR, whose objective was to evaluate the metropolitan impacts of macroeconomic adjustment and productive reorganization in Rio de Janeiro. In 1997 became a Center of Excellence belonging to the PRONEX/CNPq, when we expand our scope of action to incorporate the metropolis of São Paulo and Belo Horizonte in our work program. In a partnership with FAFICH/UFMG, FAU/USP, NEPUR/Deptº of Sociology PUC/SP, we developed a comparative research project directed to the social, territorial and political impacts s evaluation of the structural adjustment policies and productive restructuring. Therefore, we began, taking as reference the main metropolises that belong to the economic space. The Observatório das Metrópoles was included in the Institutes of Milênio Program CNPq in 2005 through of the Observatório das Metrópoles: Territory, Social Cohesion and Democratic Governance Project, and its resources made possible to expand the scope of research of the Network. 07

12 about us goals i ii iii iv v Referring to economic and social transformations in Brazil since the late 1980s, this project aims to evaluate changes in the urbanization process of country, taking into account the relations between the conurbations and the regional urban system, as well as identifying differences between these clusters in terms of the degrees of municipality integration in the dynamic metropolitan. Analyze the evolution of social and spatial inequalities of the metropolises as to access to urban well-being and to the opportunities in the period 1980/2010, as well as identify the relation between these inequalities with the intra-metropolitan processes of differentiation, segmentation and residential segregation. Develop and diffuse methodologies for social analysis of space that can identify and measure the connections in processes of social and territorial division, segmentation, residential segregation with mechanisms of social inequalities reproduction and the urban poverty in metropolitan areas. Based on the results of research, to encourage reflection on models of urban policy oriented for the metropolitan areas which can unite the classic goals of collective services provision, and the regulation of urban soil use, with social policies that incorporate in their conception the social and territorial dimension of the reproduction of inequalities and urban poverty. Evaluate the institutional framework of conurbations with metropolitan function to identify the conditions that encourage or block the integrated management of these territories. vi vii viii Use the information and knowledge generated in actions directly or indirectly held by the Observatório das Metrópoles to strengthen the institutional capacity of the social actors and public policies managers in developing awareness of the metropolitan dimension of the social and urban problems. Develop knowledge and produce subsidies, aimed at encouraging the incorporation of the territorial dimension in the drawing of public policies for the large metropolitan areas in order to overcome the reproduction of poverty mechanisms as results of the segmentation effects and urban segregation. Develop and disseminate methodologies for monitoring and evaluation of public policies in large conurbations, in order to subsidize the activities of social actors with a view to increasing the efficiency of public intervention and its ability of universal right to the city. 12

13 research lines Line I Metropolis, Metropolitan Dynamics and National Territory This line of research seeks to understand the dynamics of metropolitan areas formation, their power of articulation and polarization of the country, and new spatial arrangements and their connections with the transformation of their production bases. Line II Social spatial dimension of exclusion / integration in the metropolis: the reproduction of inequalities and their impact on urban sociability The initial hypothesis of this line is that the social spatial processes taking place in Brazilian cities have enormous importance in understanding the societal mechanisms of exclusion and integration, through its effects on social structure, the mechanisms of production/reproduction of inequalities and relations of interaction and sociability among the groups and social classes. Such social spatial processes are conceptualized in this line as differentiation, segmentation and segregation. Projects: The new forms of housing loans and its impacts on the metropolis spatial reconfiguration. Study about ways of housing provision and its impacts on spatial reconfiguration of cities. Urban dispersion and accessibility in the metropolis Territory Social Organization and Inequality of Educational Opportunities Metropolis for Tourism: dynamics and reorganization of the territory in Salvador, Recife, Fortaleza and Natal - comparative studies for the Northeast.
